AGREEMENT - CROSSING GUARD SERVICES [24:27]
Council Member Moran pulled this item for discussion and separate vote.
Vice Mayor Marquez stated that he is supportive of the agreement and would like speed boards to be placed closer to the schools to assist the crossing guards in their duties, especially by Litel Elementary School.
City Manager Hill stated the City has contacted Chino Valley Unified School District regarding the issue, and will reach out again, as well as work with Public Works Staff on potentially relocating the speed board.
Council Member Moran stated that she wanted to highlight the fact that the City pays for the crossing guard contract for school sites in the City and not the Chino Valley Unified School District and its effect on the budget.
Council Member Bennett asked if the City of Chino pays for the Crossing Guard services. City Manager Hill stated that the City of Chino pays fifty percent of crossing guard services costs for their schools, as does the City of Chino Hills.
Council Member Moran stated that the Chino Valley Unified School District pays thirty- three percent of the costs and the remaining balance is split between the City in which the school site is located.

PROPOSED CHINO HILLS SERVICES MEASURE FOR LOCAL TRANSACTIONS AND USE TAX (SALES TAX) - RESOLUTIONS ADOPTED [40:38]
City Manager Hill briefed the City Council and provided a PowerPoint presentation on the staff report, which is on file in the City Clerk's Office.
City Manager Hill spoke about community priorities which include public safety, wildfire preparedness, and the maintenance of streets and infrastructure. He continued that the City is facing a structural imbalance between revenues and expenditures, approximately $4.3 million dollars for the coming fiscal year, with reserves being used to cover the shortfall, but reminded the Council that this is not a long-term solution.
City Manager Hill stated that there are several items driving fiscal pressure which include an increase in public safety costs, increased wildfire prevention costs, street sweeping contract costs, risk management and insurance costs, and aging facilities with rising construction costs. Staff have evaluated several options with most requiring voter approval and local transaction and use tax generating the greatest revenue.
City Manager Hill stated that a one percent local transactions and use tax (sales tax) would generate approximately 11 .5 million with all of the revenue being returned to the City and is locally controlled for the benefit of Chino Hills' residents.
Mayor Johsz asked the City Attorney to explain the best way to take each action either as one vote or separately. City Attorney Hensley responded that it would be best to take each one separately as some of the items may require discussion. Mayor Johsz called for a discussion and vote on whether to place the proposed increase in the City's local Transaction and Use Tax on the November 3, 2026, Ballot for voter approval.
Council Member Moran said she supports placing the measure on the ballot.
Council Member Bennett stated that there is misinformation being circulated about the potential sales tax measure. He restated that the sales tax measure is needed to increase revenues in the City due to rising costs, and to replenish the reserves to maintain long-term fiscal responsibility. He continued that the City receives only $.04 cents on the dollar for property taxes, and the City does not benefit from the original Proposition 13 allocation, and it would be extremely difficult to change through

legislation. Council Member Bennett stated the breakdown of how sales tax is distributed to the state, county and city. He continued that he is supportive of the sales tax measure being placed on the ballot for the residents to vote on to maintain the quality of life the community has been accustomed to.
Marianne Napoles, reporter in the audience, yelled from the back of the room causing a disruption to the meeting.
City Attorney Hensley recommended that Mayor Johsz address the disruption from the audience.
Council Member Rogers stated that the City cannot keep up with the cost of doing business compared to the revenues received and the Council is responsible for looking at alternative solutions to maintain the quality of life in Chino Hills.
Vice Mayor Marquez expressed his love for the City due to its many positive attributes and stated that they are why many people desire to live in this community. He continued that there is a cost to maintain the quality of life that the residents have been accustomed to. Vice Mayor Marquez highlighted some of the ways that the City has implemented improvements, such as recycled water and purchasing streetlights, as cost savings measures. He continued that the sales tax measure being approved will be up to the voters to decide in November.
Mayor Johsz stated that he will reluctantly support placing the sales tax measure on the ballot in November to maintain the quality of life in the City that he loves. He continued that past and current Council Members have managed fiscal responsibility well and have mitigated the rising costs as much as possible, but a long-term solution is necessary.
Following a discussion, a motion was made by Mayor Johsz and seconded by Vice Mayor Marquez to adopt (1) Resolution No. 2026R-041, of the City of Chino Hills, Placing a Proposition on the November 3, 2026, Ballot Pursuant to Article X111C, § 2(B) of the California Constitution; Elections Code § 9222; and Government Code §§ 53723 and 53724 Regarding Chino Hills Services Measure for a Local Transactions and Use Tax (Sales Tax).
