Subject: PLEASE HOLD FORWARD/DISTRIBUTION ] East Chino Plan PL25-0119, Tract Map 20845 Well after much input from those involved in this it was brought to my attention that what was in my head was not well explained in my communication. We are completely for the project of 55 homes being added to our neighborhood. We are requesting the homes discussed face Amsterdam & not Cypress. Those at the meeting know what the issue is but I did not articulate well. I will be submitting a revision that is clearer, more articulate & proofread by others. I apologize for the confusion.
Revision to come.
Thank you,

Subject: [EXT EMAIL] Support for PL25-0119
Dear Mayor Ulloa and City of Chino Council members,
I am a resident of Cypress Avenue, between Schaeffer & Edison.
I am writing to you to request you approve PL25-0119 at the October 20th meeting.
I am in agreement with the changes that have been made and truly appreciate your consideration of reduced traffic for Cypress Avenue.
We have lived here for over 36 years and have seen many changes. There is already much traffic on our residential street and I truly believe the children that will move into the houses facing Amsterdam will have a much safer street to play on.
Although I miss our "old neighbors" the Chino dairy cows, I look forward to seeing what the developer has planned for this project.
Thank you for all you do for our city and for all you do to keep Chino residents and especially our children safe.
Sincerely,
Denise Andrade

Mayor Eunice M. Ulloa and Members of the Chino City Council City of Chino City Hall, 13220 Central Avenue, Chino, CA 91710 SUBJECT: FORMAL WITHDRAWAL OF OPPOSITION AND STATEMENT OF SUPPORT – Specific Plan Amendment PL25-0119 (East Chino Specific Plan Amendment/ 13918 Cypress Avenue) Dear Mayor Ulloa, Members of the City Council, and City Clerk, I am writing as an East Chino resident to formally communicate that I am WITHDRAWING my prior opposition to Specific Plan Amendment PL25-0119 (regarding the proposed 55-home project at 13918 Cypress Avenue) and am now voicing my SUPPORT for the approval of this amendment.
When this project proposal was first brought forward, my primary concern was focused strictly on the layout and impact on Amsterdam Avenue. I have always favored the single-family design and low density (4.4 homes per acre) of the proposed homes. Following the City Council's decision on September 15, 2026, to delay the vote so city planners could consult with the applicant, new information and plan improvements have come to light that demonstrate approving PL25-0119 is likely the best and safest outcome for our neighborhood.
Reasons for My Decision:
Key factors in my change of stance include:
• Mitigating State 'Density Bonus' Risks: While the site is zoned for a maximum of 4.5 houses per acre under the East Chino Specific Plan, California state 'Density Bonus' and affordable housing laws override local zoning. Because the applicant has stated that extending a sewer line down Cypress Avenue is not feasible, denying this 55-home single-family plan creates a severe risk that the developer—or a future applicant—will apply for a State Density Bonus. That could force the City to permit a significantly larger, multi-story, high-density development (such as multi-story townhomes or condominiums), completely overriding local ECSP protections. • Developer Concessions & Neighborhood Improvements: The applicant/developer has actively responded to community input by making meaningful adjustments to the plans. Specifically, improvements proposed for Amsterdam Avenue include removing shrubs to significantly improve traffic sightlines from Pepperdine Street, as well as setting back the city portion of the sidewalk to create a smoother, safer transition to the street widening in front of the 10 proposed homes. • Preserving Neighborhood Character & Certainty: Allowing 10 well-designed single-family homes on Amsterdam Avenue, backed by these specific site improvements, protects our neighborhood's low- density character while guaranteeing certainty. Rejecting this amendment risks a far worse outcome for local traffic, parking, and community aesthetics under state mandates.
For these reasons, I believe approving Specific Plan Amendment PL25-0119 represents the most responsible, protective, and positive resolution for East Chino residents. I respectfully request that you enter this letter into the official public record for the upcoming City Council hearing.
Thank you for your time, your leadership, and your continued dedication to our community.

I have considered and believe that allowing 10 homes to be built on Amsterdam Ave. is the best solution for our community/neighborhood.
I’m also in agreement, that the developer’s plan to transition…along Amsterdam in widening the street/roadway, would be suitable for our residence.
I’m NOT in favor of “High-Density”
I’m not in agreement with this concept. With townhomes/condos being built there would have a higher chance overcrowding community.
And not to mention more traffic and the fact, that there would be more crime. Sorry to say this.

