In the spirit of transparency, I feel strongly that resolutions ought to be read publicly. I'm a teacher and I could say, "The title of chapter 4 is acids and bases, and you can read the chapter to find out what's in it". Only a few people will find the chapter and actually read it. Later, it wouldn't be right for me to expect a wide range of understanding of the material. As a proud resident of Chula Vista, it matters to me that as many forms of communication as possible are utilized to reach a wide audience. It feels like you're hiding something if it's not read publicly. Please reconsider the motion to only read titles. Thank you.

The Pacific Southwest Associations of REALTORS supports the work Chula Vista is doing on ADU's. ADU's provide badly needed housing in a county that sorely needs places for residents to live. ADU's provides inter-generational housing. They also provide a mechanism to improve financing opportunities for family that may not otherwise be able to purchase a property. In a future step, we would like for the city to establish preapproved ADU building plans similar to what is provided in the County: https://www.sandiegocounty.gov/content/sdc/pds/bldg/adu_plans.html
PAUL HENKIN
Hi Mayor, Councilmembers, Readers,
ADU's, a way to keep new homes connected to the city life and family - good if you have space, but if you don't, the door is open to slums and ghettoes.
Whether or not it's State law, Plague spreads faster among crowded homes (such as homes 'set back' 4 feet from each other.) Also, the 18 or 25 foot height is problematic if it cuts off light and proper ventilation. Bring back the open sewers and it's medieval times. And speak of open plumbing, what happens next door will have a greater impact on both houses, the main issue being a sudden massive downpour (such as 15 rainstorms in a row.) in a fairly narrow space.
The summary says that as long as the structures do not present a threat to public health and safety ..., they cannot be the basis of an ADU’s denial. Well, under this law, I think they are a threat, and I hope that a lot of denials occur.

As someone who represents thousands of residents of the Chula Vista community, I strongly believe that all public safety personnel should be treated equally and fairly. While I understand the city's proposal to give police officers a 5% raise in the middle of their contract term, it is my opinion that this proposal is unfair to our fire fighters who are equally deserving of a raise.
At a time when our city is growing rapidly and in need of additional public safety personnel, it is crucial that we provide adequate support and incentives to both police officers and fire fighters. A raise for both departments would not only recognize their dedication and hard work, but also help with recruitment and retention efforts.
Therefore, I urge the city to reconsider its proposal and provide a commensurate raise to our fire fighters as well. It is important that we value and support all of our public safety personnel equally, as they play critical roles in keeping our community safe and thriving.
Karl David Zurlage
The fire department deserves a raise. Public safety should be treated as equals.

Association of Chula Vista Employees (ACE)fully supports this item which includes the equity adjustments for our Public Safety (Sworn Officers/partners) due to the staffing crisis nationwide. We will continue to encourage our City Administration to stay on top of compensation for our other civilian hard to fill positions. ACE wants to also thank and recognize our City Administration for addressing the other equity adjustments for our Police Dispatch employees who have also been dealing with a staffing crisis.
President of ACE
Sara Kent Ochoa
Mayor McCann, Deputy Mayor Preciado, and Councilmembers -
While I am indicating a "neutral" comment regarding this agenda item, my position is actually in opposition unless and until equal compensation increases are negotiated, considered and approved for Chula Vista Firefighters.
Our firefighters are first responders who risk their lives, build faith with the community as public servants in the public safety sector, and who dedicate their lives to this work with fewer negative connotations as perceived by the community as compared to Chula Vista PD.
Why are our firefighters being given short shrift by comparison?
I ask that this Mayor and Council, should you approve agenda item 5.5 tonight, immediately engage in good faith negotiations with the Chula Vista Firefighters Association, and offer nothing less than the improved compensation plan agreed to with the POA as the City's opening position.
Thank you for your consideration of these comments, thank you for your service to Chula Vista, and thank you in advance for honoring and fairly compensating our firefighters.
Mary Jo Ornelas
While we do support immediate raises for public safety, we can’t support this amendment in its current form. It is understood that CVPD has recruitment issues but CVFD does as well, and works significantly more hours for far less money. There should be parity in Public Safety and with this amendment passing in it’s current form it just moves the two groups further apart. If this amendment can be written as so all of Public Safety gets a raise we can strongly support it going forward.

It's important to give the fire department a raise in salary not just the police department because firefighters play a critical role in ensuring public safety and saving lives. They put themselves at risk every day to protect their communities from fires, natural disasters, and other emergencies.
Firefighters work long hours, often in hazardous conditions, and are required to have specialized skills and training to do their job effectively. Despite the dangers and challenges they face, many firefighters do not receive the same level of compensation as police officers, who also play an important role in maintaining public safety.
By providing firefighters with a fair and competitive salary, we can not only show them the respect and appreciation they deserve for their hard work and dedication, but also help to attract and retain the best talent in the profession. This, in turn, will improve the quality of service and enhance public safety in our communities.
Sotta Villasenor
Lets also give a raise to the great Chula Vista Fire department!!!
By providing firefighters with a fair and competitive salary, we can show them that we value their hard work and dedication, and help to attract and retain the best talent in the profession. This will not only improve the quality of service provided by the fire department, but also enhance public safety in our communities. In addition, by providing a fair wage, we can help to reduce financial stress and improve the overall well-being of firefighters and their families.

