I OPPOSE the appointment of Devonna Almagro to the District 3 seat.
La Prensa investigative journalists uncovered her voting address to be the same as Councilmember Cardenas even though she said she has lived in D3 for 15 years. That makes absolutely no sense. Why not use her own District 3 address?
She also submitted a fraudulent resume. She listed having a B. A. when in fact she does not. Her misleading actionsmake her unqualified for this position.

Council Member Chavez,
As a true long- time resident of Chula Vista since 2001, with the last almost 5 years in your District 1, I am writing to express my strong opposition to the nomination of Ms. DeVonna Almagro to the currently empty D3 council seat.
This seat should be filled in a fair and democratic manner through a special election so that the people of D3 can choose their representative. There is already an approved special election for the empty City Attorney seat which was created by the questionable continued endorsement by local and area elected officials and parties of a deceased individual who won the election.
If the City Council is compelled to make a selection, I strongly oppose Ms. Almagro, as should most Chula Vistans, for the following reasons:
1. Ms. Almagro only recently moved to and registered to vote in D3 on Election Day 2022. The San Diego County Registrar of Voters confirmed that her address prior to that was in the City of San Diego. She has only sporadically lived in the City of Chula Vista since 2006. This City has had enough of address hopping/ shopping political candidates in the November 2022 mayoral election.
2. Between January and August 2022, Ms. Almagro was registered to vote at the same residence as Council Member Cardenas. This would make them, at minimum, roommates, if not close colleagues and/ or friends. Council Member Cardenas should recuse herself from any vote involving Ms. Almagro, and draws into question the integity of any council vote on this matter.
3. Ms. Almagro' s documented educational history on her resume is, at minimum, deceptive and misleading, if not intentionally untruthful.
Thank you for your attention in this matter. I ask that you make the best choice and send the empty D3 seat to the already approved upcoming special election.

Based on the information that has come to light about Devonna Amagro' s mistatting of facts about her education and residency on an official form, I am asking that you please appoint someone else.
The city just faced a similar situation with Ammar Campa Najar. And at least partially in response to that, we decided to elect someone else.
Additionally, on a national level, we are seeing something similar to this play out in Congress by virtue of the George Santos debacle. There are nine other candidates. It would not behoove the council to appoint someone who has been so blatantly callous with the truth in seeking this office. It is a red flag at the very least and one that we and you as our elected representatives. should take note of, and act to avoid. We ought to be learning the lessons of our increased polarization, and extreme divisiveness in our democracy. Not repeating them. It is your civic duty as our elected representatives to appoint the best candidate for this position and I do not think that Devonna Amagro fits that description.
