Mr Garber
Police work is more dangerous than firefighter work because police officers are more likely to encounter violence and potentially life-threatening situations while responding to crimes, arresting suspects, and patrolling the streets. In contrast, firefighters generally respond to emergencies where the risk of violence is lower, and they focus on containing and extinguishing fires or rescuing people from dangerous situations. However, firefighters are also heroic and provide a vital service to their communities. Given that police are currently understaffed, it may be more pressing to address that issue before increasing pay for firefighters.

John Guzman
If we are talking parity, will the CVFD work 8 or 10 hour shifts like the police? We already pay them to sleep 8-10 hours a day I think they are getting enough.

Dan Castillo
Please SUPPORT BASE PAY PARITY for Chula Vista Firefighters to ensure fair, equal, and competitive pay for all Chula Vista first responders. A city's budget reflects our values. It’s always a challenge to make these choices, but that’s what you were elected to do. I believe in your capacity to do the right thing. Please support base pay parity for our firefighters.

Theresa Acerro
If we actually want anything to come out of expense for JEDI: We need planning groups for every District like San Diego has-perhaps not as formal and staff heavy, but with residents getting first chance to comment on everything planned or proposed for their District. At least monthly meetings in each District led by council rep where everything proposed is presented for comments and residents have opportunity to present concerns to their rep.

The public may address the Council on any matter within the jurisdiction of the Council but not on the agenda.

It's great that the proposed budget begins with the title and doesn't show off any awards, which is a way, in my opinion, of taking up space for the ad biz, unlike the County Budget and the City Budget.

PLA's kill free enterprise and non-union apprenticeships like the Black Contractors Association, there have never been a PLA that allows non-union apprenticeship (equality) that are all state approved to work on PLA's. There must be a conversation with Unions, who you are doing this for and the programs that you are locking out of the freedom to work in our cities.

Dustin Steiner
Dustin Steiner representing over 900 union and non-union construction firms of the Associated General Contractors, San Diego Chapter.

Our members have been building San Diego County for a century.

I am writing in opposition to item 12.1

Project Labor Agreements are by their very nature discriminatory.

PLAs discriminate against the over 80% of the local construction workforce who has chosen not to join a union.

PLAs discriminate against non-union apprenticeship programs like AGC’s and the National Black Contractors Association.

These programs are state and federally approved but would be unable to work under a PLA.

PLAs are bad for workers – many of whom would pay dues, but never see the benefit of those dollars in retirement because they haven’t vested.

PLAs undermine collective bargaining, as they go around contracts already negotiated.

Simply put, mandatory PLAs hurt local hire and displace thousands of craft workers who pay taxes in Chula Vista and should have the opportunity to build projects in their own community!

We welcome the opportunity to discuss PLAs in greater detail and hope the Council will take the time to meet with stakeholders such as the AGC before taking action on this non-action item here today.

Thank you for your consideration.

Patrick Davidson
Hello, My name is Patrick Davidson. I am a proud Union member of Local Union 1399 in San Diego. I urge you to support this citywide Project Labor Agreement with the San Diego County Building and Construction Trades Council. Project Labor Agreements are proven to get projects done on time and within budget. Project Labor Agreements are very important for the City of Chula Vista and its Residents. This Agreement can include local hire to provide opportunities for targeted recruitment for apprenticeship programs. Apprenticeships start with a job and lead to quality, middle-class careers in the construction industry.

In closing, I ask you to support investing in our local skilled and trained workforce and vote in support of the PLA with the San Diego Building & Construction Trades Council. Thank you! Nephi Hancock
My name is Nephi Hancock, and I’m a union Electrician with IBEW LU569.

* I urge you to support this citywide Project Labor Agreement with the San Diego County Building and Construction Trades Council.

* Our Agreements include local hire provisions that will put local workers who live, work, and pay taxes in the city of Chula Vista to work on our city’s very projects. It keeps those valuable dollars in our communities and allows these dollars to change hands up to six times in our local economy. * Our Agreements include provisions that provide quality family health, dental, and retirement benefits for all construction workers on covered projects. For many construction workers these agreements will provide these life-changing benefits for themselves and their families for the first time and create family legacies for generations.

