Asa ChulaVista homeowner and taxpayer, I opposeItem 7.2. The ordinance harms our community by violating our private property rights, enablesbad and criminal behavior, encouragesfrivolous lawsuits, and reduces the value of our homes. ChulaVista doesn’t need to copy ordinances from the cities of Los Angelesand SanFrancisco. The City shouldn't require that property owners pay off criminal squatters and attorneys in order to move backinto their own home. Pleasevote NOon City AgendaItem 7.2 and listen to ChulaVista residents.

The City shouldn' t require that property owners pay off criminal squatters and attorneys in order to move back into their own home.
It should be noted that I am not a landlord and do not own other property in Chula Vista other than my primary residence; however, I have seen how laws like these affect others ( specifically during the pandemic when landlords were unable to move back into their own homes - completely absurd!) Please vote NO on City Agenda Item 7. 2 and listen to Chula Vista residents.

We have ( 3) residential rental units in the city of Chula Vista. We have wonderful tenants. My husband and I have a great relationship with them. Our tenants usually stay with us for many years. My husband and I don' t have Pensions or 401K' s. These rental units are ALL WE HAVE for income, ( and we st ill have a mortgage on them). So our NET income is minimal.
Additionally, we had decided to add 2 rental units on this property in the last few years, so that we would have income and help the rental situation in Chula Vista... and this is the " Thanks" we get from our city...? We were born in Chula Vista ... How many people can say that!`
It was an absolute NIGHTMARE going thru the City of Chula Vista' s Permit process... and VERY EXPENSIVE.
We are trying to wrap our head around WHY someone would vote against the Owner/ Landlords who are providing a service...? PLEASEDO NOT VOTE THIS IN... It will devastate our future!!! Written Communications

Subject: Vote of opposition to the Tenant Protection ordinance The fourth amendment to the U.S. Constitution:
Amendment IV. The right of the people to be secure in their persons, houses,...............
My name is Rosie Duran, I have been working in the Housing industry since 1987, and later in the private industry managing housing properties, I am currently representing property owners renting from one house to multiple units in Chula Vista and other cities.
I oppose the protection ordinance for tenants because the voracity of the people taking advantage of the rental assistance programs and the kindness of the landlords is beyond understanding! The Tenants beneficiaries that keep on pushing the system to accommodate their endless needs and perpetuate generations of recipients and their demands without conditions and limits are a threat to homeownership!
Property owners and landlords are the ones paying taxes for these thousands of Tenants who have received free of any conditions millions of dollars for rental assistance and other programs during the pandemic and are still living off these programs, they behave as if they are entitled to receive it, when in fact it is a privilege.
I have witnessed tenants getting rental assistance for 6 months and with the money, they did not pay for rent, they went on luxurious vacations, cosmetic surgeries, expensive cars, new furniture, motorcycles, and all kinds of expensive unnecessary items.
The beneficiaries don' t have to pay taxes on the money the rental programs paid on their behalf. They received additional stimulus and unemployment benefits. Now they want the landlords to fix and repair their units that are damaged beyond tear and wear and pay for their relocation expenses? and if landlords need to make repairs to improve the quality of the units, or have a relative occupy the unit, the tenants propose to have them wait for a whole year!!! The fourth amendment represents the right of the homeowners, any variance or misinterpretation is unconstitutional.
I oppose any extension of any benefits, contemplations, concessions, or special arrangements for tenants to the expenses of the landlords, who will end up selling their properties to new homeowners, apartment conversions will turn rentals into condos and will be sold to those who work and contribute to the economy instead, thus it' ll increase the lack of inventory for the rental units if this ridiculous and unconstitutional ordinance passes.
Kindest Regards,

Government” has no businessgoverning private property. Solvethe homeless/transient problem someother way. Maybelevy feeson developers aspart of the building/ construction fee processand use those funds to build “entry level” (<1000 sft.) housing (better than people living on overpasses and in the bushes along our highways) asother communities have done.

The City shouldn't require that property owners pay off criminal squatters and attorneys in order to move back into their own home.
Pleasevote NOon City AgendaItem 7.2 and listen to ChulaVista residents.

Asa ChulaVista homeowner and taxpayer, I opposeAction Item 7.2 on todays agenda. The ordinance written poorly and may be usedto harm our community by violating our private property rights, enablesbad and criminal behavior, encouragesfrivolous lawsuits, and reduces the value of our homes. ChulaVista doesn’t need to copy ordinances from the cities of Los Angelesand SanFrancisco. The City should be looking into ways to encouragebuilders to build residential properties in ChulaVista, remove red tape and regulations that would lower the cost of all new building in ChulaVista and passthe savings to buyers.
Pleasevote NOon City AgendaAction Item 7.2 and listen to ChulaVista residents.
