City Council Meeting MINUTES August 12, 2025
Council Member Ahmed attended a Citizens Advisory Committee breakfast; Madera County Local Agency Formation Commission meeting; and, an Econ Dev ad hoc meeting.
Council Member Troost attended the Citizens Advisory Committee San Joaquin Valley Air Pollution monthly meeting.
2.2 STAFF VERBAL REPORTS
Police Chief Palmer, since we last met -Chowchilla Police Department responded to 1172 calls for service conducted 516 proactive stops that resulted in a two-week period resulted in 51 misdemeanor arrests, nine felony arrests and 23 different citations were issued and code enforcement responded to 75 calls for service and took 11 different types of action.
Fire Chief Gaumnitz, fire had 328 individual responses for the month of July for total 86 fires for medicals. Additionally, Chief is working with Madera as you know Madera city, Madera County for the local hazard mitigation plan and Mount bull a couple weeks ago they started helping us with some of our properties and they’ve finished the true pond but they were called away for the they rather large fire hundred thousand acre plus fire down by San Luis Obispo so I have not heard back. It is unsure if they are to come back, keep those people in your prayers and the rest of the guys are just continuing to do what they do on a daily basis.
Public Works Director Rogers, Per the recommendation of a previous grand jury report, he provided an update on the fair meet sewer consolidation project to the board of supervisors that morning; surveying and topography are complete and the plans and specifications are currently being put together. Staff anticipates going out to bid in February March 2026 and construction starting in the summer of 2026. Staff is also currently out to bid for the Avenue 24 1/2 reconstruction project and will be brought to council next month for award. We’re currently in design for the road 15 1/2 reconstruction project and should have design completed by the end of the calendar, so that way we can decide on whether to include in the budget. Also met with Caltrans regarding the Robertson Boulevard cap in project. The plans are 95% complete, project is expected to be ready to list by March 2026 with construction starting in summer of 2026. The recruitment for the Parks & Facilities Worker (for one position) recently closed receiving 47 applicants and are currently in the process of scheduling interviews.
Community Engagement Wisener, Music and Movies ended, our six-part series and that was well received in the community. Our swim program was extended for one week which was nice and we had a total season total of swimmers of 2027, so that was nice. Our stargazing event is coming up this Friday at Edward Park at the Pickleball court and the Central Valley astronomers will be out to have their large telescopes and teach us a few things about astronomy. Then the community party in the park is August 22, other than that working on Halloween & Christmas.
City Clerk McClendon gave an update on SB125, which is grant funding for electrification of the City’s bus fleet. Participating agencies will be short funded part of the original funding due to the federal DOT funding cuts; with that being said Transit Supervisor Robin Roman is actively searching for other funding avenues to help a transit electrification.
City Administrator Pruett - speaking of grants, we did go through an informal process due to the amount, I didn’t reach our full-blown RFP threshold, but we have selected Townsend to do our grant writing on a monthly retainer basis. Just got back from legal review of our contract that we are proposing to them and we’ll get that over to them tomorrow, once we get a sign, and come down to a department head meeting and meet with all the departments and then start planning and what it is that we’re trying to do. Attended the community task force meeting been involved with multiple CFT meetings between the item tonight and also the refunding of our current 2006/1 CFT, which is also going to be moving forward and you’ll be seen quite a few items coming forward for that as well. Chief Gaumnitz and Mr. Pruett had a meeting yesterday with City Council Meeting MINUTES August 12, 2025
Jay, County fire to discuss other items on here today, but I think that meeting went pretty well we came out of that was a good I think idea of how we might be able to resolve it with the county so once we select the ad hoc tonight will schedule a meeting pretty quickly and try and get that squared away. With Jason and staff, we all kind of collectively did another time regarding the dog park and we did get an email from Rancho Calera regarding the dog park as well that we will be adding at the end of the presentation tonight as another option. Meeting set up for our finance director position for tomorrow and I have one for tomorrow for economic development potential candidate, but that got moved to Monday, but those are active recruitment that are scheduled in. I believe September 5, so we are continuing to look for those.
A couple of community development items, The Alpha pharmacy, based out of Kerman, they did submit for their business license earlier this week. That’s in the review process, they have started putting some signing up next to Las Aves, Mexican restaurant. Looks like they have their lease in place over there, they’re already starting to do some improvements, so hopefully we can get that moving and get them open as soon as possible. Spoke with Jerry, He did do an inspection on the Wingstop that everybody’s been asking about and he said that they’re moving pretty quickly, pretty close. He actually said he thinks that they probably would be done with inspections in September, so I would expect that to open in September, not too soon after that.
Century communities is still pulling building permits, scheduled to pull eight more tomorrow.
After I talk with Cassandra so, the D-fee has not been determined. I guess they are not pulling as many, I don’t know but that project is still moving on, even without the reduced and fees.