Dear Mayor Ulloa, Members of City Council, Members of Planning Commission, City Clerk, and Christopher Cortez,
I am writing this letter in support of the revised amended plan for PL25-0019 / PL25-0121.
The plan that was approved at the Planning Commission meeting which is the same plan being presented to the City Council.
My support is two fold, and primarily centered around community compromise.
First and foremost, I personally spoke to the current owners of these properties and these revised plans are what have been agreed to by the OWNERS of the property. These agreed upon plans support their visions for what their property will now become. WE as a community should appreciate the sacrifices of these families and be appreciative that they had our interests as the Dalton community when they reached out to PLC Communities.
They wanted family homes with a community feel, not condos or apartments or a commercial building. They wanted to keep a community feel with a small park, walkways and tributes to the history of our area and we as a community should respect their wishes.
Secondly, while I originally supported and helped present the "flipped proposal", the builder listened to the community's concerns and made amendments to the original plans that incorporates the modifications listed below to help support our desires. And while yes, this plan does include forward facing homes on Amsterdam, it also includes additional footage to accommodate parking, bike lanes, open lines of site, and access to Cyprus.
The changes the builder is including are as follows:
1) Amsterdam Avenue is being widened by nearly 20' total. There will be an additional 6’ on the east side (the PLC project side) to allow parking in front of the new homes facing out on Amsterdam,
while still providing two full-width vehicular traffic lanes plus 4’ bike lanes on both sides of the street.
2) The extension of Amsterdam into the PLC tract is called Aguerre Avenue.
Aguerre Avenue was widened by an additional 6’ on the south side to allow for street parking. They also eliminated street parking on the north side of Aguerre Avenue. The 4’ bike lanes will continue on both sides of Aguerre Avenue from Amsterdam Avenue all the way to Cypress.
3) The City and PLC agreed to install a three-way stop sign at the Dalton/Amsterdam and Aguerre/Cypress intersections. The builder offered to the City to install and re-stripe a similar three-way stop at Pepperdine/Cypress.
As communities grow, we need to work together for acceptable compromises.
This revised plan is exactly that and honors the wishes of the owners who are giving up their land while also considering the Dalton community concerns.
Therefore this revised plan has my full support.
Sincerely,
Christine Clark

Dear City Council Member Karen Comstock,

I am writing to express my full support for the revised East Chino Specific Plan Amendment PL25-0119. The plan's modifications successfully addressed community concerns regarding the width of Amsterdam, parking, and additional traffic. Furthermore, the proposed single-family homes are comparable to those in our Dalton/Amsterdam/Cypress community, which will help enhance our neighborhood.
I believe this development will complement our existing neighborhood, maintain our community's character, and provide quality housing options for families in Chino. I encourage you to move forward with this project.
Thank you for your consideration and commitment to thoughtful community development.

Dear Mayor Ulloa and Members of City Council,
I am writing in support of the revised amended plan for PL25-0019, which was approved at the Planning Commission meeting and is now being presented to the City Council.
My support for this plan is based on the hard work of my neighbors the Clarks to organize and develop a plan that can work for everyone in proximity to this project.
The current owners of this property could have chosen many different options for their sale.
Instead, they worked with PLC Communities because they wanted family homes with a community feel. They did not want condos, apartments, or a commercial building. They wanted to preserve a sense of community by including a small park, walkways, and tributes to the history of our area.
I believe we should appreciate the fact that these property owners considered the Dalton community when making these decisions and worked toward a plan that reflects both their vision and the needs of the surrounding community.
I originally supported the flipped proposal. The builder made changes to the original plans that address many of the concerns that were raised in that planning commission meeting.
This revised plan does include forward-facing homes along Amsterdam. However, the builder has made additional changes to provide more space for parking, bike lanes, visibility, and access to Cypress.
The changes included in the revised plan are:
1. Amsterdam Avenue will be widened by nearly 20 feet overall. An additional 6 feet will be added on the east side (the PLC project side) to allow parking in front of the new homes facing Amsterdam, while still maintaining two full-width traffic lanes and 4-foot bike lanes on both sides of the street.
2. The extension of Amsterdam Avenue into the PLC tract will be Aguerre Avenue.
Aguerre Avenue will be widened by an additional 6 feet on the south side to allow for street parking. Street parking on the north side of Aguerre Avenue has been eliminated. The 4-foot bike lanes will continue on both sides of Aguerre Avenue from Amsterdam Avenue all the way to Cypress.
3. Traffic controls will be added. The City and PLC have agreed to install a three-way stop sign at the Dalton/Amsterdam and Aguerre/Cypress intersections. The builder has also offered to install and re-stripe a similar three-way stop at Pepperdine/Cypress.
As our community grows, we are not always going to get everything exactly the way we originally wanted it. We have to be willing to listen, make adjustments, and find compromises that work for everyone. I believe this revised plan does exactly that.
I support the revised amended plan for PL25-0019 and encourage the City Council to approve it.
Sincerely,
Julie Bykerk

