AGREEMENT - VEGETATION AND BRUSH REMOVAL SERVICES [57:39] Vice Mayor Marquez pulled this item to recognize Congresswoman Young Kim for granting the funds to the City for vegetation and brush removal services and emphasized the importance of vegetation management, due to having most of the City placed in high or very high fire zones. Vice Mayor Marquez asked if there is an Open Space Management Plan.

Maintenance and Operations Manager Manuel replied that there is an Open Space Management Plan, which includes standard annual weed abatement, mowing and trimming, and tree trimming in response to fire hazard mitigation throughout the City, which starts with phasing in the high-risk areas first. He continued that the grant funding will allow the City to address the items that are not within our normal budget and open space management but will allow for more aggressive removals in areas that may not have been included originally. He also stated that there are 3,000 acres of open space in the City and they are looking into strategies to increase the budget for tree trimming and wildfire mitigation efforts.

Mayor Johsz recognized Congresswoman Kim for the funding to purchase a remote- control mower that has allowed the City to mitigate brush on hills that have steep inclines and would be otherwise impossible to reach for bulldozers and city workers.

Following discussion, a motion was made by Vice Mayor Marquez and seconded by Mayor Johsz to (1) appropriate $565,000 from the Miscellaneous Grant Fund and $188,361 from the Open Space Management Fund; (2) authorize the City Manager to execute Agreement No. A2026-047 with Mariposa Landscapes, Inc., for vegetation management and brush removal services in City open space areas adjacent to approximately 500 habitable structures: a) west of Chino Hills Parkway and to the north and south of Grand Avenue, b) north of Grand Avenue near Monteverde Drive and c) south of Grand Avenue and east of Village Center Drive, for a total contract amount not to exceed $400,000; and (3) find that the project is exempt from review under the California Environmental Quality Act pursuant to Pub. SAN BERNARIDNO REGIONAL HOUSING TRUST JOINT POWERS AUTHORITY - RESOLUTION ADOPTED [1:01:11]
Community Development Director Liguori briefed the City Council on the staff report, which is on file in the City Clerk's Office. Community Development Director Liguori stated that California faces significant housing supply and affordability challenges spurred by high land costs, rising construction costs, limited financing options, and other market constraints. He continued that these issues and challenges have manifested at the local level with compounding and interrelated impacts on housing supply, homelessness, and regional economic stability, and that addressing these issues requires coordinated actions at the local, regional, and statewide levels. He said that one such regional action is the establishment of the San Bernardino Regional Housing Trust (SBRHT) Joint Powers Authority (JPA), which will consist of one locally elected representative from each participating member agency, as well as at least two housing policy experts that are not required to be affiliated with any of the member agencies, but will require a vote of the board members.

Vice Mayor Marquez inquired about the number of agencies participating in the SBRHT JPA and Community Development Director Liguori responded that eight cities will be participating. Vice Mayor Marquez asked if the San Bernardino Council of Governments (SBCOG) will be involved with raising any money for this endeavor, and Community Development Director Liguori stated that under the structure, the Board would be contracting with SBCOG to operate the trust.

Following discussion, a motion was made by Council Member Bennett and seconded by Mayor Johsz to (1) approve membership in a Joint Powers Authority to be known as the San Bernardino Regional Housing Trust (SBRHT), comprised of the County of San Bernardino and cities within the County of San Bernardino, to fund the planning, construction, and acquisition of affordable housing, receive public and private financing and funds, authorize and issue bonds, and commit the City to pay dues estimated to be between $31,000 to $55,000 annually; (2) appropriate $55,000 in the General Fund to pay the estimated dues; (3) adopt Resolution No. 2026R-012 of the City of Chino Hills Approving, Authorizing, and Directing the Execution of the Joint Exercise of Powers Agreement Relating to Membership in the San Bernardino Regional Housing Trust; and (4) appoint Vice Mayor Marquez to serve as a Director on the SBRHT Board of Directors for a two-year term, starting on the Effective Date of the Joint Exercise of Powers Agreement.
