WORKSHOP - GENERAL PLAN DRAFT SAFETY ELEMENT UPDATE [01:21] Community Development Director Liguori gave a PowerPoint presentation, which is on file in the City Clerk's Office. Mr. Liguori briefly spoke about the progress of the General Plan Update and introduced Reema Shakra, Principal with Rincon Consultants who presented on the Safety Element and Climate Change Vulnerability Assessment and Mike Aronson with Kittelson Associates who presented the results of the evacuation analysis and noted that there were representatives in the audience from the Sheriff's Department and Chino Valley Fire District who worked extensively with staff on the draft Safety Element and measures. Lastly, he stated that Melissa Boyd from Southern California Edison may be joining the meeting to answer questions, if necessary.

Ms. Shakra explained that the Safety Element is an existing and required element mandated by the State of California to identify strategies to reduce impacts that could occur from natural, and human made hazards which could threaten the health and safety of property and community members. She stated that there are several state laws that are incorporated into the Safety Element. She explained the changes that are proposed for the Safety Element and new appendices, all of which are outlined in the PowerPoint.

Mr. Aronson explained that the evacuation analysis identifies evacuation assumptions routes, single-access residential neighborhoods, roadway capacity constraints, change in travel time associated with the buildout of the General Plan and provides recommendations to address evacuation and access constraints which are incorporated into the Safety Element as policies and actions.

Discussion ensued on Oak Tree Downs, Fairfield Ranch, Vellano, and Medlar neighborhoods that are also single-access neighborhoods. Community Development Director stated that the neighborhoods presented were based on Cal Fire pursuant to their criteria. Ms. Shakra added that they look at collections of 30 homes or more within the City limit and stated that they would take another look at the areas mentioned.

Mr. Aronson stated that the analysis included every house in the City.

Council Member Marquez inquired about a fault line in Carbon Canyon. Community Development Director responded that there are two major fault lines but they are not running through Carbon Canyon; however, soil conditions in certain parts of the area have a high liquefaction potential.

Council Member Johsz inquired if after action reports from recent fires are reviewed for traffic impacts. Deputy Chief Ault responded that they met with the consultant and shared lessons learned and scenarios being discussed came from challenges experienced in the past.

SPECIAL/JOINT/REGULAR MEETING AUGUST 13, 2024
Council Member Marquez asked if there are ways to open Canon Lane and Valley Springs Roads. Discussion ensued on making sure the same mistakes are not made from the past including having Police Officers present that are familiar with the City of Chino Hills and street names. Police Chief Girard added that there are a small number of resources in Chino Hills and we will need to draw more from outside the area and it is a concern that they are trying to address and added there are some new resources available that will be utilized to cover these concerns. Deputy Chief Ault added that they continue to train, apply lessons learned, work on cooperative agreements and are leveraging technology in new ways including utilizing QR codes.

Council Member Marquez asked if scenarios are drilled with the other nearby counties.

Deputy Fire Chief Ault responded they have created a Cooperative Agreements with all organizations called Solar Plan that stands for San Bernardino, Orange, Los Angeles, and Riverside Counties and meet quarterly to reinforce training and relationships in preparedness for fire in the area.

Council Member Rogers asked if we cross train with Chino PD since they know our region so well. Police Chief Girard responded not yet but it can be considered and that they find themselves relying on County resources more.

Mr. Aronson continued his presentation regarding evacuation constraints during an earthquake. Discussion ensued regarding neighborhoods that were not included in the study, coordination with the City of Brea, and changes in travel time without any road improvements or special traffic controls and outlined travel time today and in the year 2040 based on the General Plan buildout.

Mayor Moran recommended an evacuation plan or policy that incorporates when school is in session. Mr. Aronson agreed that there needed to be specific policies for when kids are in school and during pick up and drop off times. Ms. Shakra noted that schools often have their own evacuation planning in place. Mayor Moran responded that their plan stops at getting them outside. Ms. Shakra stated that they would develop a policy.

Mr. Aronson continued his presentation regarding evacuation policies and actions.

