PLEDGE OF ALLEGIANCE
INVOCATION: Pastor Pruitt
PRESENTATIONS/WORKSHOP - Section 1
PUBLIC ADDRESS
Pastor Pruitt thanked the City for addressing a fallen pole before it became a disaster.
Kyle Savage, Congressman John Duarte’s Field Representative, reported that the American Legion Post Town Hall was a great turnout. Introduced HR 8495, ensuring children or slave labor is not used to mine cobalt and other materials used for EV manufacturing.
COUNCIL AND STAFF VERBAL REPORTS – Section 2
2.1 COUNCIL VERBAL REPORTS
Legislative, Collaborative Agency, Ad Hoc
Council Member Chavez attended Music in the Park and Congressman John Duarte’s town hall.
Council Member Troost did the same, plus drove around to view the City’s current projects.
Mayor Pro Tem Ahmed also attended Congressman John Duarte’s town hall and the Madera County Economic Development Commission meeting. he also attended a Madera County Transportation Commission special meeting where they voted Measure T to be a citizen measure rather than an agency measure.
City Council Meeting MINUTES July 23, 2024
Mayor Smith drove around town to see the weed abatement progress.
2.2 STAFF VERBAL REPORTS
Deputy Director of Recreation & Community Engagement Wisener announced the windingdown of the summer season events. She is working with a resident to assist with pickle ball court events.
Police Chief Palmer reported out departmental stats since the last meeting.
Fire Chief Gaumnitz reported weed abatement is ongoing. The LUCAS machines are in service.
Public Works Director Rogers reported the road improvements for the Chowchilla Blvd Project have been completed. The road will be striped and cleaned and reopened on Thursday. The Measure T Renewal that Council approved to go on the November ballot pulled in favor of a voter initiative petition for the same measure. The initiative petition was filed with Madera County on June 10, 2024 and was recently certified by the Madera County Clerk recorder.
They needed 3,735 signatures to qualify and received 5,872 in a few weeks with 4,721 estimated to be valid. The voter initiative plan appears nearly similar to the renewal approved by Council and still includes 80% of funds to be allocated to local roads and would still be administered by MCTA just like it is currently. Due to the petition being certified, the Board of Supervisors is required to adopt it and submit it to elections. In order to minimize confusion due to similar measures, the measure we worked on has been pulled from the ballot. Because this is a voter led initiative, to pass it requires a majority vote of 51% versus the 67% requirement of the renewal measure approved by the local agencies. Outside groups have expressed dissatisfaction with the initiative and have filed suit with the FPPC and State Attorney General to have the initiative invalidated and pulled from the upcoming election. MCTC’s legal believes that those suits will not be successful. However, it will still be important for us to monitor the situation and support the citizen led initiative.
City Administrator Pruett gave an update on several projects, including Fairmead Consolidation project, AutoZone issues with UPRR. Received a letter from attorney Rafferty regarding the districting process requesting payment. Mr. Rafferty added that he and his client, LULAC, were not happy with the City’s final decision, they decided not to litigate it in lieu of them receiving $36,000.

Measure T Renewal
Steering Committee had its last meeting on 4/23; appears they are okay with continuing use of population as the basis for allocation; also proposing 80% to local street maintenance which is an increase from curretn 30%; will be presented to the MCTC board and then to the Mad Co BOS for approval to place on ballot.
Measure N
AutoZone is having issues with Uion Pacific Railroad; UPRR is not allowing them to coplete the boring that was previously approved by UPRR. Staff is working with them and believe they have a path forward by moving the vailt by the airport.
Ed Ray Park - Sonoma Storm Drain
Sonoma Storm Drain is under construction; Ed Ray parking lot still needs to be completed as well as inlets and pipe installation along Sonoma.
All of the paving is completed and most of the striping. There is striping in front of AutoZone that they said to hold off on and they will complete later. The water stub outs still need to be completed.
Chowchilla Boulevard Rehab
the Steering Committee was able to modify the initiative and obtain enough signatures to place on ballot; essentially it is the same plan, what has changed is it only requires a majority versus a 2/3 approval to pass. Opposition groups are trying to sue this change. the HSR received the City's legal documents on the reimbursement agreement and they are working on a response. SWRCB has submitted an agreement and has asked our legal for an opinion which they are in the process of reviewing.

