RE: Request for Consideration by the City Selection Committee for Appointment as Alternate Member to LAFCO
Dear Ms. Monell and Members of the City Selection Committee, I am writing to express my interest in serving as the Alternate City Representative to the Local Agency Formation Commission (LAFCO) for San Bernardino County. As Mayor Pro Tem of the City of Chino, I have had the privilege of working closely on issues related to municipal governance, interagency collaboration, and strategic planning that align closely with LAFCO’s mission to oversee orderly growth and service delivery within the County. I have experience with LAFCO issues, having served on the Chino City Council during several Sphere of Influence annexations, and knowledge of the various special districts and the important roles they play in providing services.
My experience on the Chino City Council and various commissions and boards has provided me with valuable insight into local government operations, land-use planning, and regional service coordination. I am committed to fostering transparency, collaboration, and balanced decision-making that supports both the needs of individual communities and the broader interests of the county.
Serving on LAFCO asthe Alternate City Representative would allow me to continue learning about the commission and the issues it addresses, and, as needed, contribute my expertise and dedication to ensuring that San Bernardino County continues to grow in an orderly, thoughtful, and sustainable manner. I am confident that my background and commitment to public service make me well-suited for this role.

If appointed, I will work diligently to serve as a conduit of information between LAFCO and our cities and, in my capacity as Alternate, to represent the cities’ interests while upholding the broader goals of the Commission. I welcome the opportunity to expand my knowledge on the important issues brought to LAFCO for review.
Thank you for considering my application. I would be honored to represent the cities of San Bernardino County as LAFCO's Alternate member and look forward to the opportunity to serve in this role.
Sincerely,
Curtis Burton

Statement of Qualifications to Serve as Alternate City Representative to LAFCO I submit the following summary of my qualifications and request consideration of my appointment as the Alternate City Representative to the Local Agency Formation Commission (LAFCO) for San Bernardino County.
Having lived and worked in Chino for over 30 years, I am deeply committed to the continued growth and success of the City and the County. My extensive experience in public service and regional collaboration uniquely positions me to contribute effectively to LAFCO’s mission when called upon as the Alternate City Representative.
After retiring from the Chino Police Department in 2016, I continued to serve Chino and the broader community in various capacities, including as a member of the Planning Commission and now, as Mayor Pro Tem representing District 2.
In my current role, I serve on several committees and regional boards, including the Chino Basin Desalter Authority, the Water Facilities Authority, the Inland Empire Utilities Agency’s Regional Sewerage Program Committee, and the Animal Resource Center of the Inland Empire. These roles have provided me with a strong understanding of interagency coordination, jurisdictional issues, and regional resource management, which contribute to my knowledge base as a potential LAFCO alternate member. This experience has contributed to my understanding of the importance, complexities, and sensitivity of boundaries, the crucial roles of special districts, and the significance of the creation and changes of local government entities.
My service on the City Council is guided by a commitment to the efficient and effective delivery of public services that benefit and improve the lives of those we serve today while planning responsibly for the future. I believe these priorities align closely with LAFCO’s objectives of promoting orderly growth and efficient service delivery. I am confident that my background and dedication to regional collaboration will allow me to represent the cities of San Bernardino County well.
Thank you for considering my interest. I would be honored to serve as the Alternate representing our cities on LAFCO and welcome the opportunity to discuss my qualifications further at the upcoming City Selection Committee meeting.
