ANNUAL REPORT ON GENERAL PLAN IMPLEMENTATION FOR CALENDAR YEAR 2024 [37:15]
Council Member Marquez pulled this item for discussion and stated that Chino Hills was the first City in San Bernardino County to get a certified plan through Housing and Community Development (HCD) and the City's Regional Housing Needs Assessment (RHNA) numbers are 3,729 units. He asked staff if the City of Chino Hills builds the housing units and if there are any penalties if the units are not built. Community Development Director Liguori stated that developers build housing projects in the City.

He added that the City's obligation is to make sites available in the City that could be developed in accordance with the RHNA numbers. Community Development Director Liguori continued that the Southern California Association of Governments (SCAG) determines the RHNA numbers that the City is required to build, even if that means changing the General Plan to accommodate specific densities that are mandated.

Following discussion, a motion was made by Council Member Marquez and seconded by Vice Mayor Johsz to (1) receive and file the Annual Report on General Plan Implementation for Calendar Year 2024; and (2) directed staff to file a copy of the report with the California Department of Housing and Community Development and the Governor's Office of Land Use and Climate Innovation.

Jim Gallagher, resident, spoke in opposition to the one-minute limit on public comments during the Non-Agendized Public Comments portion of the meeting.

SAFETY UPDATES [1:27:48]
Fire: Fire Chief Williams stated that conversations have continued regarding the Fire Hazard Severity Mapping that was released by the State of California yesterday. He said the maps do not change the level of service to the community and that the Chino Valley Fire District will provide a presentation at the April 8, 2025, City Council meeting regarding high fire severity zones.

Council Member Marquez shared his personal story about a fire alarm alert that took place at Harkins Theatres and asked if the Fire District educates businesses on how to conduct fire drills. Chief Williams stated that he will visit the Harkins Theatres as a community partner to ensure the safety of patrons during a fire drill event and to provide education.

Vice Mayor Johsz asked, in light of the new maps coming out, if the Chino Valley Fire District could reach out to the State of California to see what fire mitigation efforts they are putting forward for Chino Hills State Park. Chief Williams responded that it's not technically the State's responsibility, it's the Local Responsibility Area (LRA) because of the City boundary and the jurisdiction of the Fire District follows the City boundary.

He said everything inside that line is actually qualified as LRA and that he will have a discussion with local representatives next week in Sacramento about the mapping changes and will bring back information to the Council.

Police: Police Chief Girard spoke about three events that he attended on March 20th where the hard work and excellent service of our Chino Hills Police Department members were highlighted. He stated that he is honored to share the accomplishments of his officers with his community.

CITY MANAGER UPDATES [01:34:06]
City Manager Montgomery stated that the County of San Bernardino will be contributing an additional $1.5 million towards the Pinehurst Park Community Center and Splash Pad Project as detailed in the written staff report on file in the City Clerk's Office.

Council Member Marquez asked Police Chief Girard about the increased burglaries in Homeowners Association Communities (HOA). Police Chief Girard stated that there was an increase in burglaries in December and January, but they are currently down by more than half due to the increased level of service that was implemented to combat the surge in burglaries. Police Chief Girard said that through a discussion with other local community leaders, and characteristics of the burglaries, it appears to be a theft group that focuses on communities for an extended period and then moves on.

Council Member Moran continued that The Chino Hills Horseman's Association had reached out to her to inquire if there are any Boy Scouts who would be interested in performing the presentation of colors at various events throughout the year. He said that he also met with six legislators and Insurance Commissioner Lara, who is advocating assessing local governments and bringing them online as it relates to fire issues. He continued that Commissioner Lara is working with Assembly Member Calderone on AB 888 (Lisa), which would establish a California Safe Homes Grant Program to reduce local and statewide wildfire losses and assist with the California Fair Plan insurance program. Council Member Marquez stated that Commissioner Lara is working on an insurance package that models efforts in other states to collect data on home insurance policies, including the number of fair plans, uninsured and insured homes by state and jurisdiction. He said that the Southern California Association of Governments General Assembly met to discuss program and sponsorship updates, and their conference will be held on May 1st and 2nd. Vice Mayor Johsz agreed and said that he would like to see some flexibility in the time for public speakers as well for non-agendized items.

Council Member Rogers stated that the Inland Empire Utilities Agency (IEUA) is proposing a nine percent rate increase for Fiscal Years 2025-26 and 2026-27. He said that the Board will be discussing the increase at their April meeting and that Director Steve Elie has offered to give a presentation on the proposed rate increases at the April 8th City Council meeting. Council Member Rogers said that staff is researching whether the proposed rate increase will require a Prop 218 vote, or if it's already built into the City's budget.

Bennett: Mayor Bennett stated that Chino Hills is responsible for collecting the pass- through fee for IEUA and that he would like to have IEUA perform their own billing, so residents know that it is not the City of Chino Hills implementing the rate increase.

Lastly, he asked City Manager Montgomery to agendize the discussion regarding the amount of time for public speaker's comment period with relation to non-agendized items.
