GRAND AVENUE PARK RINK ONE RESURFACING PROJECT [02:20:17] Community Services Director Marshall briefed the City Council on the staff report which is on file in the City Clerk's Office.
Walter Galelli, Lisa Iwasaki, and Bennett Reddin, residents spoke in support of Pickleball courts.
Deana Saunders-Medina, Ihsahn Taldora, Vivienne Leonano, Elisha Gorman, Emma Cosio, and Nancy Cosio, of Prison City Roller Derby, spoke in favor of roller-skating sport.
Oscar Huezo, resident, spoke in favor of a hybrid of pickleball and roller-skating sports.
Discussion ensued on finding a surface that is conducive for both pickleball and hockey sports; however, the type of surfacing used at Bulik Park & Multi-Purpose Rink in Fontana is not tailored to roller sports play.
CHINO HILLS CITY COUNCIL 2024-032
SPECIAL/REGULAR MEETING FEBRUARY 13, 2024
Vice Mayor Bennett and Council Members Marquez and Johsz spoke in favor of the hybrid model that would remove roller hockey boards and chain link, and installation of four permanent pickleball courts and maintain an area for roller sports.
Council Member Rogers advocated for four permanent pickleball courts and adjusting to the current trends and accommodating with a different surfacing for a portion of the rink.
Mayor Moran recommended making pickleball leagues exclusive to Chino Hills residents first based on a priority system.
Discussion ensued on the costs for building four new pickleball courts from scratch at $300,000 and the hybrid model that would remove roller hockey boards and chain link, and installation of four permanent pickleball courts and maintain an area for roller sport at $110,000 and the challenges of going with slicker surface that caters towards roller sports or a pickleball basketball surface.
Vice Mayor Bennett recommended sending the item back for redesign and expand the west end area to the size to facilitate roller hockey, put up the boards for roller hockey and roller derby, surface according to what rocker sports needs, and include four permanent pickle ball courts with nets and appropriate surface. He added that this is the best hybrid design to accommodate all sports.
City Manager Montgomery stated that the confusion is that at the northside of existing hockey rink is a modified smaller version of hockey, if Council is looking to expand the hockey option to a size that would accommodate roller derby, it will fit in the envelope and there would still be four pickleball courts at two different surfaces.
Following discussion, a motion was made by Council Member Johsz and seconded by Council Member Rogers to return to City Council with an accommodation to serve three uses on the existing footprint with those uses being roller derby, roller hockey on a modified size court and four pickleball courts and staff will return to City Council for consideration.

He stated the importance of elections that occur every two years, he explained that currently the City Council has an opportunity to run for additional terms and face opposition.
