Council Representative: Curtis Burton | Staff Report By: Benjamin Orosco Meeting Date: June 25, 2026
Business Item II.A – Final 2025 Safe Yield Reevaluation Report The Watermaster Board approved the Final 2025 Safe Yield Reevaluation Report, concluding a multi-year technical evaluation of the Chino Basin's sustainable groundwater production. The reevaluation represents the completion of an extensive technical effort that included updated groundwater modeling, independent peer review, model recalibration, stakeholder workshops, and multiple rounds of public review and comment. The report establishes an operating safe yield of approximately 21,200 acre-feet per year for the 2021–2030 planning period and provides the technical foundation for future groundwater management decisions, water accounting, and basin planning. During Board discussion, members emphasized the importance of transparency, the peer review process, and the methodology used to develop the report. The Board amended the motion to clarify that approval was based on compliance with the Court-approved 2022 Safe Yield Methodology rather than a broader reference to all court orders. The approved report will now be submitted to the Court for consideration as part of the ongoing groundwater adjudication process.
Business Item II.D – Fiscal Year 2025-26 Assessment Package The Watermaster Board approved the Fiscal Year 2025-26 Assessment Package, which establishes the groundwater replenishment and administrative assessments necessary to fund Watermaster operations, groundwater replenishment activities, and implementation of the Optimum Basin Management Program (OBMP). The approved package reflects an operating safe yield of 40,834 acre-feet, a Desalter Replenishment Obligation of 27,411.9 acre-feet, and approximately $9.0 million in production-based assessments, with approximately $3.6 million remaining to be invoiced. Staff explained that the assessment package was developed through a collaborative process involving technical workshops, stakeholder input, and review by the Advisory Committee before being presented to the Board. During discussion, Board members considered whether the remaining assessments should be delayed until after the August court hearing regarding the corrected assessment packages. Following discussion, the Board directed staff to proceed with issuing the remaining assessment invoices through the normal administrative process while continuing to monitor any future court actions that could affect the assessment package.
Business Item II.E – Resolution 2026-02
Following approval of the Assessment Package, the Board adopted Resolution 2026-02 authorizing the levy of the remaining Fiscal Year 2025-26 replenishment and administrative assessments based on Production Year 2024-25 groundwater production. Adoption of the resolution authorizes Watermaster staff to issue the remaining assessment invoices to groundwater producers and member agencies, ensuring funding for Watermaster's administrative responsibilities, groundwater replenishment activities, and continued implementation of the Optimum Basin Management Program during the current fiscal year.

SANTA ANA WATERSHED ADVISORY COUNCIL
Council Representative: Karen Comstock | Staff Report By: Benjamin Orosco Meeting Date: June 2, 2026
Business Item 6A – Fiscal Year 2026-27 Inland Empire Brine Line Rate Resolution The PA-24 Committee recommended approval of the Fiscal Year 202-/27 Inland Empire Brine Line Rate Resolution, which establishes the rates necessary to fund the operation, maintenance, treatment, and disposal of brine conveyed through the Inland Empire Brine Line system. The approved rates include a 2% increase to flow and fixed pipeline treatment and disposal charges, while Biochemical Oxygen Demand (BOD) and Total Suspended Solids (TSS) charges will increase by 11%.
Committee discussion focused on the factors contributing to the rate increase and its potential impacts on Inland Empire communities. Orange County Sanitation District (OC San) staff explained that the increase is primarily attributable to changes in Governmental Accounting Standards Board (GASB) accounting requirements, which require certain studies and projects previously funded as capital improvements to now be accounted for as operating expenses. Combined with rising operations and maintenance costs, these changes resulted in higher treatment costs being passed through to the Inland Empire Brine Line system. OC San staff indicated that the accounting-related adjustment is largely a one-time change and is not expected to result in similar increases in future rate calculations.
Business Item 6B – Brine Line Service Contracts
The Committee received an update on several on-call service contracts that support the operation and maintenance of the Inland Empire Brine Line system. The contracts provide services including pipeline condition assessments using closed-circuit television (CCTV) inspections, surveying for easements and pipeline alignments, flow meter calibration required for regulatory compliance, line cleaning, and emergency line-draining and spill-response services. Staff reported that contracts for surveying and flow meter calibration had been awarded, while existing contracts for CCTV inspections and line cleaning were extended for one year. No proposals were received for emergency response services, and staff will evaluate revisions to the solicitation while also exploring opportunities to utilize existing emergency response contracts maintained by member agencies. No action was taken on this item.
