City Clerk Balz announced a revision to the staff report to reflect the added recommendation and that the staff report has been placed at the dais and is available for the public.
City Manager Montgomery provided a PowerPoint presentation and briefed the City Council on the staff report, which is on file in the City Clerk's Office. He stated that updates were provided on the top Council priorities identified at the 2023 City Council Goal Setting Workshop and new priorities were set for the next two years. He spoke about the discussion surrounding "What makes Chino Hills special?" from family- oriented services, stable governance, Open space preservation and a strong commitment to public safety. City Manager Montgomery stated that Department Directors also identified major projects and initiatives underway or planned for Fiscal Year 2026-27 that will require significant staff time or allocation of new resources, which are outlined in the workshop report.
City Manager Montgomery stated that 2026 priorities include looking for ways to (1) reduce costs and increase revenues to address the gap between revenues and expenditures; (2) support quality of life in Chino Hills (depending on available resources); (3) support public safety from a law enforcement perspective but also, very specifically, a lot of dialog about fire risk; and (4) promote economic development.
Lastly, he spoke about the implementation approach to Council's priorities.
Council Member Bennett asked about the date of the Budget Workshop and City Manager Montgomery stated that it will be held on May 26, 2026.
Vice Mayor Marquez asked City Manager Montgomery to speak about the priorities for 2023 and where we are today. City Manager Montgomery spoke about (1) the Landscape and Lighting District imbalance that exists and the growing challenge of meeting the requirements of the landscape and lighting; (2) pursuing cost savings and revenue opportunities through deferred maintenance, replacing landscaping with drought tolerant materials, changing tree trimming schedules, and successful negotiations with the County of San Bernardino to receive a larger portion of the property tax for commercial properties; and (3) to proceed with building a second Community Center in the south end of town.
Vice Mayor Marquez also inquired about open space and the impact of the 1750 acres of Tres Hermanos Ranch property and the amount spent on ALPRs over the years. City Manager Montgomery responded that the Tres Hermanos property is not included in our Open Space numbers and that we have spent closer to 2 million dollars in ALPRs, added additional locations, and will likely bring a proposal to Council for additional investments.
