SPECIAL/REGULAR MEETING APRIL 11, 2023
A lengthy discussion ensued with Council and staff about the equestrian overlay fees, also known as entitlements, versus the business license fees for keeping large animals or having an equestrian business. Council Member Marquez requested that the City of Chino Hills be responsible for paying the same fees as the residents. Finance Director Buhagiar reminded the City Council that the City is concerned with cost recovery, not revenue and that the applicant will receive a refund if the costs are Tess.
Further discussion ensued about educating residents on processes and how to calculate fees via a software system, as well as the potential use of a survey to gauge customer service feedback related to the process of obtaining a permit or completing a project with the City of Chino Hills.
Council Member Marquez asked if the City of Chino Hills surveys other cities on the fees that are being charged for similar services. City Manager Montgomery replied that the City does not survey other cities as the costs are calculated based on fully burdened costs of salary and benefits, but that the City would provide feedback to the Council regarding fee schedules in other cities and how Chino Hills' fees compare.
Mayor Rogers adjourned the workshop at 5:59 p.m.