Council Member Johsz inquired about evacuation training for residents and asked if it something to follow through with it. Community Development Director Liguori responded that training the population could be done by smaller neighborhood groups or education from the City and/or Sheriff's Department and added that there are several actions that the City can take.

Council Member Johsz expressed his desire for follow through with actionable efforts and not just go through the motions. City Manager Montgomery thanked Council for their input and engagement. He stated that all of the comments show how we can do better and stated that the suggestion of cameras may benefit how traffic looks in key areas. He is thinking about the costs, controlled access points, and what can we do operationally to execute the plan. Discussion ensued on how to reach out to those who

speak other languages, families who are separated, having an evacuation site for the equestrian community and those with pets.

Council Member Marquez stated that Southern California Edison has lists of those on emergency oxygen or monitors and asked if that list accessible and inquired about moving forward with a Community Emergency Response Team (CERT) program.

Vice Mayor Bennett asked if the Automated License Plate Readers (ALPR) could be used for camera access for throughfares. City Manager Montgomery responded not all cameras are setup to give real time since there focus is primarily on the license plates.

Discussion ensued on cameras throughout the City. Emergency Services Coordinator Lee stated that the City has access to the CalFire cameras that are part of the Alert California System that surveys for wildfires directly linked on the City of Chino Hills website.

Council Member Marquez spoke on evacuation orders and residents resisting orders.

Deputy Fire Chief Ault stated that they do a both end approach and provide programs such as Ready, Set, Go to prepare residents to follow steps to evacuate. He reiterated that if residents receive a lawful order to evacuate, they need to comply.

Discussion continued on when to deploy a strike team and their role.

Ms. Shakra stated that the next step is to revise the Safety Element based on Council's input, submit it to CalFire, take it to the State Board of Forestry and Fire, return to the Planning Commission and then to City Council for final adoption.

Vice Mayor Bennett spoke on recent insurance companies and cancellations and asked if this would have an impact on those insurance companies. Ms. Shakra responded that their analysis and assessments to renew policies is proprietary and the Safety Element does not have influence on their decision-making process. Generally, they look to see if cities have adopted the most recent state requirements, if communities have community wildfire protection plans, which the City does have one in place for Carbon Canyon, they look if cities have fire wise certifications as it shows that the neighbors are collaborating. But she is unable to say if it has any influence on how they make their decisions.

Council Member Marquez thanked Police and Fire Departments for their engagement along with Council Members.

Council Member Johsz asked about providing transportation for those with special needs and how it is accomplished. City Manager Montgomery responded that plans for buses may have to be considered, access vehicles would be needed for those with special needs, and it may not be the City who provides the actual resource but a collaboration with Fire, Police and the City.

SPECIAL/JOINT/REGULAR MEETING AUGUST 13, 2024
Mayor Moran asked that the formation of a Public Safety Ad hoc committee be agendized for a future meeting.

Planning Commission Chair Pirritano stated that insurance companies are requiring individuals to have Fire Insurance with the California Fair Plan, and the insurance company will do a wraparound with a liability and their contents. A lot of companies are requiring homeowners to put in a Moen device that will shut the water off if there is a leak in the house.

Planning Commission Vice-Chair Stover stated the real test will be how sharp are the actions and how focused. He expressed his concern for individuals losing their ability to pay for fire insurance and going bare without insurance. He suggested that the maps are at a street level and that the more persuasive and accurate the information is providing the better off the City will be served.

Planning Commissioner Blum thanked Council for their detailed input. He stated he will discuss at the Commission level the quality of the mapping system and noted that the Cal Fire severity maps are being updated and will include three zones (moderate, high, and very high zones) in the City and he would like to see if we could apply certain standards to the very high zone.

Community Development Liguori concluded that he will address all requests presented and will follow-up with a memo including policy recommendations to be included in Draft Safety Element. The item will return to the Planning Commission and hold a couple of workshops to finalize document, once EIR is out, Council will be informed with a likely start in October/November of this year.

Mayor Moran adjourned the Special meeting General Plan Draft Safety Element Update Workshop at 4:28 p.m.

Mayor Moran called the Closed Session meeting to order 4:34 p.m. and requested City Clerk Balz to call roll.
