As a professional in the planning industry, I have had the pleasure to work with Laura over the past 15 years in various capacities from her time at the City of San Diego in Development Services, the Planning Department and as a committee member on various committees through the American Planning Association. She is a respectful, highly engaged and talented planner and understands the community of Chula Vista well and will ensure the community's needs are met.

Rita Mahoney
Laura Black is an extraordinary asset to the City of Chula Vista. In her role at the City of SD, Ms. Black was always professional while being a steadfast problem solver. She worked tirelessly to keep projects moving forward and find ways to build consensus. I cannot recommend Ms. Black highly enough.

Matthew J Adams
Please support the appointment of Laura Black as Director of Development Services. She has demonstrated the skills and experience necessary for this important role. She has been an excellent addition to city staff and is deserving of this position.

Concerned CV Citizen
The City of Chula Vista has begun the process of working to create a Justice, Equity, Diversity and Inclusion Action Plan which will develop strategies and recommendations to create a more inclusive and equitable community, culture and workplace. Given this work, I am questioning the direct appointment of a staff member who is more of the status quo and is another example of homogenous white leadership more tied to the executive team than reflective and authentically connected to the community they serve and the employees they lead. More often than not the executive team is a direct appointment to support existing team members. The City should do more in walking the talk of creating a more inclusive and equitable workplace. In more recent years, talented employees have been left behind or have had to look elsewhere for growth opportunities and for value of their worth. The recent leadership of DSD has not been able to effectively lead a team of engaged and high performers and has created an atmosphere of low employee morale. While Ms. Black’s accomplishments may be deemed “impressive” this has been accomplished all in the City of San Diego. Chula Vista is not San Diego with its diversity in demographics, differing economics and land use. Please consider a recruitment of this critical position to ensure Chula Vista residents and its employees get the right leadership.

Concerned Citizen
A recruitment should have been done for this position. Also, there should have been a vote of confidence from the current employees of Development Services to ensure there are no issues with this appointment.
