CONSENT CALENDAR ITEMS PULLED FOR DISCUSSION
AGREEMENT - HOMELESS INTERVENTION SERVICE [7:33:45]
Mayor Rogers pulled this item for discussion and separate vote. He announced the item and asked for public speakers.

Joann Genis shared her personal story about her son's positive interactions with Social Work Action Group (SWAG) and her support for approving the agreement.

Council Members thanked Mrs. Genis for sharing her story.

Discussion ensued regarding the local homeless populations and support of securing an independent contract with SWAG.

Council Member Marquez inquired if the City had a previous contract with SWAG. City Manager Ben Montgomery replied that SWAG could not previously accommodate the City for direct services and that this contract provides 12 months of direct service with those that are homeless in the community.

CHINO HILLS CITY COUNCIL 2023-067
REGULAR MEETING MARCH 28, 2023
Council Member Marquez asked if the homeless count in the city was five. City Manager Montgomery answered affirmatively. Council Member Marquez praised the San Bernardino County Sheriff's Department and the HOPE Team for their hard work in the community and thanked Mrs. Genis for speaking at his League of California Cities meeting.

Council Member Moran mentioned that she participated in a ride-a-long with SWAG and it was very eye opening. She added that during that ride-a-long she learned that one of the homeless persons in the City was Mrs. Genis' son. Council Member Moran shared her personal story and said that she was looking forward to the City working with SWAG.

She asked about the Scope of Services and what information, or updates would be provided to the Council. Assistant City Manager Rod Hill said staff will meet with SWAG who will provide information regarding the homeless population, some of which will remain confidential. He also stated that SWAG has offered to make presentations to Council, if desired. Council Member Moran asked Assistant City Manager Hill to inform the public about where the funds for this program are coming from. Assistant City Manager Hill said the funds are from the American Rescue Plan Act and the Council had allotted $300,000 for services, of which $250,000 will be used to fulfill the contract with SWAG for a full team to service the city's homeless population.

Mayor Rogers noted that the SWAG team wears plain clothes to interact with the homeless population and has found success in their interactions while not wearing a uniform, as that can be intimidating to the homeless population. He said the City is taking a proactive approach to the homeless situation and that the City will re-evaluate in one year.

Council Member Johsz said that Narcan is being distributed to school officials due to the fentanyl issue in our schools and communities. He said this is a pandemic that is affecting our local schools and society and that there is a need for a multiprong approach to the issue.

Following discussion, a motion was made by Council Member Johsz and seconded by Council Member Marquez authorizing the execution of one-year Agreement No. A2023-061 with Social Work Action Group, for a total contract amount not-to-exceed $250,000 to provide homeless intervention services.
