SUBJECT: SECOND READING AND ADOPTION OF AN ORDINANCE OF THE CITY OF

REVIEWED BY
ADMINISTRATOR ☒ REVIEWED BYATTORNEY ☒ REVIEWED BY FINANCE ☒ RECOMMENDATION:

That the City Council conduct its second reading, with option to waive the second reading, and adopts the Ordinance Dissolving the City of Chowchilla Community Facilities District No. 2006-1.

BACKGROUND:

The City Council has formed the City of Chowchilla Community Facilities District No. 2025-2 (Replacement of CFD 2006-1), (“CFD 2025-2”), for the purpose of replacing the City of Chowchilla Community Facilities District No. 2006-1 (“CFD 2006-1”). At a special election conducted on February 24, 2026, the qualified electors of CFD 2025-2 authorized the issuance of bonds of CFD 2025-2 to defease and redeem the outstanding bonds of CFD 2006-1, and approved the levy of a special tax to repay such bonds and to fund certain municipal services which are currently funded with a special tax levied in CFD 2006-1.

Such bonds of CFD 2025-2 have now been issued, and the outstanding bonds of CFD 2006-1 have been defeased, as approved by the qualified electors. As a result of such defeasance, there are no bonds or other obligations outstanding which are secured by CFD No. 2006-1 special taxes, and CFD 2006-1 can now be legally dissolved.

The City Council has conducted the first reading at their regular meeting on August 25, 2026 and will now conduct a second reading of its Ordinance dissolving CFD 2006-1.

REASON FOR RECOMMENDATION:

The first reading and later adoption of the Ordinance dissolving CFD 2006-1, are legally required steps in order to complete the dissolution of CFD 2006-1, as planned and in order to replace such CFD with the new CFD 2025-2.