I have personally benefitted from these opportunities: My wife died from cancer and the medical bills were over one million dollars. My Union insurance covered most of it. I paid very little.

In closing, I ask you to support investing in our local skilled and trained workforce and vote in support of the PLA with the San Diego Building & Construction Trades Council. Thank you! 1. Item 14.1 Written Communications Received 5_9_23.pdf Juan B
Firefighters are great and CVFD do a wonderful job, but. . When was the last nationwide protest against firefighters?...When have firefighters had to face lawsuits for simply doing their job? ....When have firefighters had do undergo internal affairs investigations for simply doing their job per R. Diaz
A police officer’s daily job responsibility requires many roles compared to that of a firefighter. Requesting parity pay for firefighters is not justified.

Magdalena
I oppose for the fact that we are not experiencing hiring pitfalls with firefighters because they do not face the same kind of opposition and push back and critique and danger that our officers do on a daily basis. We have to be able to offer our officers better pay to hire qualified people to do that job and do it well.

Concerned citizen
Police have a more dangerous profession than the fire department. There is no comparison and pay should not be equal.

Jon
I appreciate everything firefighters do, but they do not face the same dangers, challenges and obstacles Police face. Police departments all over CA are facing severe hiring shortage and RETENTION problems. Law enforcement officers are constantly in the field, working in potentially extremely dangerous situations/interactions from every contact they make. They are proactive in protecting the community. Fire fighters are REACTIVE. Police don’t get down time like fire do. They do not face the stress police officers do. They have benefits built into their position allowing them time to decompress and deal with stress through activities like working out on the job and down time. Police officers do not.

Franco
By this reasoning doctors and nurses should be paid the same…. Despite doctors having far more liability in practice and required training. I get the idea that firefighters should be paid more, I agree. But let’s not throw common sense in the trash by comparing apples to oranges here.

Mike
I appreciate fire for what they do. But to say they face the same dangers and liability as police is just absurd. They do not carry weapons, deal with subjects with weapons, take away civil liberties granted by the constitution, and much more. They are different jobs with different training, requirements, risks, and responsibilities. The pay should reflect the job. Not a socialist approach of everyone getting paid the same for every job.

Anthony Gonzales
While there is no doubt the dangers firefighters face, let’s be realistic in our approach. A “busy” fire station gets about 5-7 calls a shift. Most of those calls are handled by the medics. Parity would require the firefighters to answer 20-30 calls a day. Plus they sleep and watch TV until a call gets sent to them.

John Thompson
Out of the top 20 highest paid city employees, firefighters make up 12 of those spots! That is ridiculous! If we are taking about parody then give the cops another raise so they can make as much as the fire fighters! Manuel Martinez
If the fire fighters want the same pay as police then have them apply to a cop. I hear they have several vacancies. But they won’t do that because it is a completely different job and they would actually have to work. They wouldn’t get to sleep on duty, go shop at Costco on duty, cook in their gourmet kitchens, work out on duty and watch movies in their theatre rooms at every fire house.

A
Pay rates for city employees should not be a “me too”. Pay should be based on attracting employees and comparable jobs in other agencies. Has fire provided a pay study to show that they are underpaid compared to other fire departments Has fire provided a report on losing fire fighters to other agencies due to pay and work conditions. The police department has. The police were in the bottom of the county and have been losing officers to other agencies. Stop with the “me too” Jesus Gonzalez
Police and Fire have two completely different jobs. It’s ridiculous that we are even having this conversation about parody! How many vacancies does the Fire Dept have? How many fire fighters have left CVFD for other FD? Where does the CVFD fall on pay compared to other fire departments in the county? This is not an apples to apples comparison. The city needs to do the right thing in this situation and not be bullied by the spoiled fire union.

Mike ramirez
Out of the top 20 highest paid city employees, firefighters make up 12 of those spots! There are 9 of those who are making more money than the actual fire chief himself! That's insane!! They want a pay raise to pad their already fat pockets when they are getting paid more than their own chief? Get out of here.