HR Manager Trinette Martinez reports to City Administrator Rod Pruett and most updates will be from the City Administrator. As the Ciyt Clerk, however, and per our municipal code, I will still manage claims against the City, accept subpoenas, and have agreed to continuing to manage insurance for City fleet and property.
Hired a part time Driver/Dispatcher to help with coverage. Attended CalACT Spring Conference with Robin Roman. Department needs one full time employee in operations and one full time employee in administration for coverage. There is a lot of $ to do projects with (other than bus purchases) but requires additional staff to manage the grants after award which includes reporting.
Transit Supervisor Roman uploaded the bi-annual Certifications and Assurances for this upcoming 5311 operating grant cycle. Staff report to apply for Section 5311 will be on May agenda
MCTC held unmet transit needs public hearings for Chowchilla, City and County of Madera transit agencies, to obtain public input on local transit needs. MCTC will compile information and hold another hearing at the board offices to review unment needs and evaluate them based on many factors. SSTAC met over MAdera City/County and Chowchilla's unmet needs submitted by the public in respective areas and recommended that Chowchilla's unmet transit needs are not reasonable to meet. the governing board, MCTC, still needs to approve the recommendation by resolution at their Policy Board meeting on May 29.

Fire Department Expansion
Phase 2 construction beginning late January 2024
Held a public hearing on July 23, 2024 council meeting where affected property owners could have protested their citations. No one came forward to protest; weed abatement program continues. 2023 Aerial Fireworks Display
Staff met with County and CalFire to discuss previous agreement to provide fire station or expansion of our fire station to the County:
Supposed to provide a 2,200 sq. ft building for them, Agreement has a monetized amount for that in the contract but they want us to build the station - today's cost are exponentially higher than the monetized amount in the contract - have a meeting scheduled for November to follow up.
Staff meet with County regarding prior agreement to provide a fire station to the County. We were supposed to provide a roughly 2,200 sq. ft building for them. They are to leave the PD building where they currently occupy 2 bays. PD impact fess are to be used. Issue is the agreed upon costs to build that add-on/building has significantly increased since 2009. In agreement it is $243,800 which is $102 sq. ft.
Now the County says the cost is roughly $700 sq. ft = $1.5M. We are continuing to work with the County to find a resolution.
Unfortuneately the fire system failed inspection, still waiting for the work to be complered before final walk through. 2024 Weed Abatement

SUBJECT: City Council Approving the Waiving of Bidding Process Pursuant to CMC §
4.04.105.
PREPARED BY: Jeff Palmer, Chief of Police
ATTACHMENTS: None
REVIEWED BY
ADMINISTRATOR ☒ REVIEWED BYATTORNEY ☒ REVIEWED BY FINANCE ☐ RECOMMENDATION:
That the City Council Approve the waiving of the bidding process for the installation of the Public Safety Communications pursuant to Chowchilla Municipal Code Section 4.04.105.
BACKGROUND:
While the City of Chowchilla has a bidding process such can be waived by the City Council pursuant to CMC Section 4.04.105.
REASON FOR RECOMMENDATION:
Motorola and Kenwood are the only two manufacturers of radios the City of Chowchilla utilizes for public safety communications. Cook’s Communications is the authorized vendor for Kenwood and Jay’s Communications is the authorized Motorola vendor. Currently, our public safety dispatch center is supported by the Zetron Manufacturer for radio software and consoles. This is the same system, software and consoles our agency selects to be utilized for our public safety communications center. Cook’s Communication is the only selected vendor by Zetron, to install their equipment.
FISCAL IMPACT:
None.
ALTERNATIVES:
To not approve the request and staff will do a formal RFP.
ACTIONS FOLLOWING APPROVAL:
Selection of Cook’s Communication to compete the public safety communication upgrade.