THE AGENDA
Meeting of: August 26, 2025
AGENDA SECTION: Consent
SUBJECT: Consideration of Monthly Financial Statements
PREPARED BY: Kerri Williams, Finance Director
ATTACHMENTS: July 2025 Budget vs Actual and Balance Sheet
REVIEWED BY
ADMINISTRATOR ☒ REVIEWED BYATTORNEY ☒ REVIEWED BY FINANCE ☒ RECOMMENDATION:
Approve the July 2025 Financial Statements shown in the attachment.
BACKGROUND:
Staff provides Council with monthly financial information as an ongoing financial status update.
REASON FOR RECOMMENDATION:
The monthly financial statements consist of a Budget vs Actual and a Balance Sheet for the General Fund. The Budget vs Actual shows the current Month (Period Activity) and current Year (Fiscal Activity) Revenues and Expenses by Department in summary form compared to the current year Original and Current budgets. The Balance Sheet shows the Assets, Liabilities and Fund Balance at the time the report is generated. This provides an overview of cash, amounts owed to the City, amounts the City owes and the fund balance at a specific point in time.
The financial statements are being presented as an overview of the City’s finances and are not meant to be a comprehensive in-depth review. As a reference to compare to the percent remaining column in the report, the percentage of the year remaining 91.67%.
If the percent remaining column for Revenues is higher than the above-mentioned percentage, that is an unfavorable variance and should be explained if significant. If the percent remaining column for Expenses is lower than the above-mentioned percentage, that is an unfavorable variance and should be explained if significant.
If there are questions regarding the actual amounts or budget vs actual variances, please forward your questions to me in enough time before the meeting for staff to research them.
FISCAL IMPACT:
Revenues
General Administration- Property tax and VLF, which are 2 of our biggest revenues, are only received 2 times a year in February and May, we have yet to receive a distribution. We are teetered which means we do not have to worry about delinquencies, because the County pays us and goes after the delinquencies themselves. Sales tax payments run a couple months behind and we have yet to receive July’s payment.
Sales tax is our 2nd largest revenue.
Police Department- Budgeted revenue is from school reimbursements for SRO service, which we have not billed the schools yet as we bill them annually in September. Also, it has $700k Transfer-in from Measure N for the RIMS Software, recruitment and retention of employees, communications upgrade, evidence storage and fleet/upfitting costs.
Fire Department- This revenue is for fines/penalties and fire inspection fees which is completed throughout the year
Community & Economic Development- This will fluctuate as building permits are pulled. We budgeted for the following projects like Rancho Calera, Solar Permits and various other projects within the City. We still have other miscellaneous permits for other items that are happening as well.
Parks and Facilities- The revenues are for overhead allocations from the LLMD that happen at the end of the year.
Community Relations- Revenues are from sports program reimbursements, park pavilion rentals and donations.
Expenses
General Services- Budgeted Expenses are more than usual as of right now due to the POB Transfer out.
Police Department- Budgeted Expenses are more than usual as of right now due to the POB Transfer out.
Fire Department- Budgeted Expenses are more than usual as of right now due to the payment to the volunteer firefighters.
Community Relations- Budgeted Expenses are more than usual as of right now due to the purchase of Archive Social Subscription and Enclosed Trailer.