Subject: [EXT EMAIL] Letter of Support for Housing Development PL25-0119 Dear Mayor,
As a resident of Chino for the past eight years, I am writing to express my strong support for the proposed housing development identified as PL25- 0119 in the City of Chino.
As someone who cares deeply about the future of our community, I believe it is important that Chino continues to provide housing opportunities that meet the needs of both current residents and future generations. Our city has become a desirable place to live, work, and raise a family, and we must recognize the importance of responsible residential development in maintaining that success.
I understand that any proposed development deserves careful consideration, including its potential impacts on traffic, infrastructure, public services, and surrounding neighborhoods. However, I also believe it is equally important to recognize the long-term benefits that additional housing can provide, particularly for young families, working professionals, and future generations who hope to call Chino home.
Responsible growth and preserving the character of our community do not have to be opposing goals. With thoughtful planning and appropriate oversight, I believe Chino can successfully accomplish both.
I respectfully encourage you and your fellow City Council members to give project PL25-0119 favorable consideration and support its approval. I believe this development represents a positive step toward meeting our community’s housing needs while contributing to Chino’s continued growth and prosperity.
Chino’s future depends on the thoughtful decisions made today. Supporting responsible housing development is an important part of ensuring our city remains a thriving, welcoming, and desirable community for generations to come.
Thank you for your time, your service to our community, and your thoughtful consideration of my support for this project.
Sincerely,
Richard Espinoza

Dear Mayor Ulloa and City Council Members,
I’m writing to express my support for the revised amended plan for PL25-0019, which was approved by the Planning Commission and is now before the City Council.
My support comes largely from seeing the effort my neighbors, the Clarks, put into bringing the community together and working toward a solution that considers everyone living near this project.
The property owners had many options for how they could sell their land, but they chose to work with PLC Communities because they wanted to see family homes built — not condos, apartments, or commercial development. They wanted a neighborhood feel, with a small park, walkways, and elements that honor the history of our area. I think it matters that they made decisions with the Dalton community in mind and tried to create a plan that reflects both their vision and the needs of the people who live here.
I originally supported the flipped proposal, but the builder has since made meaningful changes that address many of the concerns raised at the Planning Commission meeting.
Yes, the revised plan includes forward-facing homes along Amsterdam, but additional adjustments were made to improve parking, bike lanes, visibility, and access to Cypress. Some of the key changes include:
• Amsterdam Avenue widening: The street will be widened by nearly 20 feet. Six feet will be added on the east side to allow parking in front of the new homes while still keeping two full-width traffic lanes and 4-foot bike lanes on both sides. • Aguerre Avenue adjustments: The extension of Amsterdam into the PLC tract will be Aguerre Avenue, which will be widened by 6 feet on the south side for street parking.
Parking on the north side has been removed. The 4-foot bike lanes will continue all the way to Cypress.
• New traffic controls: The City and PLC have agreed to install three-way stop signs at Dalton/Amsterdam and Aguerre/Cypress. The builder has also offered to install and re-stripe a similar stop at Pepperdine/Cypress.
As our community grows, we won’t always get every detail exactly the way we first imagined.
What matters is that we listen, adjust, and find compromises that work for everyone. I believe this revised plan does that.
For these reasons, I support the revised amended plan for PL25-0019 and encourage the City Council to approve it.
Sincerely,
Ryan Bykerk
