RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA AUTHORIZING CONSTRUCTION OF
SEGMENT 3 OF THE LOMA VERDE RECREATION CENTER
AND AUTHORIZING THE CITY ENGINEER TO EXECUTE
CHANGE ORDERS N ECESSARY TO COMPLETE THE
PROJECT (CIP NO. GGV0247)
WHEREAS, on January 13, 2020, pursuant to Chapter 2.57 of the Chula Vista Municipal Code, the City issued a Request for Proposals (RFP) to a list of prequalified design-build firms for the Loma Verde Recreation Center (Center) renovation project; and
WHEREAS, due to funding constrai nts the project was divided into 3 Segments :
Segment 1 is the recreation center ; Segment 2 is the Aquatic Center showers, restrooms , and staff facilities; and Segment 3 is the pool and associated facilities; and
WHEREAS, on April 7, 2020, the City Coun cil approved Resolution No. 2020 -075 to enter into an ag reement with EC Constructors, Inc. for the design and pre -construction services phase (Phase 1) for the project; and
WHEREAS, on October 22, 2020, staff presented information to the Measure P Citizens’ Oversight Committee’s (COC) about the progress made to date on the design of the Center, and the need to design Segment 2 of the Center concurrently with Segment 1; and
WHEREAS, the COC recommended approval of additional funds to design Segment 2 of the Center, and on December 3, 2020, such additional funding was approved by the City Council; and
WHEREAS, on April 22, 2021, the COC recommended approval o f the Measure P spending plan for Fiscal Year 2021 -22 through Fiscal Year 2026 -27, which included appropriating funds for the construction of Segments 1 and 2 of the Center, and to complete the design of Segment 3; and
WHEREAS, on May 11, 2021, the City Council adopted Resol ution No. 2021 -083 appropriating funds for the design of Segment 3 of the Cente r, and authorizi ng City Staff to prepare an amendment to the Phase 1 contract for the design of Segment 3; and
WHEREAS, on August 10, 2021, the City Coun cil adopted Re solution No. 2021 -146 awarding the constr uction phase contract (Phase 2) for Segments 1 and 2 of the Ce nter to EC Constructors, Inc.; and
WHEREAS, on April 2 8, 202 2, the COC recommended appro val of the amended Measure P spending plan for fis cal year 2021 -22 throu gh fiscal ye ar 2026-27, which included appropriating funds for the construction phase of Segment 3 of the Center; and

WHEREAS, on May 24, 2022 , the City Council adopted Re solution No. 202 2-121 adopting the Capital Improvement Budget for Fiscal Year 20 22-23, which included funding for construction phase of Segment 3 of the Center; and
WHEREAS, staff recommends adoption of this resolution approving a change order for the Phase 2 contract for the project to authorize the construction of Segment 3 of the Center.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that it:
1. Approves a change order for the Renovation of the Loma Verde Recreation Center in the City of C hula Vista, CA (CIP: GGV0247) Collaborative Design - Build Agreement – Phase 2, in a form approved by the City Attorney, to authorize the construction of Segment 3 of the Loma Verde Recreation C enter renovation project.
2. Authorizes the City Engi neer to execute such change order and such other documentation as necessary to effectuate the purpose of this Resolution.
