RE: Dira
c Battery Energy Storage System (BESS) Project
Dear H
onorable Mayor Ulloa and Members of the Chino City Council:
I am wr
iting to express my strong support for the proposed Dirac Battery Energy Storage System (BESS) project in the City of Chino.
For m
ore than 40 years, I have represented manufacturing, logistics, distribution, and industrial clients throughout Southern California. During that time, I have witnessed firsthand how access to reliable electrical infrastructure has become one of the most critical factors influencing business expansion, investment, and job creation.
In our efforts to bring more economic growth to the region for high-load-demand industrial users, we are frequently constrained by limitations in the available power supply. Companies looking to expand or relocate often require significant electrical capacity, and delays or shortages in power availability can prevent valuable projects from moving forward.
We sup
port the Dirac BESS project to ensure grid reliability throughout the region while also helping facilitate load growth for current and future economic activity. As our economy continues to evolve, investments in energy infrastructure are essential to maintaining the Inland Empire’s competitiveness.
Battery E
nergy Storage Systems are fast becoming a critical component of a modern electric grid. They store electricity when demand is low or renewable generation is abundant and deliver that energy back to the grid when demand is highest. This

RE: September 15 Appeal Hearing, Dirac Energy Storage Project; Letter in Support
Dear Mayor Ulloa and Councilmembers:
I write to urge the Council to grant the appeal and approve the Dirac Energy Storage Project.
Climate Resolve works across Southern California on extreme heat and its consequences for human health. We write to Chino because heat and air pollution do not respect city boundaries. I spent thirteen years directing the Los Angeles office of Physicians for Social Responsibility and five years as a commissioner of the Los Angeles Department of Water and Power.
Heat is the deadliest hazard your residents face, killing more Americans in a typical year than floods or wind. The County’s own Climate Change and Health Profile, prepared with the state health department, found valley residents saw about seven days a year above 102 degrees around 1990. By mid-century, closer to thirty-five. Yet every heat plan written in California, including the cooling centers your own staff will open next summer, quietly assumes the power stays on. In Chino, air conditioning is not a comfort item. It is the primary medical intervention against the hazard most likely to kill your residents, and it fails the moment the grid does.
Demand peaks after six in the evening, when solar output falls away and houses are still trying to cool.
That evening gap is the specific problem this project addresses.
Air quality compounds it. San Bernardino County ranks first in the nation for ozone in the American Lung Association’s 2026 State of the Air, as it has in twenty-six of that report’s twenty-seven years. Two things drive it: diesel traffic from the freight corridors, and heat itself, because ozone forms faster as temperatures climb. Your worst air days and your most dangerous heat days are the same days. Weigh this application, too, against what this parcel otherwise becomes. Land zoned and served like this becomes another warehouse, which here means more diesel trips through Chino, permanently. A battery facility is essentially unstaffed and generates almost no daily traffic. On public health grounds that comparison is not close.
On cost I will make a narrower claim than you may expect. I am not going to tell you this project lowers anyone’s utility bill; no single project does that, and you should be skeptical of anyone who says otherwise. But outages are most expensive for the households least able to absorb them. Spoiled groceries, insulin that needed refrigeration, a missed shift, a motel room on a 105-degree night. Those costs land on families already spending the most of their income keeping a house cool.

RE: Battery Energy Storage Projects
Dear Mayor Ulloa:
The California Governor's Office of Business and Economic Development (GO-Biz) serves as the state’s leader for job growth, economic development, and business assistance efforts. A key pillar of this mission is advancing the state’s transition to a carbon neutral economy by 2045 and achieving clean energy and electrical grid reliability targets set out in SB 100 Report.
1 Battery energy storage systems (BESS) are essential not only for meeting the state’s ambitious climate goals, but also for keeping the electrical grid reliable during periods of high energy demand. By capturing excess energy from renewables such as solar during the day and storing it for use in the evening when it is needed the most, utility- scale BESS projects have become vital in avoiding blackouts and keeping the lights on.
Since 2020, the state has brought on nearly 250 battery storage projects totaling about 17,000 megawatts (MWs).
2 Roughly 20,000 MWs of clean energy are expected to be added to grid over the next several years, and battery storage accounting for close to 10,000 MWs of the total.3
California has taken steps to ensure that modern BESS facilities support grid reliability while protecting facility personnel, first responders, neighboring communities, and the environment. The California Fire Code, CPUC General Order 167-C, and legislation such as SB 283, SB 38 and SB1383 establish requirements governing facility design, equipment certification, emergency-response planning, operation and maintenance, record- keeping, inspections, incident investigations, and corrective action.
In light of emerging energy storage technologies and the importance of maintaining rigorous safety standards for these facilities, Governor Gavin Newsom convened the State Battery Storage Collaborative
4 to examine BESS technology types, safety
considerations, and pathways for increased collaboration between the state, local permitting authorities, first responders, industry, and communities. To further support

RE: Support for the Dirac Battery Energy Storage System (BESS) Project My name is Tiffany Truc, and I am a Chino resident. I am writing to express my support for the proposed Dirac Battery Energy Storage System (BESS) project.
Anyone who has lived in this area through the hot summer months knows how much pressure can be placed on the power grid. From the information provided to me, I understand that this project would store electricity and make additional power available during periods of high demand, particularly during the late afternoon and evening hours.
I also understand that the proposed project would be located on industrial land near an existing substation and surrounded by other industrial uses. Based on the information provided to me, I believe this is an appropriate location for this type of project.
I appreciate Aypa Power's willingness to communicate about the project and address community concerns, including safety and the potential impact on the surrounding area. I hope the City will carefully review these matters as part of its consideration of the project.
Based on the information currently available to me, I support the Dirac BESS project and respectfully ask the City Council to consider approving the project.
Thank you for your time and for your service to the City of Chino.
Sincerely,
Tiffany Truc

RE: Support for the Dirac Battery Energy Storage System (BESS) Project
Dear Honorable Mayor Ulloa and Members of the City Council:
On behalf of Rexford Industrial Realty, Inc. ("Rexford"), I am writing in support of the proposed Dirac Battery Energy Storage System (BESS) project in the City of Chino.
As one of the largest owners and operators of industrial real estate in Southern California, Rexford has invested extensively in facilities that support manufacturing, logistics, distribution, and other industrial uses throughout the region. Through our experience developing and operating industrial properties, we have seen how access to dependable electrical infrastructure has become increasingly important to both existing businesses and future investment.
The demands placed on the electrical grid continue to increase as industrial users modernize their operations, adopt new technologies, electrify equipment, and pursue more sustainable business practices. At the same time, many companies seeking to expand face challenges associated with power availability and long utility implementation timelines. These constraints can aƯect operational decision-making, capital investment, and overall business growth.
Projects that improve grid flexibility and reliability are an important part of addressing these challenges. Battery energy storage facilities help maximize the eƯectiveness of existing infrastructure by storing energy when it is available and supplying it when demand is greatest. In doing so, they can strengthen grid performance, improve resilience during
