GOVERNMENT RELATIONS UPDATE (Attachment 1)
As of September 4, 2026 (September 15, 2026 City Council Meeting)

FEDERAL UPDATE
Congressional Calendar - Congress Legislative Sprint Before Midterm Elections Congress faces a limited window for legislative activity ahead of the November midterm elections. Both the Senate and the House are scheduled to return September 14, with the Senate expected to remain in session for three weeks. The House, however, is scheduled for only four legislative days until after the elections, November 3.

Federal FY 2027 Budget - Congress Passes Continuing Resolution Through December 11 Prior to breaking for August recess, the Senate passed a continuing resolution (CR) by a vote of 90-6, extending federal government funding at FY26 levels through December 11. The measure also delays the Office of Management and Budget’s (OMB) proposed revisions to the Uniform Guidance through December 11. The House passed the Senate’s CR by a vote of 370-48, clearing the measure for President Trump’s signature and avoiding a government shutdown ahead of the midterms and conclusion of the fiscal year on September 30.

The CR also contains a provision funding the surface transportation programs through December 11. The surface transportation programs were set to expire October 1.

New Congressional Districts
The City’s consultant, Jamie Jones of David Turch & Associates, has communicated with the Office of Congressman Gil Cisneros, whose new congressional district will include the majority of Chino, regarding a potential visit to the City for a tour and discussion of federal priorities. A follow-up discussion will take place in September to schedule the visit for November or December.

Other Federal Items
The national debt is now over $40 trillion.
12 Senators and 71 Representatives will not be returning for the 120th Congress – so far.

TRACKED STATE LEGISLATION REPORTS
The report on tracked state legislation, sorted by subject, is included in Attachment 2. Staff has identified the included bills of potential interest to the City that have met the necessary legislative deadlines to date. Bills are also added and removed from tracking based on lists provided by associations, such as the League of California Cities, staff input, and current bill language.

The positions noted on bills are based on the City Council's adopted Legislative Policy. Additional positions may be taken, or existing positions may be modified based on direction from the Legislative Committee or City Council. Bills sponsored by the League of California Cities are noted in the reports.
