INLAND EMPIRE UTILITIES AGENCY (IEUA) REGIONAL SEWERAGE COMMITTEE Council Representative: Curtis Burton | Staff Report By: Benjamin Orosco Meeting Date: September 4, 2025
Informational Item
Regional Wastewater Fees - IEUA staff presented potential changes to the collection of regional wastewater system fees, including Capital Capacity Reimbursement Account (CCRA) fees and monthly sewer service charges. The presentation compared the current process, where local agencies such as the City of Chino collect and remit fees, to alternative options that would allow IEUA to bill customers directly or place the charges on the San Bernardino County property tax roll.

The proposed changes would require new billing software, additional IEUA staff, and formal coordination agreements with each sewer collection agency before implementation. For the City of Chino, these changes could affect the existing process for calculating and transferring CCRA fees associated with new development. The implementation of any new method would also require a Proposition 218 process, including public notice and a hearing, prior to adoption.

No action was taken; the item was informational only.

The Board received an update on the Gold Line to Montclair Project. SBCTA had previously expressed concerns with the terms of their continued cooperation in the project. Namely, SBCTA would have minimal say in the ongoing amount of SBCTA funds required for continued construction, operation, and maintenance of the Gold Line system that primarily serves L.A. County with a half-mile segment in S.B. County. Due to the lack of control over future amounts needed for SBCTA’s portion of funding of the project, the Board voted through a split decision to halt their continued cooperation with the Gold Line project and establish an ad-hoc committee to investigate alternatives that the SBCTA portion of funding could be used for.
