REVIEWED BY
ADMINISTRATOR ☐ REVIEWED BYATTORNEY ☐ REVIEWED BY FINANCE ☐ RECOMMENDATION:
Staff recommends that the City Council adopt a resolution authorizing the City Administrator to execute the scope of work change order in the amount of $132,336.37 for the Avenue 24 ½ Road Rehabilitation Project.
BACKGROUND:
On September 23, 2025, the City Council approved the construction contract for the Avenue 24 ½ Road Rehabilitation project to Terra West Construction for $524,043.00.
While working on replacing the structural section of the roadway, the contractor encountered soils that are “pumping” which hold water creating a base foundation for the structural section that is poor and will cause early and excessive damage to the roadway. Working with the geotechnical engineer, QK, the City Engineer, identified three options to remedy this situation. First, you can cement treat the existing soil which will bind the soil particles together and create an acceptable foundation to build the structural section on. Second, you can lime treat the existing soil which will bind the soil particles together and create an acceptable foundation to build the structural section on. This option would also be acceptable, but the concrete option would be better for the soil types encountered within the roadway. Third, removal and replacement of the existing soils. This option is not only the most expensive, but also does not have any firm end point. You may chase the poor soil for a longer period which would increase removal costs, but also increase replacement costs for either more appropriate soil or base rock.
QK is recommending the concrete option due to the soil types found in the roadway and the cost savings from the other two options of lime treatment or removal and replacement.
REASON FOR RECOMMENDATION:
The scope of work change order and the time to get the work complete necessitates a special council meeting. The treatment process can be completed in a timely fashion to allow the remainder of the street structural section to be finished prior to more rain events and cold weather.
FISCAL IMPACT:
The original construction contract was for $524,043.00. The total amount of funding including contingency, Bid Support, and Construction Management was $694,243.00, leaving a fund balance of $265,757.00 which is sufficient to cover this scope of work change order and still be under the budgeted amount.
ALTERNATIVES:
Lime treatment and removal and replacement.
ACTIONS FOLLOWING APPROVAL:
1. Approval of the Scope of Work Change Order
2. Completion of the work on Avenue 24 1/2
