RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA ACCEPTING BIDS, AWARDING A
CONTRACT FOR THE “RMRA MAJOR PAVEMENT
REHABILITATION FISCAL YEAR 2019/20 (STM0400)”
PROJECT TO TC CONSTRUCTION COMPANY INC.,
APPROVING A REIMBURSEMENT AGREEMENT WITH THE
COUNTY OF SAN DIEGO, AND APPROPRIATING FUNDS
THEREFOR
WHEREAS, Chula Vista Municipal Code section 2.56.160 authorizes the City to contract for public works and provides the competitive bid procedures required for the awa rd of public works contracts; and
WHEREAS, on August 5, 2022, the Department of Engineering and Capital Projects solicited bids for the “RMRA Major Pavement Rehabilitation FY 2019/20 (STM0400)” project (“Project”) in accordance with Chula Vista Municipal Code section 2.56.160(A); and
WHEREAS, on August 24, 2022, the Director of Engineering and Capital Projects received seven (7) bids for the Project; and
WHEREAS, the low bid for the Project was submitted by TC Construction Company, Inc. in the amount of $4,416,444.00, which is lower than the Engineer’s estimate of $4,509,091.00 by $92,647.00 (or approximately 2%); and
WHEREAS, staff has determined that the bid submitted by TC Construction Company, Inc. is responsive in all material respects to the bid spe cifications and requirements, and that TC Construction Company, Inc. is the lowest responsive and responsible bidder; and
WHEREAS, staff has further negotiated a reimbursement agreement with the County of San Diego for payment of costs from the County of San Diego to the City to resurface the roadway along east H Street between Hilltop Drive and Terra Nova Drive; and
WHEREAS, staff recommends award of the Project contract to TC Construction Company, Inc. and approval of the reimbursement agreement with the County of San Diego.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista, that it:
1. Accepts bids for the “RMRA Major Pavement Rehabilitation FY2019/20 (STM0400)” project.
2. Awards the public works contract for t he “RMRA Major Pavement Rehabilitation FY2019/20 (STM0400)” project to TC Construction Company, Inc. in the amount of $4,416,444.
3. Appropriates $797,540 based on unanticipated TransNet Revenue to CIP STM0400.
4. Transfers $336,460 in TransNet from CIP STM0411, Pavement Major Rehab Program FY22/23, to CIP STM0400.
5. Approves the Reimbursement Agreement for Payment of Costs to Resurface the Roadway Along East H Street between Hilltop Drive and Terra Nova Drive by and between the County of San Diego and the City of Chula Vista , in the for m provided, with such minor modifications as may be required or approved by the City Attorney, authorizes and directs the City Manager or designee to execute the same, and directs that a copy shall be kept on file in the Office of the City Clerk.
6. Appropriates $210,000 to the Capital Improvement Fund based on revenue associated with the County of San Diego reimbursement agreement to CIP STM0400.