Concerned citizen
I strongly oppose pay parity. While police and firefighters are both first responders, the jobs are not the same by any stretch, and an apples to apples comparison regarding pay not appropriate.

Greg B
I respect and appreciate the concerted efforts of the fire personnel. I do not support “pay parity” between CVPD and CVFD. The reality is that while both careers of service take a toll on the individuals so dedicated, they are not nearly equivalents. Each one is unique and the compensation for each must be justified independently. The compensation afforded to the officers of CVPD is well deserved and absolutely necessary to keep the officers we have and hopefully attract more. “They have it and we want it,” is not justification.

Concerned resident
Law enforcement Officers put their lives on the line day in and day out. They do a very different job and parity is not appropriate amongst them and the fire department.

Gustavo ochoa
Will fire department do work "parity" with police too, by doing 8-10-12 hour days? Or are we wanting to pay them more money to sleep? If they want parity to be equal, then make the workload equal.

Todd Sharpe
Phrases you'll never hear- The fire department is understaffed.... or... no one wants to be a firefighter. Now swap that with police and see if it's the same? Until these are true statements for the fire department, please don't waste tax payer money to make the already over paid firefighters, even more rich.

Sergio Martinez
Do not agree with fire's position, strongly opposed!!
aloysius gonzaga
Fire wanted to base their pay raise based on a flawed argument that their job is just as dangerous as police

1. Police officers face higher levels of danger and risk in their line of work. They are often required to confront armed suspects and are more likely to sustain injuries or even lose their lives in the line of duty.

2. Police officers require more advanced training and education than firefighters. They need to be knowledgeable in areas such as criminal law, investigation techniques, and conflict resolution, which requires significant investment in training and education.

3. Police officers are expected to be available 24/7 to respond to emergencies and maintain public safety. They work irregular hours and are often required to work overtime, which increases the cost of employing them.

4. Firefighting is a physical job that requires strength and stamina, but it does not require the same level of mental acuity and decision-making skills as policing. Firefighters are trained to respond to specific types of emergencies and follow set procedures, whereas police officers need to be able to make split-second decisions in potentially life-threatening situations.

Overall, while both firefighters and police officers provide essential public services, the nature of their work and level of training required may justify a difference in pay between the two professions.

Robert Contreras
I support all of our first responders. Both police officers and fire fighters are very much needed to keep our community safe. I believe our police officers face a much different battle. The CVPD is understaffed, over worked, and have historically been in the lower half of comparable agencies for compensation. The CVPD is in a crisis and cannot hire enough good people to fill their vacancies. Fire does not have this issue. They are paid very well compared to other agencies regionwide. They do not have a staffing crisis. Look at transparent California and you will see how most fire fighters are the top paid in the entire city.

Christina Munoz
I used to date a CV firefighter and know how they scam the system. They are already the highest paid in the city and watch movies and sleep while collecting their checks. Reality check guys you should be paid to work! Gary White
Completely disagree with equal pay. Check transparent California to realize how much money firefighters make. They respond to a couple of calls a day (24 hours) and mostly medical.

Jorge Jimenez
Unreal to hear firefighters want pay parity. They get pay to sleep, workout, and watch tv. Don’t believe, ask for a station tour. They should move to 8 hour shifts and would save tax payer's money by not having to get pay to sleep.

Brenda Lorena Aguirre
"As a concerned citizen, I would like to urge you to support the implementation of Base Pay Parity for Chula Vista Firefighters. The implementation of this measure would ensure that all Chula Vista first responders are compensated fairly, equally and competitively. Our firefighters put their lives on the line every day to protect our community, and it is only right that they receive the compensation that they deserve. The implementation of Base Pay Parity would not only serve to recognize the invaluable contribution of our firefighters but also ensure that they are able to continue to serve our community with dedication and commitment." Stephen Gilman
Esteemed Council Members,
My name is Stephen Gilman, and I represent over 50,000 firefighters in the International Association of Fire Fighter's Tenth District. I am contacting you to advocate for implementing Base Pay Parity for Chula Vista firefighters. This measure would promote just, equitable, and competitive compensation for all Chula Vista first responders.

