THE AGENDA
Meeting of: June 24, 2025
AGENDA SECTION: New Business
SUBJECT: Discussion and Direction on Creating a New City Slogan PREPARED BY: Rod Pruett, City Administrator
ATTACHMENTS: None

REVIEWED BY
ADMINISTRATOR ☒ REVIEWED BYATTORNEY ☒ REVIEWED BY FINANCE ☒ RECOMMENDATION:

That the City Council provide direction on choosing a new City slogan or stay with what we have used in the past.

BACKGROUND:

In May 2025 the City reached out to Pembrook development in regards to the billboards along the berm on the west side of northbound 99 freeway. There are multiple signs that are broken or dilapidated. In response, Pembrook said they are going to fix the billboards and use them to promote their Rancho Calera project while leaving one for the City. they want to make it a Welcome to Chowchilla sign and asked for a slogan to use on it.

We have had multiple slogans over the years, including but not limited to, Gateway to Prosperity, A Unique Way of Life and Open for Business. Staff thought it might be good to come up with a new slogan for the new sign.

I reached out to staff and Council to get input and received multiple responses which prompted this item to come to a Council meeting for formal direction. I received the following responses:
o Chowchilla: Rooted in Tradition, Growing for Tomorrow. o Welcome to Chowchilla where community meets opportunity o Chowchilla: Where Tradition Grows the Future
o Chowchilla: Deep Roots. Bright Future
o Chowchilla: Where Heritage Meets Opportunity
REASON FOR RECOMMENDATION:

Staff is looking for direction on what the Council would like to see on the new Welcome to Chowchilla Billboard. We can use one of our previously used slogans or come up with a new one.

FISCAL IMPACT:

None
ALTERNATIVES:

Do not have a slogan on the Welcome to Chowchilla billboard ACTIONS FOLLOWING APPROVAL:

City Administrator will inform Pembrook what the City wants on the billboard.

REASON FOR RECOMMENDATION:

This is the second of three actions by City Council required by the California Streets and Highways Code for the levy of the annual assessments for the LLD. Council previously initiated proceedings for the annual levy of assessments, at the May 27, 2025 Council Meeting, and directed the City Engineer to prepare the required Engineer’s Report. The City Engineer has prepared a preliminary report labeled Engineer’s Report of the City of Chowchilla Landscape Maintenance and Lighting District No. 90-1, dated June 2025, and filed the report with the City Clerk. The report includes descriptions of the improvements maintained, boundaries of the district and benefit zones, and proposed assessments per parcel. The final report will be submitted for approval at the time of the public hearing. The final step in the process is for City Council to conduct the required public hearing, receive any testimony, and confirm the annual assessments. The assessment roll is then submitted to the County Assessor for inclusion on the property owner’s tax bill.

FISCAL IMPACT:

The annual assessments from the LLD are used for maintenance of public landscaping and street lighting.

The estimated total assessment for this year is $313,759.78. The maintenance costs and assessments for each benefit zone and parcel are provided in the Engineer’s Report on file with the City Clerk.

ALTERNATIVES:

Not to levy and collect the annual assessments for the LLD, resulting in the loss of a significant funding source for maintenance of public landscaping and street lighting.

ACTIONS FOLLOWING APPROVAL:

The Notice for the required Public Hearing will be published in a newspaper of general circulation within the City, a minimum of ten (10) days prior to the date set for the Public Hearing.

REVIEWED BY
ADMINISTRATOR ☒ REVIEWED BYATTORNEY ☒ REVIEWED BY FINANCE ☒ RECOMMENDATION:

That the City Council adopt the attached resolutions in regards to the FY 2025/2026 budget.

BACKGROUND:

The City of Chowchilla, as a result of strong recessionary pressure, went through a very difficult financial period from 2008 through 2012. During this difficult period, the City Council made timely critical decisions related to budget adjustments that significantly reduced city staff, expenditures and services delivered to the public. These adjustments made by the City Council during this period kept the City financially solvent.

The City of Chowchilla is using a conservative approach in revenues. The City is using estimates from Muni-Services, the State of California, County of Madera and Federal trends to forecast revenues.

Fiscal responsibility is of the highest importance and the 2025-2026 budget reflects that. With the help of staff city-wide, the Finance Department has put together a balanced budget. We will re-evaluate the economy and City needs at mid-year review and hopefully have a better picture of what things will look like moving forward.

REASON FOR RECOMMENDATION:

We are presenting a balanced budget that utilizes current year resources and unappropriated fund balance for all funds. This is the budget that was presented in the Budget Workshop on June 10, 2025.

FISCAL IMPACT:

The fund summaries for each City and Agency fund are contained in the proposed budget and reflect the net changes in fund balance.

Below is the chart for expenses and revenues that were presented as part of the budget workshop. There have been some changes to the numbers that were presented at the budget workshop and those changes will be discussed in detail at the council meeting.

City Wide Revenues FY 25/26 Budget City Wide Expenses FY 25/26 Budget Capital Projects 2,383,000 Capital Projects 2,383,000

Trust and Agency Funds 987,621 Trust and Agency Funds 978,441 Grand Total 54,321,597 Grand Total 57,079,884
• The Proposed Fiscal Year 2025-2026 Budget Book will be emailed separately from the agenda packet due to the size of the file.
• The Proposed Fiscal Year 2025-2026 Budget Book will be available to view at City Hall and on the City’s website www.cityofchowchilla.org by 5pm on Friday, June 20, 2025.

ALTERNATIVES:

If not approved, the city would need to approve an emergency plan to continue funding until a budget is passed.

ACTIONS FOLLOWING APPROVAL:

Upon signatures, City Clerk to return documents to Finance Director.

CITY COUNCIL RESOLUTION # XX-25