Meeting of: Tuesday, August 26, 2025
AGENDA SECTION: Consent
SUBJECT: Second Reading and Adoption of a City Council Ordinance Levying and Apportioning Special Taxes Within the City of Chowchilla Community Facilities District No. 2025-1 (RANCHO CALERA)
PREPARED BY: Rod Pruett, City Administrator
ATTACHMENTS: Ordinance
REVIEWED BY
ADMINISTRATOR ☒ REVIEWED BYATTORNEY ☒ REVIEWED BY FINANCE ☐ RECOMMENDATION:
That the City Council conduct or waive a second reading and adopt the Special Tax Ordinance for CFD No. 2025-1.
BACKGROUND:
On June 24, 2025, the City Council adopted its Resolution #46-25 declaring its intention to establish CFD No. 2025-1 in order to finance public facilities (“Facilities”) to serve Rancho Calera, thereby commencing proceedings for the establishment of CFD No. 2025-1.
In order to continue such proceedings, the City Council conducted the public hearing on August 12, 2025 on the matters set forth in Resolution #46-25, which public hearing was duly noticed.
No majority protest had been submitted and the City Council adopted Resolution #59-25, which establishes CFD No. 2025-1 and approved the Rate and Method of Apportionment specifying how the Special Taxes will be levied and the list of Facilities authorized to be funded.
The City Council adopted Resolution #60-25, determining the necessity to incur bonded indebtedness for CFD No. 2025-1 and calling a special landowner election on the propositions set forth therein, including the questions of levying special taxes, authorizing the issuance of up to $30,000,000 of bonds, and establishing an appropriations limit.
Because the property owners have waived the waiting periods and other requirements related to the election, as permitted by law, the special landowner election was conducted immediately. The City Clerk’s received one ballot totaling 138 votes in favor of the measure and zero (0) votes opposing the measure, the City Council will consider and adopt its Resolution declaring the results of the election. The City Council adopted Resolution #61-25, declaring the election results for CFD No. 2025-1 (Rancho Calera) Finally, the first reading of its Special Tax Ordinance levying and apportioning special taxes within CFD No. 2025-1 was waived and approved. A second reading and adoption of the Special Tax Ordinance is now called for.
REASON FOR RECOMMENDATION:
Adoption of the Special Tax Ordinance is a necessary step to complete the proceedings in order to issue the bonds and levy the Special Tax in CFD No. 2025-1 to partially fund necessary infrastructure to serve the Rancho Calera development.
FISCAL IMPACT:
There is no fiscal impact for the formation of the CFD. All cost associated with the formation are paid for by the Rancho Calera development. There will be an administrative amount collected in the assessments for the City to administer the CFD.
ALTERNATIVES:
Do not approve the formation of the CFD
ACTIONS FOLLOWING APPROVAL:
After the Council’s adopting of the Special Tax Ordinance, the ordinance will be published in a newspaper of general circulation as required by law.

SUBJECT: Amendment to the City of Chowchilla Salary Scale for Fiscal Year 2025- 2026
PREPARED BY: Kerri Williams, Finance Director
ATTACHMENTS: Resolution, Salary Scale
REVIEWED BY
ADMINISTRATOR ☒ REVIEWED BYATTORNEY ☒ REVIEWED BY FINANCE ☒ RECOMMENDATION:
Adopt a resolution amending the City of Chowchilla Salary Scale for Fiscal Year 2025-2026 to reflect the Chief of Police position following the “me too” resolution # 52-25 where Management receives the same as Mid Management MOU salary increases.
BACKGROUND:
Per Council direction, the Chief of Police salary should be part of the “Me Too” resolution with MidManagement. The Resolution is for all Management employees to receive the same salary increases as in the Mid-Management MOU and that was not previously done for the Chief of Police position.

This was the direction of Council and staff has updated the salary scale accordingly.
FISCAL IMPACT:
The salary scale increase will have an annual increase in range from Step A to Step F of $2900 to $3,700.
The Chief of Police is currently at Step F so the increase is $3,700 for the year.
ALTERNATIVES:
The City Council may choose not to adopt the revised salary scale. However, this was the direction of Council.
ACTIONS FOLLOWING APPROVAL:
Updated salary scale will be formally published.

