RE: Support for SB 1018: Human Trafficking - Specialized License Plates Dear Senator Grove,
I am writing to you as the Chief of Police for the City of Chino to express my strong support for Senate Bill 1018, authored by you. This legislation aims to establish a Human Trafficking Awareness specialized license plate to fund survivor-led and survivor-informed community- based organizations across California.

Human trafficking continues to be a significant issue in California, and survivors often face challenges in accessing consistent support services. SB 1018 addresses this by establishing a sustainable funding source through California's specialized license plate program, a model that has successfully supported initiatives such as firefighter services and breast cancer awareness.

Senate Bill 1018 was introduced in honor of Blair Moseley and Kendra McIntyre, two young women whose lives were tragically lost to human trafficking. Revenue generated through this license plate program would directly support nonprofit organizations providing critical, hands- on services to survivors and victims, continuing their legacy through care, protection, and pathways to recovery. Funding would be distributed across the state to ensure broad impact and prioritized for organizations that incorporate meaningful survivor leadership.

Thank you for your attention to this important matter. I look forward to the positive impact that SB 1018 will have on the safety and well-being of our communities. Should you require any further information or wish to discuss this matter in greater detail, please do not hesitate to contact me directly at 909) 334-3093 or via email at [email protected].

Sincerely,
Kevin Mensen, Chief of Police
