Recommended Action
Adopt a resolution ratifying the City Manager’s appointment of Laura Black as the Director of Development Services.
SUMMARY
Previous Director of Development Services Tiffany Allen was promoted to Deputy City Manager effective May 6, 2022. Assistant Director of Development Services Laura Black has been serving as the Director of Development Services position on an interim basis since August 12, 2022. This item seeks to approve the appointment of Laura Black to the position of Director of Development Services effective Friday, October 21, 2022.
ENVIRONMENTAL REVIEW
The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.
Environmental Determination
The Director of Development Services has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA.
Thus, no environmental review is required.

DISCUSSION
Previous Director of Development Services Tiffany Allen was promoted to Deputy City Manager effective May 6, 2022. Assistant Director of Development Services Laura Black has been serving as the Director of Development Services on an interim basis since August 12, 2022. The City of Chula Vista’s Charter Section 500 (a) grants the City Manager the authority to appoint department heads subject to the approval of the City Council. This item seeks to approve the appointment of Laura Black to the position of Director of Development Services effective Friday, October 21, 2022.
With over 20 years of experience in the development services field and almost two years as the City’s Assistant Director of Development Services , Ms. Black brings a wide breadth and depth of experience and leadership that will complement the current Development Services Department and City management team and continue to move the many City projects and initiatives forward.
Her accomplishments, duties and responsibilities are impressive and can be reviewed in the attached resume.
City Council adoption of the resolution will ratify the City Manager’s appointment.
DECISION-MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently, the 5 00-foot rule found in California Code of Regulations section 18704.2(a)(1), is not applicable to this decision. Staff is not independently aware, and has not been informed by any Council member, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter.

There is no fiscal impact from this action as the position is in the City adopted budget.
