the years it became confusing so last year it was proposed to move that fund back into the General Fund. Finance Director Buhagiar further explained that these interfund transfers in the end had a net zero effect on the General fund, so to streamline financial reporting and budgeting they are closing the Community Services Fund and moving it back into the General Fund to eliminate the need for interfund transfers. City Manager Montgomery also explained that if you looked at the budget compared to last year, it may look like we are spending about 2 million less in operations, however that is not the case, the numbers are still the same, they are just consolidating accounts.
Finance Director Buhagiar presented the revenues by fund type and source, expenditures by department and category, General Fund Revenues by type and source stating that the two largest revenue sources are property and sales taxes. She noted that the City only receives 4 percent of every property tax dollar collected by the County.
She stated that the City is expecting a 1.6 percent decrease in sales tax this coming Fiscal Year and added that the City only receives 13 cents of every sales tax dollar collected by the State which limits local impact. There are only two ways to increase sales tax, first by attracting more sale tax generators (retail stores, auto dealerships, restaurants, or entertainment, etc.), the second is through a voter approved sales measure which increases the sales tax rate. She added that these types of measures require majority approval by voters and are typically used to maintain or improve service levels when other revenue sources are limited.
Discussion ensued regarding recent sales tax increases approved by voters in surrounding cities, sales tax rates in other counties such as Los Angeles County being at the State maximum, what the funds could be used for, and how it could affect the General Fund. City Manager Montgomery added that they wanted to talk about revenue and what we could do to get more revenue to do more for the community. Our job is to inform and educate the public on how it all works so that they can decide at the voter booth whether or not they want to move forward with it.
Finance Director Buhagiar continued the presentation with information on Transient Occupancy Tax (TOT) revenue, General Fund expenditures by department and category; and Personnel summary by department; announced each department and asked Department Directors to discuss their budget goals for the next fiscal year.
City Clerk Balz identified the City Clerk Department's top three budget goals as follows- (1) to continue the Open Space Encroachment Sales program and execute approximately 20 new Purchase and Sale agreements for phase two of the program; (2) adopt revisions to the Citywide Retention Schedule to encompass new regulations; and (3) to work with the City's Lobbyist on legislative priorities and earmarks for Fiscal Year 2025-26.
Mayor Bennett inquired about the costs to process Public Records Act requests. City Clerk Balz responded that although she does not have the costs, her office has processed over 500 requests this year.

Assistant City Manager Hill identified the City Manager's Department top three budget goals which are to: (1) implement a strategic annual budget that prioritizes essential services in an environment of inflation and stagnant revenues; (2) continue to connect identified homeless individuals with appropriate services through Social Work Action Group (SWAG) and the County's Homeless Outreach and Proactive Enforcement (HOPE) program; and (3) decrease thefts and burglaries by utilizing emerging technology, legislative reform, and community engagement with the Chino Hills Police Department.

They will continue to process development project approvals, applications for entitlements, building permits and plan checks. The overall budget increase for next year is primarily due to development related pass-through fees and are based on projects currently in review and those that will be applied for. They will continue to monitor local business activity and prioritize efforts to fill in vacancies and respond to new legislative bills.
Discussion ensued surrounding Measure U, Regional Housing Needs Allocation (RHNA) numbers, State mandates related to the City's General Plan, as well as the City's limited ability to regulate the building of accessory dwelling units (ADUs).
Community Services Director Marshall outlined the Community Services Department's top three goals which encompasses: (1) advancing planning efforts for the new Pinehurst Park Community Center and Splash Pad Project; (2) continuing to develop and expand the City's Volunteer and Adoption programs with an updated policy; and (3) revising the Athletic Facilities Policy and update related fees.

Public Works Director Bobadilla continued the presentation with a summary of the Fiscal Year 2024-25 Capital Improvement Program (CIP) budget outlining 18 completed projects with a value of over $10 million dollars. He explained that there are over 62 carryover projects such as the 1-2-3 TCP project, parking lot expansions, and Pinehurst Park Splash pad to name a few. He discussed new requests for Fiscal Year 2025-26 for Parks/Open Space, Public Facilities, Streets, and Water and Recycled Water as outlined in the PowerPoint presentation. Lastly, he stated that the CIP reflects the City's commitment to maintaining and improving the quality of life for all of the residents and businesses.
Discussion ensued about the approximate $25 million in funding for the Los Serranos community over the last 10 to 15 years, property tax reallocation with the County of San Bernardino for both commercial and residential properties, a proposed sales tax measure in the future, and potential cost savings due to the 1-2-3 TCP Project.
Finance Director Buhagiar concluded the presentation by outlining the proposed increase threshold for Capital Improvement Project Budget amendment authority for City Manager approved budget amendments to align it with the existing authority under the Chino Hills Municipal Code to award informally bid public project contracts and to continue the practice that allows the City Manager to approve the purchase of vehicles and equipment as long as those items are specifically identified in the adopted budget not-to-exceed $100,000 to streamline procurement and ensure timely acquisition.
