WRITE OFF OF UNCOLLECTIBLE UTILITY ACCOUNTS [00:4:56]

CHINO HILLS CITY COUNCIL 2025-130 REGULAR MEETING JUNE 24, 2025

Finance Director Buhagiar stated that there are measures in place, but due to Senate Bill 998, which has extended the amount of time before a water account can be locked off for non-payment it can cause an accumulation of 2-3 bill cycles.

Assistant City Attorney Calciano stated that there are several factors that play a role in property damage issues and each incident would need to be looked at individually to determine how to move forward.

Finance Director Buhagiar confirmed that non-payment accounts are sent to collections even though the accounts are written off.

Following discussion, a motion was made by Council Member Rogers and seconded by Council Member Moran to authorize (1) the write-off of $41,755.39 in uncollectible utility accounts receivable and $40,001.85 in general accounts receivable for a total amount of $81,757.24 incurred prior to May 31, 2024; and (2) the appropriation of $93,000.89 from various funds for the Fiscal Year 2024-25 write-off of uncollectible accounts.

AGREEMENT - PINEHURST PARK COMMUNITY CENTER AND SPLASH PAD PROJECT [00:09:39]
Council Member Moran pulled this item for discussion and stated that there is a small number of community members who have voiced concern over the proposed Community Center in the south end of the City, and she wanted to address some of those concerns to let the public know that the project is of great value to the City.

Council Member Rogers stated that the City is still relatively young and in the process of continuing to add new amenities throughout the City. He also stated that the County is funding approximately fifty percent of the proposed cost of the project.

Council Member Marquez asked if these concerns are coming from social media and stated that the Council supports the project and he inquired about the location of younger children within the city.

City Manager Montgomery stated that due to large multi-family complexes that tend to house younger families, as well as the proximity of the high school, the location of the proposed Community Center is well suited for the area.

Council Member Marquez stated that the City’s summer camp program sells out quickly and the proposed Community Center will allow for additional programs in this area.

AGREEMENT - ANIMAL RESOURCE CENTER OF THE INLAND EMPIRE JOINT POWERS AUHTORITY [00:15:10]
City Manager Montgomery briefed the City Council on the staff report which is on file in the City Clerk’s office. He spoke about the City entering into an agreement with the Animal Resource Center (ARC) of the Inland Empire beginning July 1, 2025, but services would not be in effect until July 1, 2027. City Manager Montgomery stated that the City would continue to partner with the Inland Valley Humane Society, who is committed to seeing the City through the transition to ARC.

City Manager Montgomery reviewed the operational costs as well as the capital costs associated with the construction of the new facility, costs being offset by the revenue received from licensing, the purchase of a truck and equestrian trailer that would support the community’s needs, the Council’s direction on joining the Joint Powers Authority, and the need to appoint a Council Member to the Board.

Discussion ensued regarding how all operational and capital costs are calculated by each City’s share, voting percentages for the different agencies represented on the Board, and meeting times of the ARC Board.

Vice Mayor Johsz expressed his concerns over the disparity in percentage of the votes for each of the member agencies on the Board.
