9.1 Update on Harborside Park
Attachments

Public Comments
1. Item 9.1 - Harborside Update 12.6.22.pdf
John Zarem
I’m Chair of Chula Vista Parks and Rec Commission, also Chair of OVRP Citizens Advisory Committee.
Regarding Harborside park, the park needs to be reopened.
We've held 2 re-imagining sessions, I attended both and spent 4 hours talking to the residents. They want their park back BUT with security and without the homeless issues.
This park has been neglected for a long time. When I first became a Commissioner in 2017 the head of Public Works gave me a tour. At Harborside he explained the issues- drugs, crime, prostitution, homeless, vandalism, the county health building, etc.
So this has been going on for a long time but it became a crisis because it was on the TV stations, park gets closed, city searches for a solution.
What I don't understand why this issue was assigned to the housing division for resolution instead of Parks and Recreation or Public Works. In the first re-imagining session and accompanying survey, a featured proposal was to turn the park into affordable housing. And the survey was designed it so that option will receive at least 25% of the vote. None of the people who live there want that, I talked to them.
Why is affordable housing even an option for a park? These surveys weren't balanced and seemed like they had a pre-selected outcome.
Instead of relying on the surveys, talk to the local residents, as I have done. Talk to the taxpayers who are paying for this park. They want the park reopened now. But with appropriate security.
Thank you.