THE AGENDA
Meeting of: August 13, 2024
AGENDA SECTION: New Business
SUBJECT: City Council Approving Cook’s Communication to complete the Public Safety Radio Upgrade.
PREPARED BY: Jeff Palmer, Chief of Police
ATTACHMENTS: Resolution, Cook’s Quote and Motorola Quote, Zetron Email noting Cook’s Communication as their selected vendor for installation
REVIEWED BY
ADMINISTRATOR ☒ REVIEWED BYATTORNEY ☒ REVIEWED BY FINANCE ☒ RECOMMENDATION:
Following Councils’ waiver of the bidding requirements pursuant to CMC Section 4.04.105, approve a resolution to approve selecting Cook’s Communications to complete the public safety radio upgrade which includes: police fire channels, dispatch communications as well as portable radios, vehicle radios and addition of new radio repeater location(s).
BACKGROUND:
The police and fire department utilize individual radio channels for public safety responses. The system needs upgrading and more advanced communications to include a digital channel for police operations.
This system software and dispatch consoles are currently provided by Zetron and in need of upgrading due to the age and inability to update or repair the old system software. Zetron is the system this agency wants to utilize to be used as a communication system software and dispatch center consoles.
Currently, both police and fire, utilize equipment from Motorola and Kenwood regarding radios. Each provider has similar products and capabilities in the area of portable radios and consoles. There are locations within the city, where radio antennas and repeaters as well as system servers are located. These areas will be upgraded and an additional location will be added with this upgrade to increase radio transmission capabilities, for those emergency personnel who are deployed on incidents or patrol. Cook’s Communication, located in the City of Fresno, has previously installed, outfitted and responded to maintenance issues, pertaining to public safety communications. They are also used to outfit all of our emergency response vehicles. Cook’s Communications is also the only vendor who is authorized by the Zetron manufactured equipment to conduct their installations, south of Sacramento California.
Although, our agency selected Zetron to be our manufacturer of the safety center equipment and consoles, we also requested a quote from Motorola. We received a quote from Motorola’s vendor, Jay’s Communication. We requested an updated quote in March of 2024 and a follow up request from our city’s IT department in April of 2024, and have not received a response or update.
There are two phases to this project. This is the first phase where we complete this upgrade and ensure, the current areas of our police and fire areas of operation, are covered. This much needed upgrade will ensure communication is transmitted and received, by not only vehicle radios but portable radios as well.
The second phase of the project, would include the installation of a communication tower which would have the capabilities to provide additional range of coverage and also provide space for commercial cellular providers to rent space. This portion is currently in the quote and engineering phase. Once all costs for this phase are received, they will be reviewed by staff and presented to council for approval.
REASON FOR RECOMMENDATION:
This upgrade is needed to provide public safety personnel, with adequate abilities to communicate with dispatch. Dispatch consoles and software, needs updating, due to the outdated and unsupported system.
This upgrade, will ensure areas within the city, where public safety personnel are unable to communicate with dispatch, are able to do so. It will also ensure we have the same system and that it is a system and software which is supported and up to date.
As noted, this is a public safety project for communications and there is a limit to the manufacturers/vendors who can provide an agency with the appropriate equipment. Motorola and Kenwood are the two manufacturers who provide these type of communication systems we need to meet our goal. Zetron is the system, best suited to provide the service and capabilities for software, consoles and familiarity.
Cook’s Communication, is the vendor who provided the quote with the most information and lowest cost.
They are recommended to be used for this project. They will be utilizing Kenwood radios for this upgrade as well as the Zetron radio system, software and consoles.
FISCAL IMPACT:
This project was already approved in the 2024-2025 budget from the Measure N fund, for the amount of $800,000.00.
Cook’s Communication Quote Phase One: $641,561.43
The remaining funds available would be applied to Phase Two.
ALTERNATIVES:
Continue to operate as we currently have been with some areas of our public safety operations, limited in the ability for personnel to communicate with dispatch.
ACTIONS FOLLOWING APPROVAL:
Immediately begin the new radio upgrade to our dispatch center as well as police and fire radios.

May 26, 2023 Budgetary Estimate
TECHNICAL DESCRIPTION
After carefully reviewing City of Chowchilla’s requirements for improved radio communications, Motorola Solutions, Inc. (Motorola Solutions) has prepared this budgetary estimate to provide the City of Chowchilla with a new RF Voted system, Consoles and Subscribers.
The proposed system builds upon Motorola Solution’s ASTRO 25 architecture by combining the open standards of Project 25 (P25) with distributed architecture and IP-based addressing. The system will provide the City of Chowchilla with reliable voice communications on a future-ready platform.
SOLUTION DESIGN HIGHLIGHTS
● ASTRO 25 Conventional Core
● Two (2), mixed-mode, conventional, Voted UHF RF Channels on two (2) sites ● Two (2), MCC7500E Dispatch positions
● 24 APX 8000 Portable radios
● 24 APX 8500 Mobile radios

