Honorable Mayor and honorable members of the council: I am Dr. Sue Hauwiller a medically retired Lieutenant Commander from the Navy as well as a retired periodontal surgeon. I have been a Chula Vista resident for over twenty years, residing in Rolling Hills Ranch. David has always been available to help me with any problems I have had. I met David when he was working as a field organizer and office manager during the Jerry Brown campaign of 2010. David would be a good councilman because he is a practical people person. He listens attentively and addresses problems with genuine concern. He introduced me to Rotary which opened up opportunities for me to serve our community.

David always makes himself available to help those in need. He is kind and attentive. David is trustworthy and dependable. He is an excellent problem solver. David has excellent foresight. He is supportive of the people he works with. He is well organized and tackles problems with vigor. I thank you for your consideration. Please vote for David.

DELIVERED AT CITY COUNCIL MEETING, COUNCIL CHAMBERS, CHULA VISTA, CA January 24, 2023
Honorable Mayor and Councilmembers:

I am grateful for your time, and your consideration. The charges of your roles are difficult, and often regretfully unapologetic. On behalf of District 3’s citizenry, we are grateful for your effort to hear us. However, I am here to offer two useful observations in continuing my service to District 3 and Chula Vista.

First, consider that my District is entirely dissatisfied with an appointment process, especially since the prior two city council appointments were calamitous, if not politically deleterious for the appointers. Second, citizens’ comments during the prior meeting are truly worthy of our reflection.

I am here solely to represent my District. Our public has cried for a particular appointment. Because recent evidence suggests that applicants haven’t been truthful, and our elected officials have not promoted finalist candidate selection based on a viable meritocracy, how will we proceed? For instance, residents of District 3 believe that the chosen finalist was, indeed, pre-selected, which points to political gamification. This Council has failed to deliver transparency regarding a selection methodology, rendering this process shameful. As a scholar, I found the City Council’s appointment recruitment transparency with my District to be sufficiently foggy, at best. In other words, a Item 7.2 - Written Communications

DELIVERED AT CITY COUNCIL MEETING, COUNCIL CHAMBERS, CHULA VISTA, CA qualitative analysis of our finalists’ applications fails to reveal any identifying skills, traits, characteristics, or core competencies that remotely help District 3 understand what you seek. Your process fails to help District 3 assurances that the Council knows who we are.

Second, citizens’ comments during the prior meeting, namely on issues of social justice, are worthy of our reflection. Recall that the concept was weaponized to promote a particular candidate. Social justice, which aims to frame discourse from a place of inclusivity and equality of opportunity, is not a tool for self- promotion and bias. For instance, statistical information was misrepresented during public comment without consideration of disaggregation by district, as well as other key demographic characteristics crucial for understanding disproportionate impact. When discussing issues of equity, for instance, demographic intersectionality is fundamental to avoid complacency.

My husband and I maintain high expectations for Chula Vista and its representatives. He and I believe that to those whom much is given, much is expected. Much is given to us. Much is expected from us. Therefore, we can do better.

Very respectfully,
Dr. Christos Korgan
Dr. Emiliano Carpio

To Whom It May Concern:

I would like the following comments to be addressed to the members of the Chula Vista City Council. It is my understanding that today, January 24, the council will be addressing concerns raised about Devonna Almagro who wishes to join the Council. I am not sure the e-comment link will work, so I am emailing my comments as well.

Devonna was in my Ethnic Studies course in 2003. She was one of the brave and self-sacrificing students who worked on instituting the Ethnic Studies major at The University of San Diego. For her project in my class, she and another student wrote a history of the student struggle to obtain a major. I am holding this document in my hands right now: it is a precious interview project with student activists and others who sacrificed so much to create this much needed diversity curriculum at USD. Thanks to students like her, the major passed in 2002 and we were able to hire a director for a new program in 2003.

I am sorry to say that I had no idea that she did not finish her course work. Many of the most dedicated students were first generation and I know some put off graduation in order to be the first Ethnic Studies graduates. I also know that many students were very stressed over finances and the punishing loans they were obliged to incur. Since those years, I have seen Devonna devote herself to work in Sherman Heights and in other organizations grounded in community work. We have not really kept in touch, but we do run into each other at events.

It is very hard to see such a wonderful person go through this. I know that we would be happy to help her finish her degree. I am only sorry that this help comes so late. I have seen the brief note from USD confirming that she took courses there, but this does not indicate the impact she actually made on the university.

I hope this can all be resolved in a good way.

Sincerely, Dr. Gail Perez
Professor Emerita

Subject: District 3 City Councilperson Appointment - David Diaz - In favor Good evening Mayor and councilpersons,
I am a believer in diversity and access to any community group, gathering, and advisory- type representation to increase knowledge and experience. When it comes to the critical issues that the City of Chula Vista is facing, I believe that beyond diversity we must take into consideration qualifications, experience, and a complete understanding of the challenges that come with the position.

I am in support of two candidates, the one I am speaking for at this time is David Diaz, he has the experience to work collaboratively with peers of all beliefs and backgrounds.

Mr. Diaz understands the complexity of the position and as a Chula Vistan, he cares for the community as a whole.

Please consider the person that will listen to their community and putting personal issues aside will represent the community it serves.

Thank you,
Aurora M.

Subject: District 3 City Councilperson Appointment - Griselda Delgado - In favor Good evening Mayor, councilpersons, and the public present.

Griselda Delgado has been a dedicated community member committed to putting what benefits those she represents over her self-interest. Unfortunately, I must be short on this recommendation, but please rest assured that her qualifications and qualities will not disappoint the community that needs representation.

Thank you,
Aurora M.
