Fw: [EXT EMAIL] E Preserve Loop/Flight

Good morning!
I was advised to bring concerns and requests regarding placing a 4 way stop at the above intersection. I live on E Preserve Loop and have to utilize Flight SEVERAL times throughout my day for various reasons.
This particular intersection is dangerous for pedestrians- specifically the children that need to walk down it, as cars are not paying attention. Regardless of the pedestrian crossing signs- which are totally useless.
I've seen many people assume it's a 4 way stop already, which is causing major potential for accidents. And I've seen people completely blow through the two stop signs that are there, assuming there's no stop sign at all.
Please make this a 4 way stop, eventually, someone's luck is going to run out. And all the times the city said there wasnt sufficient traffic to put it here, is going to end up in a lawsuit.
Thanks for reading,
Erin Sanchez

Fw: [EXT EMAIL] Need for 4-way stop in Preserve
From: Heather Moon
Sent: Friday, January 23, 2026 10:03 AM
To: Lucio, Marc <[email protected]>; Comstock, Karen <[email protected]> Subject: [EXT EMAIL] Need for 4-way stop in Preserve
Good morning Councilmembers Lucio and Comstock,
I am writing as a Chino resident who lives in the Preserve and near the intersection of E Preserve Loop and Flight to share my concerns regarding the need for a four-way stop at this location.
For some time, I have felt this intersection poses a significant safety risk. I often avoid using it altogether, particularly because I frequently have my three children in the car and worry about the likelihood of an accident. The danger stems not only from this specific intersection, but from the fact that it is both preceded and followed by four-way stops. This creates confusion for drivers, who often assume the intersection is structured the same way and proceed without stopping.
Personally, I have nearly been t-boned multiple times due to this assumption. I have also observed drivers on the through street come to a full stop, mistakenly believing it is a four-way stop, which disrupts traffic flow and increases the risk of rear-end collisions. This confusion further escalates frustration among drivers- on more than one occasion, other drivers have expressed anger when I did not proceed, despite having a stop sign while they did not.
Overall, the inconsistency between this intersection and the surrounding ones makes it confusing and, in my view, particularly dangerous for residents, families, and visitors traveling through the Preserve. I respectfully ask that the City consider evaluating this intersection for the addition of a four-way stop to improve safety and traffic clarity.
Thank you for your time and attention to this matter. I appreciate your continued service to our community.
Sincerely,
Heather Moon

Preserve Loop x Flight Hello Council Member Marc Lucio and Council Member Karen Comstock, Lissa Fraga informed us that you will be taking our concerns to the city regarding the need for a 4- way stop at E. Preserve Loop and Flight in the Preserve Community. Below you will see the emails between Mr. Dennis Ralls and I since my inquiry in April 2025. I was just in a car accident at the time in January of 2025, which resulted in a TBI and a spinal injury and was very traumatized and agitated after encountering what I had at the time. I also attached what I had sent him.
If you have any questions, feel free to reach out. I live down the street so it is a path I often cross.
Thank you for your time and for your assistance! We appreciate it! April Maranan

April,
Thank you for checking in on the status. Our traffic study concluded that vehicle volumes are not sufficient to warrant an all-way stop to control vehicle traffic. However, we did see a significant volume of pedestrians crossing the intersection. As this intersection does not meet specific warrants, we plan to take this to the City Council for their review and approval in the new year.
Have a great holiday season!

April,
Thank you for your email. I have received this request from others in the Preserve area. We have kicked off a traffic study to determine if an all-way stop should be installed here. We require all-way stops to meet specific warrants to help ensure they get installed appropriately.
The study will take us several weeks to complete. I will keep you and the others that have reached out informed when we know more.
Thanks again for reaching out to express your traffic safety concerns.

Subject: [EXT EMAIL] Concern Regarding Preserve Neighborhood Traffic Safety Hello Mr. Ralls,
I hope this message finds you well. I was given your email by Mrs. Lissa Fraga.
As a resident of The Preserve, I wanted to share my concern regarding a recurring traffic issue in our neighborhood at the intersection of Flight Avenue and East Preserve Avenue.
I decided to just copy and paste what I had written in our neighborhood Facebook page. ! apologize for the informalness.
Thank you to the gentleman in a red truck who decided to think it was okay to proceed to go after doing a "California Stop" at the stop on Flight and almost hit me.
Then proceed to scream the F word to me while I had the right of way to make a left onto Flight from East Preserve. You're welcome, with the F word back. #sorrynotsorry
I know people will still run the stop signs in our hood, but it still would be safer if that intersection was a 4 way stop for our drivers and pedestrians. Especially since we have more houses coming on that side and now that East Preserve opens up to Pine.
This occurred around 5 pm last Tuesday. There was an unusual line of cars, likely cutting through to Pine, which heightened my anxiety as I was driving my two children in our new car, which we have had for three days. Having had PTSD from a recent accident, this incident was particularly distressing.
I often take this route home as I live on the East side of the Preserve, while my parents, who care for my children, live on the West side of the Preserve. At that intersection, you will have individuals who don't need to stop, stop, and individuals who should stop, not stop. There have been numerous accidents as far as I'm aware. Some with big rigs as well. With the opening of East Preserve and Pine, the situation has only worsened.
This intersection also serves as a bus drop-off area for Chino Valley high school students and is a busy pedestrian zone. With new houses being built nearby, we can expect even more foot traffic from students walking home.
I am willing to assist in addressing this issue if needed. Having lived in The Preserve since 2008, I care deeply about our community and want to ensure that no one is harmed due to these traffic concerns.
Thank you for your time, and I look forward to your response.
Sincerely,
April Maranan

