CHINO BASIN DESALTER AUTHORITY
Council Representative: Curtis Burton | Staff Report By: Pete Vicario Meeting Date: May 26, 2026
The Chino Basin Desalter Authority (CDA) reported that 437.647 acre-feet of water was delivered to the City of Chino in April.
The CDA Technical Advisory Committee (TAC) recommended the following, all of which were approved:
Approval of a sole-source professional services agreement with AquaSystec for the amount of $250,000. AquaSystec possesses specialized expertise and institutional knowledge related to the Chino II Desalter SCADA system, including SCADA programming, system integration, troubleshooting, control system modifications, and operational support.
Approval of amendment No. 3 to the professional services agreement with Babcock Laboratories for laboratory analytical services for the not-to-exceed amount of $785,000.
Approval of an agreement with Step Saver CA LLC for the supply and delivery of sodium chloride (salt) for the not-to-exceed amount of $1,700,000.
Approval of a contract with Ecology Organics for the transportation and disposal of clarifier solids for the not-to-exceed amount of $600,000.
Approval of a sole-source professional services agreement with Carollo Engineers, Inc. for Concentrate Reduction Facility (CRF) operations support services for FY 26/27 for the not-to-exceed amount of $100,000.
Approval of a sole-source professional service agreement with Hazen and Sawyer for on-call engineering support services for FY 26/27 for the not-to-exceed amount of $766,000.
Approval of a sole-source maintenance services agreement for environmental cleanup services and solids handling support for FY 26/27 for the amount of $125,000.
Approval of a sole-source professional services agreement for managed IT, cybersecurity, onboarding, and transition support services with Circle MSP for the not-to-exceed amount of $160,000.
Approval of a sole-source purchase agreement for the Chino II Well 4 PFAS/Ion Exchange Treatment System with Aqueous Vets, LLC for the amount of $950,000. Chino II Well 4 discharges to the non-VOC raw water pipeline, which either receives ion exchange treatment only or bypasses treatment entirely; therefore, PFHxS removal is not currently provided. Staff evaluated the use of a mobile treatment unit, but limitations related to pressure ratings and available flow capacity made that option infeasible. CDA staff and Hazen & Sawyer subsequently collaborated with Aqueous Vets to develop a skid-mounted portable treatment system that can be disassembled and relocated for future well rehabilitation projects or deployment at other facilities. Aqueous Vets previously supplied the Chino I GAC treatment systems and has extensive experience implementing PFAS treatment solutions throughout the region. The proposed system will restore operational flexibility, maximize utilization of Well 4, and support compliance with current and future PFAS regulatory requirements. The proposed project will be funded from the PFAS Litigation Settlement Fund Reserve, which currently has an available balance of approximately $9.9 million.