As public servants, it is your responsibility to avoid pitting our first responders against each other for resources. While it is commendable and warranted to pay police officers appropriately, we must also recognize the efforts of our firefighters, who should earn no less for protecting the public daily while risking their lives. In addition, it is crucial to acknowledge firefighters' role in maintaining your community's safety.

Chula Vista has fewer firefighters per capita than any other large city in California, despite having some of the busiest fire companies in the nation. Compound this with climate change; wildfires are becoming more frequent and potent, making this situation unsustainable. Pay parity can only help with the recruitment and retention of your fire department. Continuing without equality would be unfair to our firefighters and the public.

Your city budget is a reflection of your values. Making choices prioritizing our firefighters and first responders would demonstrate your appreciation for their service, reliance on them, and need for their continued efforts to keep our community safe.

Cesar Fernandez
Hello Council Members and Mayor McCann,

My name is Cesar Fernandez. I am a proud resident of Chula Vista, currently residing in District 4, and Trustee for Chula Vista Elementary School District. I am fully in support of parity for all first responders, including firefighters and paramedics.

I applaud the council for taking action to increase compensation for any branch of public service, as we all know how difficult it is to find applicants for these positions. Raises for public servants shows that we value their hard work and at times, their willingness to make the ultimate sacrifice for public safety.

Two nights ago, there was an unruly individual near 2nd Avenue that caused harm to themselves. I was happy to see that police, firefighters and paramedics all showed in a short amount of time. They worked together to de-escalate the individual and then care for their wounds. This incident and response underscores my view that public safety is a package. It is the coordination of different branches that keeps our city safe.

We, as Chula Vista, cannot truly say that we value public safety, if we do not provide equal compensation for all branches of first responders. Make this city proud by showing how much we value the work of firefighters and paramedics, as well as police. Take action to provide pay parity for all.

My Best,

Cesar Fernandez
Resident, D4
Trustee, Chula Vista Elementary School District

I support Pay Parity for our Chula Vista Fire Fighters. They are on the front line every day and deserve pay parity with other first responders such as the Chula Vista police force. If we want to continue to attract quality people to these difficult but crucial jobs, they must have pay parity or they will choose to work elsewhere.

Manny D.

I support parity
Yvonne
It's clear that firefighters are some of the top paid employees in the city, just look at Transparent California.

Nadia Kean-Ayub
Good evening,
My name is Nadia Kean-Ayub and I am a lifelong resident of Chula Vista.

I chose to continue my residency after I became a parent because Chula Vista is a commUNITY first and foremost, one the holds it's heroes and helpers in the highest regard.

I have seen first hand this type of unity in sibling cities, where First Responders stand together through negotiations, which then translate to comraddery and support in the field.

This sense of support carries through the hardest of times, like global pandemics, where our communities expectations soared.

Having stood side by side with our other first responders to help our community remain what it is would make not granting our Fire Fighters pay parity an injustice.

We support our heroes, their families, by supporting Pay Parity Chris Colombo
I am writing to voice my support for pay parity between firefighters and police officers. Our firefighters have been dedicated to protecting and serving our community, and it is time we recognize and honor their commitment and sacrifices by ensuring fair compensation.

The recent salary increase for our police officers, while deserved, has only widened the disparity between their compensation and that of our firefighters. It is disheartening to see the city discount the sacrifices and services of our firefighters, who work tirelessly to keep our community safe.

Moreover, this pay disparity has a direct impact on the fire departments ability to recruit, train, and retain the best possible firefighters for our growing community. Our citizens deserve a well-trained, highly skilled, and motivated firefighting force to protect their lives and properties in times of emergency. If we do not adequately support our fire service, we risk losing talented individuals to other communities and compromising the safety of our own residents.

I urge our city leaders to address this issue and work towards establishing pay parity for our firefighters. Investing in our fire service is an investment in the safety and well-being of our community. It is our duty to ensure that those who put their lives on the line to protect us are fairly compensated for their sacrifices and dedication.

