ALL-WAY STOP CONTROL WARRANT WORKSHEET
(Per CAMUTCD 2026 Edition, Chapter 2B All-Way Stop Control)

A. Crash Experience
For a three-leg intersection, have there been four or
more correctable crashes in a 12-month period or
six or more correctable crashes in a 36-month
period.

Criteria Met?
Yes: No:

B. Sight Distance
Location where a road user, after stopping, cannot
see conflicting traffic and is not able to navigate the intersection unless cross traffic is also required to
stop.

Criteria Met?
Yes: No:

C. Transition to Signal Control or Transition
to Yield Control at a Circular Intersection
Location where all-way stop control is an interim
measure that can be installed to control traffic wh ile arrangements are being made for the installation of
a traffic control signal at the intersection or for the installation of yield control at a circular intersection.

Criteria Met?
Yes: No:

D. Minimum Volumes (Vehicles, Pedestrians,
Bicycles)
The entering volume of all traffic (vehicle, pedest rian, and bicycle) shall be considered during the peak 8-
hours of an average day. If the 85th-percentile
approach speed of the major-street traffic exceeds 40
mph, then the minimum vehicular volume warrants
may be reduced to 70% values, shown as values in
parenthesis. Both 1 and 2 must be met for the
criteria to apply.

1. Combined volume entering from the major
approach ≥300(210) per hour. Value: 622

2. Combined volume entering the intersection from
the minor approach ≥200(140) per hour for the
same 8-hours. Value: 94

Criteria Met?
Yes: No:

E. Other Factors
Does an engineering study indicate that any of the
following factors apply to this intersection?

1. There is a need to control left-turn conflicts.

2. An intersection of two residential neighborhood
streets of similar design and operating
characteristics where all-way stop control would
improve traffic operational characteristics of the
intersection.

3. There is a need to control pedestrian/vehicle
movement conflicts due to a location that
generates high pedestrian volumes.

Which factors apply? None of these factors apply.

Criteria Met?
Yes: No:

Is an all-way stop recommended at this location?

Yes: No:

APPLICATION OF CROSSWALK MARKINGS WORKSHEET
(Per CA MUTCD 2026 edition, Section 3C.02)

At uncontrolled approaches, an engineering study should be performed before a marked crosswalk is installed.

The following criteria should be considered prior to installing a marked crosswalk:

Criteria Moonspinner Street
(Minor Approach)
West Preserve Loop
(Major Approach)
a. Total number of approach lanes, 1 3
b. The presence of a median N/A Yes
c. The distance from adjacent
signalized intersections or other
controlled crossings,
400’ North (All-way Stop at Bickmore Ave/W Preserve Loop)

800’ South (Signalized Intersection Pine Ave/W Preserve Loop)
d. Projected pedestrian and bicyclist
volumes,
Nominal increases are anticipated with the full build-out of the adjacent residential development.
e. Pedestrian and bicyclist paths of
travel, Yes
f. Pedestrian ages and abilities Seniors, adults, and school-age children may desire to cross.
g. Pedestrian and bicyclist delays, No delays are anticipated. h. Location or frequency of public
transit stops,
No public transit stops exist in close proximity to this location.
i. Average daily traffic (ADT), 1,242 6,100
j. Speed limit or the 85 th percentile
speed, 25 (speed limit) 41 (85 th Percentile)
k. The horizonal and vertical geometry
of the crossing location,
No horizontal or vertical curves approaching this crossing to impact roadway geometry.
l. The possible consolidation of
multiple crossing points,
Yes, consolidation of crossing points is applicable and recommended.
m. The availability of street lighting, and Streetlights currently exist at this location. n. Other appropriate factors.  A marked crossing will designate a primary access route to South Meridian Park by consolidating
pedestrian movements across an uncontrolled
roadway.
 Pedestrian access from the future residential
neighborhood on the east side of West Preserve Loop
is situated to support a consolidated crossing location at the south leg of the intersection.

With consideration of the criteria above, is a marked
crossing recommended at this intersection?

Yes: No:
