CHINO BASIN DESALTER AUTHORITY
Council Representative: Curtis Burton | Staff Report By: Pete Vicario Meeting Date: July 28, 2026
The Chino Basin Desalter Authority (CDA) reported that 460.731 acre-feet of water was delivered to the City of Chino in June.
The CDA Technical Advisory Committee (TAC) recommended the following, all of which were approved:
Maintenance Services Agreement
Approval of an amendment for a maintenance services agreement with Leed Electric, Inc. for on-call industrial electrical maintenance and repair in the amount of $150,000. Leed Electric represents the lowest complete and responsive proposal that was advertised through PlanetBids on April 21, 2026, for the required work. Leed Electric is CDA's on-call electrical contractor and is familiar with the facility, enabling the work to proceed without delay and minimizing operational impacts. Sufficient funding is included in the approved FY 2026/27 Capital Improvement Program Budget.
Polymers Contract
Approval of a contract for the supply and delivery of polymers for the Chino II Desalter Facility with Brenntag Pacific, Inc. CDA’s polymer supply contract with Univar Solutions USA, LLC was approved in May 2024 and is currently extended through June 30, 2027, at $1.86/lb. for Magna Polymer and $2.06/lb. for Zetag Polymer. Since May 2026, Univar has experienced recurring delivery delays, with lead times extending several weeks and, in some cases, nearly one month. Polymer is critical to the operation of the Chino II Desalter Facility; delays create a potential risk to reliable plant operations. Staff evaluated alternative suppliers, and Brenntag Pacific, Inc. agreed to provide the required polymers at the same pricing as the existing Univar contract, providing a reliable alternative source. The proposed contract is within the FY 2026/27 Operations and Maintenance Budget.
Sole Source Equipment Purchase
Approval of a sole-source purchase for three replacement shaftless augers and associated equipment for the Chino II Concentrate Reduction Facility (CRF) with Jim Myers & Sons, Inc. in the amount of $280,000. The Chino II CRF utilizes three shaftless augers as critical components of the sludge handling and dewatering process which are essential to maintaining continuous and reliable plant operations. This procurement is recommended as a sole-source purchase from Jim Myers & Sons, Inc., the original designer and manufacturer of the sludge conveying system installed at the Chino II Concentrate Reduction Facility. Funding for this purchase is included in the FY 2026/27 Capital Improvement Program.
Coatings Contract Change Order
Approval of a change order to the construction contract for the Chino I and Chino II coating project with Advanced Industrial Services, Inc. in the amount of $43,500, bringing the new contract total to the not-to-exceed amount of $513,500. Advanced Industrial Services, Inc. is currently under contract to perform protective coating improvements. During construction, staff identified an opportunity to complete additional coating work that was originally planned under the FY 2026/27 Capital Improvement Program for miscellaneous piping at the Chino I facility. Sufficient funding is available in the FY 2026/27 Capital Improvement Program.

CHINO BASIN WATERMASTER
Council Representative: Curtis Burton | Staff Report By: Benjamin Orosco Meeting Date: July 25, 2026
Business Item II.A – 2025 Safe Yield Reevaluation
The Watermaster Board continued consideration of the 2025 Safe Yield Reevaluation and the recommended reset of the Chino Basin Safe Yield to 121,200 acre-feet per year. The three Pool Committees generally supported resetting the Safe Yield consistent with the Final 2025 Safe Yield Reevaluation Report; however, the Advisory Committee recommended that the matter be returned to the Pool Committees for additional review.
Following extensive discussion, the Board rejected the option to defer action and directed Watermaster staff to set a public hearing for August 4, 2026, to consider adoption of the Safe Yield Reevaluation Report findings and the proposed Safe Yield reset. Board discussion emphasized that the recommended 121,200 acre-feet per year is supported by the updated groundwater model, independent peer review, additional model refinements, and the Court-approved 2022 Safe Yield Methodology.
Storage Management Plan
Stored water accounts have increased significantly, necessitating an evaluation of risks associated with withdrawals, transfers, recovery programs, and potential Material Physical Injury to the Basin or other parties. Watermaster provided an overview of the upcoming Storage Management Plan, which will establish updated policies and technical criteria for management of stored water within the Chino Basin.
Watermaster plans to conduct a scoping workshop in September to obtain stakeholder input on the objectives and technical analyses to be included in the plan. A point paper will be distributed in advance of the workshop to provide background information and support stakeholder discussion.
Recharge Master Plan Update
Watermaster also provided an update on the development of the next Recharge Master Plan Update, which is scheduled for completion in 2028. The planning effort will evaluate existing recharge capacity, future groundwater conditions, potential changes in available recharge water, and the possible loss of existing recharge facilities.
Current modeling indicates that recharge capacity is generally sufficient under average and higher groundwater conditions through 2050; however, potential capacity limitations could develop under lower groundwater conditions beginning around 2044. During the current fiscal year, Watermaster will refine the plan's objectives, scope, and planning criteria and conduct updated modeling of the recharge facilities evaluated in the 2013 Recharge Master Plan.