The police site will support the K Core, voter-prime, RF site and dispatch.
Motorola is using the existing antennas and lines at the Police site, but a new, second site includes new antennas, lines, equipment.
ASTRO 25 CONVENTIONAL CORE SITE
The ASTRO 25 core site is the central point for all system traffic. Call processing and system management occur at the core site. Centralized management helps fine tune network performance, minimize costly field visits, and keep the system running with minimal effort from administrative staff. The core site includes two conventional site controllers that maintain communication between the consoles, RF sites, simulcast sites, and subscriber radios for voice processing.
The ASTRO 25 core is offered in a non-redundant configuration. A single–site gateway is utilized that functions as both a site gateway and a conventional channel gateway. The site May 26, 2023 Budgetary Estimate
controller, site gateway, core Local Area Network (LAN) switch, and backhaul switch are non– redundant in this configuration.
Below are detailed descriptions of typical ASTRO 25 core hardware components:
● DSC 8000 Conventional Site Controller - Supports the system’s full capacity of dispatch console positions, archiving interface servers, and conventional gateways. It interfaces via the Ethernet LAN switch and provides access to the packet switched network via the core gateway. The DSC 8000 is responsible for fault management and processing conventional call requests, as well as assigning the multicast groups for conventional calls and sorting multiple radios and/or consoles that are fighting for the same channel.
With the addition of transport equipment, the proposed core site equipment can easily be expanded to become an RF site or a larger ASTRO 25 system. ● Gateway Routers - Used for devices that forward packets beyond their local LAN. The gateways perform the routing control of audio, data, and network management traffic in and out of the zone, replicating packets while achieving the fast access levels required by real-time voice systems. The core site audio, data, and control equipment interfaces to the dispatch sites via the LAN switch through the Core Gateway. ● LAN Switch - Aggregates all the Ethernet interfaces for all services, clients, and gateways at the core site.
● Ethernet Backhaul Switch - Provides connectivity to the site. ● Connectivity - Core site equipment communicates through the LAN switch.
ASTRO 25 CONVENTIONAL VOTING SITE
When a single site receiver does not provide the coverage needed in a conventional system, a multi-site solution is the answer. A multi-site system contains multiple sites throughout the service area, extending radio coverage beyond that of a standalone site. There are several types of multi-site solutions; this solution will operate as a voting system.
May 26, 2023 Budgetary Estimate
Figure : Example of Simulcast Infrastructure
Simulcast provides a solution for a wide geographical area that requires communications throughout the system providing transmitter and receiver capabilities at multiple locations.
Voting is the use of a single transmitter with multiple, simultaneous receivers of the same voice or message from multiple sites on the same frequency. Voting addresses the needs of users who are limited by inbound, receiver operation. These systems provide consistent communications throughout a city, or moderately constrained area. Because the voting architecture operates like a single-site system, operations are simplified and radios are easy to use.
With mixed-mode operation, both analog and digital conversations are supported. As the channel is keyed up, the initial “mode” of either digital or analog selects the mode of operation until the channel returns to idle. Analog-only radios will not be able to participate in a digital call.
SYSTEM COMPONENTS
CONVENTIONAL GTR 8000 SITE REPEATER/BASE RADIO
The conventional GTR 8000 Base Radio supports digital IP, digital V.24, analog 4–wire, and mixed mode 4–wire/V.24 hybrid circuit wireline link interfaces. The conventional GTR 8000 Base Radio supports 16 sets of programmable channel configurations. Each channel May 26, 2023 Budgetary Estimate
configuration can be configured for base station, repeater, simplex, or receive only operation.
The GTR 8000 Base Radio is available as a standalone base radio or in the GTR 8000 Expandable Site Subsystem (ESS).
DSC 8000 CONVENTIONAL SITE CONTROLLER
The DSC 8000 Site Conventional Controller provides mission–critical call processing and mobility management throughout the ASTRO 25 conventional system. The DSC 8000 interfaces through the Ethernet LAN switch, providing access to the packet switched network through the Core Gateway. The DSC 8000 can support the full set of dispatch consoles, archiving interface servers, and conventional gateways.

INTEGRATION WITH THE ASTRO 25 NETWORK
The proposed dispatch console seamlessly integrates into the ASTRO 25 system without interface boxes, digital voice gateways, or backroom electronics for an integrated, mission critical network. This union between radio infrastructure and console equipment has several operational benefits.
The physical space to accommodate the proposed console is comparable to that required for a personal computer. The console can access both trunked talkgroups and conventional radio channels over the same network. This architecture reduces overall transport costs and the need for duplicate fixed network equipment.
CUSTOMIZABLE DISPATCH INTERFACE
The proposed console provides dispatchers with a graphical user interface (GUI) that can be customized by agency or by individual users to optimize user efficiency. Based on dispatcher preference, the GUI can be customized to show details of trunked and conventional RF channels on a per-channel basis. The MCC 7500E GUI is an enhanced version of Motorola Solutions’ Gold Elite Dispatch GUI. For existing Gold Elite users, the GUI allows a smooth transition and minimal training for dispatchers. For new users, the graphical icons and customization options make the proposed console GUI easy to learn and operate.
Busy dispatchers can respond to a missed call by simply clicking on an entry in the Activity Log.
The number of calls and call information displayed in the Activity Log is customizable to suit the needs of the user. The status of Auxiliary I/Os can be easily interpreted from the GUI with the use of familiar graphical icons, such as a door shown open or closed.
MCC 7500E CONSOLE OPERATOR POSITION
The dispatch position supports commercially available accessories, including a USB microphone, USB headset, and USB footswitch, as shown in the figure titled “MCC 7500E Dispatch Position.”

The City Council to award contract agreement to Lechowicz & Tseng Municipal Services for the Prop 218 Rate Studies: Water, Sewer, Storm Drain & Solid Waste.
BACKGROUND:
The City provides Water, Sewer, Solid Waste and Storm Drain services to approximately 4,000 customer accounts through use of self-supporting enterprise funds.