THE AGENDA
Meeting of: August 26, 2025
AGENDA SECTION: Deferred Business
SUBJECT: Consideration and Approval of a Contract with Peregrine and Authorizing the City Administrator, or Designee, to Execute the Same PREPARED BY: Daniel Denny, Lieutenant, Chowchilla Police Department ATTACHMENTS: Resolution, Contract
REVIEWED BY
ADMINISTRATOR ☒ REVIEWED BYATTORNEY ☒ REVIEWED BY FINANCE ☐ RECOMMENDATION:
Staff recommends the City Council adopt a resolution authorizing the Police Department/City of Chowchilla to enter a contract with Peregrine and authorizing the City Administrator or designee to execute the same.
BACKGROUND:
In March of 2025, Madera County Sheriff’s Office requested and has secured, the funds to utilize an AI based program to integrate multiple law enforcement databases, utilized by the various Law Enforcement Agencies within Madera County.
REASON FOR RECOMMENDATION:
Peregrine is an AI based system that integrates several programs/platforms and allows the end users to use AI to search through the data. This system will integrate most programs utilized by City of Madera Police Department, Madera County Sheriff’s Office and the Chowchilla Police Department. These programs, are agencies report management systems, license plate reading systems, and various other systems that store data. Madera County Law Enforcement Agencies will be able to search through this data through Peregrine saving time and resources. This sharing of information, will enhance Madera Counties law enforcement and investigative capabilities.
FISCAL IMPACT:
There is no fiscal impact to the city. County of Madera will be funding the program.
ALTERNATIVES:
Because other agencies within our county already executed contracts with Peregrine, there would be no alternative to use.
ACTIONS FOLLOWING APPROVAL:
Chowchilla Police Department personnel would be trained on the system and begin the integration process with Peregrine.

7.5. Remedies. If the Receiving Party discloses or uses (or threatens to disclose or use) any Confidential Information of the Disclosing Party in breach of this Section 7, the Disclosing Party shall have the right, in addition to any other remedies available to it, to seek injunctive relief to enjoin such acts, it being specifically acknowledged by the parties that such unauthorized disclosure or use may cause irreparable harm to the Disclosing Party for which any other available remedies are inadequate.

SUBJECT: Consideration of Resolutions Authorizing City Council to Execute Agreements with the California Department of Tax and Fee Administration and Authorizing Examination of Sales and Use Tax Records for Implementation of the City’s Local Transactions and Use Tax PREPARED BY: Kerri Williams, Finance Director
ATTACHMENTS: Resolutions & Agreements with CDTFA
REVIEWED BY
ADMINISTRATOR ☒ REVIEWED BYATTORNEY ☒ REVIEWED BY FINANCE ☒ RECOMMENDATION:
City Staff recommends the City Council approve the resolution authorizing the Examination of Sales Tax & Use Tax Records and the resolution authorizing the Execution of Agreements.
BACKGROUND:
Measure N, which provides a reliable, local controlled source of funding, was approved by 73.29% of the registered voters. With the approval of Measure N, Chapter 3.13 was added to the Chowchilla Municipal Code establishing the Public Safety Transactions and Use Tax and requires the creation of a Citizen’s Oversight Committee to facilitate a Permissible Uses and Expenditure Plan as set forth in 3.13.120(D) of the Code.
Measure N also requires the Mayor on behalf of the City of Chowchilla to endorse an agreement with the California Department of Tax and Fee administration for the purpose of administering the special tax program.
REASON FOR RECOMMENDATION:
The sales tax will become operative on April 1, 2025 and collection of the new ‘transactions and use’ sales tax will start on this date. The California Department of Tax and Fee Administration (CDTFA) requires that prior to the operative date of the new sales tax, the City shall finalize certain administrative tasks for the administration and operation of the new transactions and use tax.
FISCAL IMPACT:
There is no fiscal impact as the funds have already been budgeted for.
ALTERNATIVES:
Do not approve the agreements which would mean CDTFA would no longer collect the District Tax.
ACTIONS FOLLOWING APPROVAL:
Staff will prepare a document package which includes the above listed agreements and resolution as well as other required documentation that is to be mailed to CDTFA for processing.