This is a Public Service Announcement brought to you by your E Preserve Loop neighbors.
There is NO STOP SIGN at Flight for traffic driving on East Preserve Loop. That means if you are travelling east or west on E. Preserve Loop, you don't need to stop at Flight. The only stop sign at that intersection is for people that are driving on Flight. They have to stop at the intersection with E. Preserve Loop until it is safe to enter.
I am not sure how it happened, but there was a fender-bender there a day or two ago. After the accident, we overheard the person saying something like, "I am sorry..l thought I was supposed to stop," or something along those lines.

Tonight is the third time I almost got ran over by people who refused to look around at the stop sign or even completely heed the stop sign. Tonight I was already crossing before he drove to the stop sign. He stopped for a second then he intentionally drove into me as he was going left. I screamed multiple times loudly and he kept going. He didn't even bother to apologize or see if I was ok. He came out of T street on Elfin Forest and Flight. There was a witness who heard me.
Another night a truck purposely sped up and he stopped right in front of me with his headlights shone at me. On a different night some guy says he didn't see me. If you had stopped and looked you would have.
I am thinking of kids out there or parents with strollers. Please be careful. Whatever you are going through to drive like that is not worth it. And pedestrians, please don't attempt to cross alleys when there are cars unless they acknowledge your presence.

I don't think some people realize that cross traffic do not stop on Flight and East Preserve Loop.
I've seen a few people who ignore the stop sign at night. I usually just go on my way, but this driver last night completely ignored the stop sign and almost hit me head on. Luckily I was able to maneuver away.

Good morning neighbors,
Sorry if I woke some of you up this morning at around 4:20 am with my loud car honk at the intersection of Flight and East Preserve Loop, but a car ran the stop sign, or maybe failed to completely stop, or thought they could cross the intersection without me hitting them. I was traveling westbound on East Preserve Loop almost in the intersection when I see a car in the intersection traveling north bound on Flight. I had to slam on my brakes and honk.
Please respect the rules of the road and all signs. I already have been involved in two different accidents within a year apart where the driver ran the red light and the other accident the driver was speeding and wasn't able to control his vehicle when he had a tire blow out. Both accidents I have been blessed to survive with minor injuries.

Our latest semi truck fiasco. The residents at EPL & Flight were awakened at about 5:30 this morning to a loud rumbling. Some rocket scientist in a big rig clipped everything on the northwest corner because it didn't turn wide enough. Of course, the truck didn't stick around. He's long gone.
If anyone has video of the truck, let Chino P.D. know so they can attempt to track it down.

To the young lady driving the gray/silver mustang after 10 pm last night with the plates 7EDC735 or 7ECD735 at the intersection of East Preserve Loop and Flight Ave:
I'm sorry if I scared and shocked you when you finally lifted your head and put your eyes back on the road. It was only the driver's side window and a few inches that separated our faces. You have no idea how close you were from hitting me. Not sure if you were picking something from the ground or if you were texting. I had to jump back and avoided being hit and landing on your hood When you approached the stop signs and appeared to slow down, I continued on, but instead of stopping, you started speeding through the stop sign. I was in the middle of the road, it was well lit and I had on bright reflective clothing, I'm not sure how you couldn't of seen me. Had I not yelled, you might of lifted your head and never noticed how close I was to your car. As I continued running and shaking my head, you stopped your car in the middle of the road as if you were mad at me. I must admit I'm confused at how you could be upset. I wanted to post this last night and debated about putting it up here at all, but you really need to be aware of your surroundings because next time you might seriously hurt someone and you will be spending the night in jail.
Some might have a problem with me for calling this person out but this is a dangerous situation for everyone that should be addressed.
Sincerely,
A Concerned Preservian

Subject: [EXT EMAIL Traffic Concern in the Preserve
Dear city council members,
There have been numerous concerns raised about the intersection of Flight Ave. and East Preserve Loop within the Chino Preserve community, where traffic safety remains a significant issue. Drivers are frequently disregarding traffic rules and failing to make complete stops, largely due to the absence of a 4-way stop. We would like to formally request that a traffic study be conducted to assess the situation. The addition of a 4- way stop sign would greatly enhance the safety of both children and drivers in our neighborhood. Children are crossing that street to get to their school bus or are walking to Cal Aero school. Also, please see attached posts sharing these concerns from neighbors in our community. Neighbors have shared close call incidents and we can all agree that that section has been a major hazard for us all. I myself have had close call incidents as well.
Thank you for your time and consideration in this matter.
Sincerely,
Krissel Toledo

I totally agree!! With the increase in
traffic in this area, there needs to be 4
way stop signs in that intersection.

People don't even stop at Stop signs
anymore. I see them roll through the
ones on Bickmore and West Preserve
daily.
