Council Member Moran pulled this item for discussion to inform the public in more detail about the program.

Community Services Director Marshall introduced and acknowledged staff in attendance: Monica Tiznado - Clinical Program Manager, Carrie Larson - Human Services Supervisor, Michelle Meza - Community Services Coordinator for HOPE Resource Center, Liz Lara - Family Services Program Specialist at Chino Valley Unified School District (CVUSD) and Kari Franco - Supervisor at the City of Chino.

Kari Franco spoke on the Human Services Program and how it encompasses the HOPE Family Resource Center and counseling program. She added that with the support of Chino Hills, they have been able to foster good relations with the CVUSD to provide the services.

Liz Lara stated that the HOPE program is a ten-year-old program that stemmed from families in need of clothing, school supplies and lunches. The program has received grants from the State level for being a model collaborative initiative and stated that it is the stakeholders who invest their time and energy in making sure families feel the support of the community. She emphasized that the program has become a safety net for a lot of students and families in the community. Lastly, she thanked the City for partnering with the City of Chino.

Council Member Marquez inquired if contract is for social services or the HOPE Program.

Ms. Franco responded by clarifying the funding goes to the City of Chino and they collaborate with CVUSD for the HOPE and McKinney-Veto CARE Programs and added the counseling services are also through CVUSD. Ultimately the Human Services contract is with the City of Chino and is contracted by CVUSD to receive funds for services.

Discussion ensued on services provided to families that are 0-5 people in size who have been living out of their vehicles or motels which has increased by 23 percent over the past five years. She added that a lot of families want to stay under the radar and not be identified and ask for support due to the current climate.

Following discussion, a motion was made by Council Member Moran and seconded by Council Member Marquez to authorize execution of Agreement No. A2025-128 with City of Chino in amount of $270,029.08 to provide human services programs for Fiscal Year 2025-26.

DISCUSSION CALENDAR

EMERGENCY REPAIRS CITY HALL - RESOLUTION ADOPTED [25:07] City Manager Montgomery briefed the City Council on staff report, which is on file in the City Clerk's Office. He spoke about an isolated equipment fire that occurred at a workstation on the second floor in City Hall which activated the fire suppression sprinklers leading to not only fire and smoke damage but water damage throughout City Hall. The damage was extensive enough that City Hall was closed to the public for several days, until June 30, and reopened to the public utilizing the Council Chambers to provide services. He added that staff have been resilient and flexible and have been working out of new work areas in the interim and now have additional work areas in portable office trailers. He spoke on the various groups working alongside the City during this process including California Joint Powers Insurance Authority (CJPIA), consultants, claim adjusters, and contractors with the goal to diagnose all the damage and begin the reconstruction phase. If the need was not an emergency, the normal process would include a competitive bidding process to contract out for work; however, the Public Contract’s Code allows during an emergency, declared by Council, to forego the bidding process and the California Environmental Quality Act process. Lastly, he added that the item would be returned at each subsequent regularly scheduled meeting thereafter, to review the emergency action.

CHINO HILLS CITY COUNCIL 2025-143 REGULAR MEETING JULY 8, 2025

Mayor Bennett emphasized that work and services provided during remediation will be overseen by CJPIA and a vast majority of the costs will be covered through our insurance policy.

Council Member Rogers commended staff on their adjustment with the relocation and ServPro’s professionalism and the services provided.

Council Member Marquez spoke highly of CJPIA and inquired about a timeline for completion and cost.

City Manager Montgomery responded that the numbers change multiple times a day, the estimated cost originally was $1.5 million for remediation and $2.5 million restoration for a total of $4 million; however, that was the total from the previous week. He added that the damage is a covered cost from CJPIA, minus the City’s deductible, to restore the City to a level where City Hall was prior to the fire.

Council Member Marquez inquired about standing water and health problems it can cause. City Manager Montgomery responded that it could be a problem if it is not addressed and added that their focus is making sure there are no long-term problems like mold and corrosion on electrical. He added that much of the work so far has addressed that remediation.

Mayor Bennett described the devastation that was not seen from the public and how immediate the remediation occurred. He spoke about how staff from all areas helped to get things boxed and commended the collaborative efforts.

City Manager Montgomery stated that they estimated the timeline for City Hall to be operational at normal capacity at two months, however, based on newly identified areas that may need additional construction. The project could take from two to six months.

Mayor Bennett stated that the investigation resulted in no negligence on anyone’s part but was an electrical short that overheated a computer station on the second floor. He added that the sprinkler systems were on for over 30 minutes and thousands of gallons of water were released causing a tremendous amount of damage.

Following discussion, a motion was made by Council Member Rogers and seconded by Council Member Moran to (1) adopt, by a four-fifths vote of the City Council, Resolution No. 2025R-034 of the City of Chino Hills, Pursuant to Public Contracts Code Section 20168 Finding That an Emergency Exists Within the City, Authorizing the City Manager to Contract with R&R B, Inc. DBA ServPro of Chino/Chino Hills, TK Elevator Corporation, Pivot Interiors, Inc., and Other Contractors, as Needed, Without the Need for Competitive Bidding Pursuant to Section 22050, and Finding That the Project is Exempt From Review Under the California Environmental Quality Act as an Emergency Repair; (2) authorize the City Manager to negotiate and execute all necessary agreements and amendments to agreements related to the repair and restoration of City Hall, including but not limited to, R&R B, Inc. dba ServPro of Chino/Chino Hills, TK Elevator Corporation, Pivot Interiors, Inc. and other contractors Docusign Envelope ID: 10497F4C-57EC-4B32-A3FB-3367905680BA

as needed, for remediation of fire and water damage to, and reconstruction of, the building, elevator, and cubicles, and the purchase of replacement workstations, pursuant to Chino Hills Municipal Code Section 2.08.065.A.1; (3) direct staff to place this item on the agenda of the next regularly scheduled City Council meeting, and at each subsequent regularly scheduled meeting thereafter, to review the emergency action and determine, by a four-fifths vote, whether there is a need to continue the action; and (4) find that all of the above actions are exempt from review under the California Environmental Quality Act as emergency repairs.

Council Member Moran asked to explain the significance of the black band on police officer badges. Lieutenant Juarez responded that when an officer dies in the line of duty, they are authorized to wear a mourning band up until the day of the funeral.

Unfortunately, they have lost three officers recently.

Council Member Marquez inquired if someone in the City is pretending to identify themselves as a Federal ICE agent but may not be, can residents call the Sheriff’s Department to come out a verify. Lieutenant Juarez responded that they would come out to verify; however, they do not intervene with Federal enforcement.