In order to fully complete the water main stub out extension and connect both sides via the bridge, City engineers redesigned that component of the project and provided an Engineer’s Estimate of $175,000 for the work.
As a result, staff requested bids through a mini-RFP process.
REASON FOR RECOMMENDATION:
Bids were received from three contractors on June 2, 2024, as follows:
Contractor Base Bid
Rolfe Construction, Inc. $219,460.00
Cal Valley Construction 313,400.00
VM Lyles Construction 421,112.00
Staff reviewed the bids received. Based on review, Staff has determined the low bid received by Rolfe Construction Inc. to be responsive and complete and recommend award of the base bid at this time.
FISCAL IMPACT:
The construction costs and available funding as approved in the City Budget for the Project are summarized in the following table.
Amount
Construction Costs
Contract $2,564,896.50
Contingency (10%) 256,490.00

Gas Tax 130,822.00
Total Funding $2,830,420.48
Total Construction Funds
Remaining
$143,266.52
As there is a deficit in funding for the additional bridge work, the project requires the City budget be amended in order to fully fund the project. As such, staff is requesting Council amend the budget as follows.

ARPA $143,266.00

Meeting of: August 26, 2025
AGENDA SECTION: New Business

APPROVED BY: Rod Pruett, City Administrator
ATTACHMENTS: Resolution
Draft Agreement for Grant Writing Services
REVIEWED BY
ADMINISTRATOR ☒ REVIEWED BYATTORNEY ☒ REVIEWED BY FINANCE ☒ RECOMMENDATION:
Staff recommends that the City Council approve the resolution and agreement with Townsend Public Affairs to provide Grant Writing Services to the City.
BACKGROUND:
On July 8, 2025, the City of Chowchilla released the a “Mini” Request for Proposals (RFP) to provide Grant Writing Services” to the City. Due to the estimated amount of the services needed (roughly $50k/yr) it fell under our purchasing policy threshold of $100k for a formal RFP.
The published “Mini” RFP requested interested individuals and firms to participate and was done to satisfy the 3 quote requirement in our Purchasing Policy. The proposal was published through OpenGov.com and the City’s social media outlets. The City received five proposals to review for consideration. Staff reviewed the proposal for qualifications and price. The City has previous experience with Townsend and felt they were the best qualified for the price. There was one lower cost proposal by $500/mo but they had no City experience or references and appeared to just use a software to generate grant leads so they did not score as high as Townsend.
REASON FOR RECOMMENDATION:
Townsend Public Affairs was the firm staff felt was best suited to provide the Grant Writing Services for the City.
FISCAL IMPACT:
There was $50,000 approve din the FY 25/26 budget for Grant Writing Services. Townsend’s proposal is $4,500/mo for a yearly total of $54,000. Since they will not be starting until September, there is enough budget in FY 25/26 and we will have to increase the budget for FY 26/27 ALTERNATIVES:
City Council may choose to not approve the execution of the Draft Agreement.
ACTIONS FOLLOWING APPROVAL:
Execution of Contract with Townsend Public Affairs.

GRANT WRITING SCOPE OF SERVICES
TPA will utilize the following strategic and comprehensive approach to provide grant writing services to the City:
• Conduct Detailed Orientation: TPA utilizes a comprehensive onboarding process that includes extensive meetings with various relevant members of City leadership and key City departments to help develop a strategic plan that is carefully tailored to satisfy the needs of the City and is designed for maximum success in the current political climate and funding environment.
• Craft Strategic Funding Plan: Utilizing the information gathered during the onboarding process, TPA will coordinate with the City to develop a proactive and comprehensive strategic funding plan that serves the needs of the City’s priorities. The plan will do more than simply identify City projects; it will outline and prioritize multiple funding options for each project and develop a specific plan of work tailored for each project. It will also identify key “strings attached” to help assess the cost/benefit ratio for each grant opportunity. • Identify, Research, and Monitor Grant Funding Opportunities: TPA will utilize list-serve subscription programs, funding workshops, agency canvassing, and other networking tactics to ensure every potential opportunity is identified and reviewed for relevance with the City’s projects. TPA will then share these opportunities with the City for further assessment and determination if a grant application is warranted. The City will also receive a grant matrix of funding programs that is updated regularly as new opportunities arise. • Grant Application Development and Submittal: TPA will develop, draft, submit, and follow up on each City grant application through the following process:
o Establishment of Clear Accountabilities: TPA will coordinate with the City to ensure the assignment of responsibilities and tasks are made clear so that confusion and inefficiency are avoided, and the City is burdened as little as possible while TPA pursues a grant opportunity.
o Provide Overview of Full Application Requirements: For each grant application, TPA will provide the City with a detailed overview of the requirements for the grant program and corresponding application to ensure that the program is a strong fit for the City’s project. This will include:
Application timeline
Eligible project types
Funding availability and award maximums and minimums
List of application components, including proposal questions and any required attachments
o Assemble Project Background and Details: TPA will conduct a detailed informational interview with City staff most involved with each project to gain a full understanding of the project background and scope details necessary for developing the grant proposal and addressing all application questions.