In addition

Completion of a high school diploma or GED
Associates or bachelor's degree in fire sciences
Master's degree in fire sciences
Specialized training
EMT training
Paramedic training
Hiring process

Be fair, Raise for Chula Vista Fire Department Now
Regina F
It's important to give the fire department a raise in salary not just the police department because firefighters are an essential part of our community's safety net. Firefighters are responsible for responding to fires, medical emergencies, and natural disasters, and are often the first responders on the scene of an emergency. Say No to POA raise, send a message we value ALL public safety Juan Perez
I oppose this item to give the police a 5% pay increase, because it leaves out the fire fighters, once again.
Fire Fighters do God's work and they should be recognized for it. Putting their lives on the line for Chula Vista residents day in and day out without hesitation should be awarded with a fair deal, not ignored and backburned.
So I encourage City Council to reconsider and have wage parity for Fire Fighters.
Martin
Police deserve a raise, but what about the rest of the public safety workers. If we want to show our appreciation to for our public safety workers then everyone should get a raise. Especially the Fire Department. They have trouble already with recruitment. And they are primarily the first responders.
Bryan
Recruitment is not an issue that is isolated to CVPD, it is an issue that the Fire Department faces as well. It is time the City of Chula Vista stops making attempts to divide public safety, and works to unite the entities and keep the citizens protected. If the council feels obligated to increase the pay for the Police Department, are they prepared to present justification as to why the Fire Department does not deserve the same? Terry
I’m not opposed to Police officers getting raises. What I am opposed to is the fact that Firefighters are not included in this. The firefighters have sacrificed long hours and time away from their families for the last several years. This is due to COVID, recruitment issues and large numbers of retirements.
The City of Chula Vista needs to look at public safety as a whole and stop separating police and fire. Both departments are understaffed and under compensated. We are competing against the entire state for quality employees. Please make this a public safety raise so that we can increase public safety across the entire city by attracting the best candidates and thanking the current employees that have put in the the hard work keeping our city safe.
Noah
Without a doubt public safety deserves a raise! Where is the Fire Department in this? Fire absolutely deserves this raise as well. They continue to struggle with recruitment of qualified personnel.
Manny
PD deserves a raise but let’s be honest, the fire department should be treated as equals and deserve a raise as well as they continue to struggle with recruitment.
Chris Colombo

Police officers deserve a raise but public safety should be treated as equals and the fire department deserves one as well as they continue to struggle with recruitment.

In considering a raise for POA, it's important to give a raise to the fire department and not just the police department. It's essential to recognize that both the fire department and police department serve unique purposes in their respective communities. While the police department is responsible for maintaining law and order, the fire department plays a critical role in protecting the public from fire and other emergencies.
Fires can cause significant damage and pose a severe threat to public safety, and it's crucial to have a well-trained and adequately equipped fire department that can respond quickly and effectively to these emergencies. Giving a raise to the fire department ensures that they have the necessary resources to carry out their duties and protect the community.
It's also worth noting that the fire department often works in collaboration with the police department to respond to emergencies, and both departments are essential in maintaining public safety. Ultimately, giving a raise to the fire department is an investment in the safety of the community and its residents.
Brenda Aguirre
Lets be fair, Raise for POA sure also be a raise for The Fire Department.
The fire department plays an important role in ensuring public safety by responding to emergencies such as fires, medical emergencies, and natural disasters. The work of firefighters is often physically and mentally demanding, requiring them to put their lives on the line to protect lives and property.
Despite their critical role in the community, firefighters often receive less compensation compared to other professions that require similar levels of skill and training. This can lead to difficulties in attracting and retaining qualified firefighters, which can have negative consequences for public safety.
Therefore, giving a raise to the fire department is essential to recognize the value of their work and the sacrifices they make to protect the community. It also ensures that the fire department can attract and retain qualified personnel, which is crucial for maintaining the quality of emergency services provided to the public.
It's important to note that while the police department also plays a vital role in maintaining public safety, it's essential to recognize the unique contributions of each department and provide fair compensation based on the demands and responsibilities of their work. Ultimately, giving a raise to the fire department is a necessary investment in the safety and well-being of the community.

Here we are again showing how much sway the Police Officers Association has over the city and in capturing more of the General Fund. Police have enough differentials, overtime and other mechanisms to game the system. Disgusted.
Frank Rivera
Honorable Mayor McCann & City Councilmembers,
MMPR supports the resolutions being offered tonight, but recognize that numerous recent City Council agenda reports regarding similar out of cycle wage adjustments is a piecemeal solution. With recent inflation at 8%, wages have suffered & more employees are looking for employment elsewhere. Recent MOU negotiated wages, although appreciated, are actually less than what was negotiated when you consider that wage increases were only implemented months after the previous MOU had expired. Retroactive wage increases have historically been offered when final approval by City Council occurred after the existing MOU had expired. Negotiations have always been conducted in good faith with the best effort from both sides of the negotiating table doing their very best to wrap up before the existing MOU expired.
The "F" Step being recommended for the Peace Officers is appreciated & acknowledges that those positions are hard to fill & very competitive. We have been made aware that all positions in the city, except for Gardener & Code Enforcement Officer, are hard to fill. We would like the City Council to end this piecemeal fashion of bringing employee positions by employee positions once a month or so for action which really applies to all positions in the city.
Please consider the 5% higher "F" Step for all classifications & also consider Longevity Pay for all classifications, not just for POA. Thank you.