SCOPE OF SERVICES
o Coordinate Technical Project Details: For technical application components such as site plans, detailed cost estimates, project timelines, engineering plans, and costbenefit analyses, TPA will coordinate with City staff to compile all necessary attachments and ensure consistency across all elements of the application. o Draft Written Proposal: TPA will fully draft all narrative components of the application and, when applicable, will indicate where additional input or project detail from the City could be provided during the proposal review process.
o Incorporate Feedback to Finalize Proposal: Well ahead of the application deadline, TPA will provide the City with a full draft for review and feedback. TPA will incorporate any additional details or revisions provided during this process to finalize the grant application and will obtain City approval for the final version of the application before submission.
o Submit Completed Application: TPA will ensure that applications are submitted before the deadline, whether the submission is electronic or through hard copies, in accordance with submission instructions for each individual program. For hard copy submissions, TPA will print and package applications according to submission instructions and will ship applications through a reliable courier service such as FedEx to provide the City with tracking and delivery confirmation for the application. TPA will also obtain a receipt for proof of submission and provide the City with a final copy of all submitted application documents.
o Funding Advocacy: Throughout the grant application process TPA will leverage relationships with relevant officials and program officers in various state and federal funding agencies to ensure that City grant applications are aligned with the goals of the specific grant program and that the applications are well-crafted and wellpositioned for funding. • State Budget Funding Opportunities: To maximize state funding, TPA will work with the City to identify projects and other funding priorities that may be suitable for funding through the State Budget. TPA will coordinate with the City to develop supporting materials for the budget request, as well as submit the request to relevant state representatives. TPA will also work with members of the City’s state legislative delegation, along with the Assembly and Senate Budget Committees, to gain support for the inclusion of the City’s project in the final State Budget approved by the Legislature.
• Federal Earmark Opportunities: To maximize federal funding, TPA will work with the City to identify projects and other funding priorities that may be suitable for funding through the Federal Earmark process. TPA will coordinate with the City to develop supporting materials for the earmark request, as well as submit the request to relevant federal representatives.
TPA will also work with members of the City’s federal legislative delegation to gain support for the inclusion of the City’s project.
• Post-Grant Submittal Advocacy: TPA will frequently contact legislators and agency officials to follow up on the status of a grant application and promote its need and urgency. This will include drafting letters of support after grant submissions and distributing them to legislators for their consideration. In addition, TPA will work with legislators to reach out to individual granting agencies to provide background on City’s projects and convey their support for those projects.

SCOPE OF SERVICES
• Post-Award Services—Above and Beyond Advocacy: TPA has a track record of success with post-award grant administration and retention. TPA has worked on behalf of clients who, due to unforeseen circumstances, have needed to request an extension of the grant performance period to accomplish project deliverables. TPA is prepared to engage in the legislative process and work with legislators to get bills passed that would allow for the City to retain its grant funding after the performance period would have otherwise ended. Additionally, TPA is prepared to work directly with the City and agencies to secure scope of work changes to already awarded projects to ensure the City will not have to return any hard-won grant funding.
• Comprehensive Follow-Up on Unsuccessful Applications: Despite all best efforts, some grant applications are not selected for funding. When grant applications are unsuccessful, TPA will work with the relevant state and federal funding agencies to set up in-person or telephone debriefing sessions to discuss the grant applications and how to best revise the grant applications for the next funding round to ensure success. • Provide Monthly Progress Reports: TPA will confer regularly with the City on our activities.
TPA will provide timely electronic monthly reports on the status of all funding activities, such as current funding opportunities, current applications, submitted applications, and post-grant submittal advocacy. In addition to written reports, TPA will be available to the City for conference calls, in-person briefings, and meetings.