Michael Inzunza
Mr. Mayor and Council,
I would like to strongly encourage the city manager to open negotiations for our city's firefighters to begin the discussion for increased compensation. While the increase in pay last week for CVPD was critical for retention and recruitment efforts, it is equally important that we make gallant strides in supporting our firefighters with a salary schedule that meets the very top tier as the county's second largest city and, still, fastest growing in the state. Our police and firefighters are well respected civic-servants in our city, but our firefighters now need your commitment to open the dialogue to a scheduled increase over the next 3-5 years. I have known several dedicated firefighters since we were teens in Chula Vista and i know how difficult it is when they are "forced" to work days away from their families for pay that is higher in smaller less funded cities per capita. I have also heard first hand of depression over trauma they have experienced and in house efforts to provide stronger mental health services to keep them on the job. Simply put, i am very concerned that many of our homegrown firefighters will begin looking elsewhere for employment putting a harder strain on our city's protection services. I appreciate your attention and consideration.

Brandon G

Hello my name is Kris Keehl, a local professional firefighter standing in solidarity with Chula Vista Professional Firefighters. I urge you to support Base Pay Parity For Chula Vista Firefighters to ensure fair, equal and competitive pay for all Chula Vista first responders.

We should not pit any public servants against each other for resources, but we definitely shouldn’t do it with our first responders. Paying police officers appropriately is good, and firefighters deserve no different. They’ve earned no different.

Thank you for your consideration of this matter.

Hello my name is Andrew Dorosan, a local professional firefighter standing in solidarity with my Chula Vista Professional Firefighters. I urge you to support Base Pay Parity For Chula Vista Firefighters to ensure fair, equal and competitive pay for all Chula Vista first responders.

I do not believe we value our firefighters less. I do not believe we rely on them less. I do not believe we need them less. They are not asking for the most, they are just asking for the same. Pay parity is simple, it is fair, and it is right.

Thank you for your consideration of this matter.

Ellen Kappes
I support Pay Parity for our Chula Vista Fire Fighters. They are on the front line every day and deserve pay parity with other first responders such as the Chula Vista police force. If we want to continue to attract quality people to these difficult but crucial jobs, they must have pay parity or they will choose to work elsewhere.

Royce Copeman
Hello my name is Royce Copeman, a local professional firefighter standing in solidarity with my Chula Vista Professional Firefighters.

Brian Rice
As the President of the California Professional Firefighters, representing 35,000 professional firefighters and emergency medical service personnel statewide, I urge you to support Base Pay Parity for Chula Vista Firefighters.

By doing so, you will ensure fair, equal, and competitive pay for all Chula Vista first responders, and give the brave men and women of the Chula Vista Fire Department the respect they deserve.

Budgets reflect values. Public servants should not be pitted against one another for resources, particularly when it comes to public safety. Fire and police are equal partners in public safety, and it undervalues and demoralizes firefighters to do the same work as their police partners for less. This is also about sustaining a functioning, safe, and capable fire department to protect the city. Chula Vista already has fewer firefighters per capita than any large city in California, yet it has some of the busiest companies of any city department in the entire nation. Without pay parity, CVFD will lose its ability to recruit and retain firefighters, which will affect emergency response in the community

Chula Vista Firefighters aren't asking for the most, they're just asking for the same. Pay parity is simple, it's fair, and it's right. It’s time for elected leaders to act. Thank you.

Tom Lemmon
Mayor McCann, and Honorable Council members my name is Tom Lemmon and I am retired Union construction worker living comfortably and with dignity because of fair wages and a defined benefit pension, fought for in solidarity with my brothers and sisters and negotiated for me by my union Representatives…

Over the years, as I think most of you know, I have personally been involved in negotiations on behalf of workers throughout the county.

One thing that I can say is, there is honor and being true to your word, and following through with previous commitments, that always resonates and pays dividends for All parties. Unfortunately one thing that’s making a lot of noise right now, the lack of follow through on previous commitments that that Council members and past Council members have made to the Firefighters…

You shouldn’t have to have the public show up and write in to remind you of the commitments you have already made.

Union members are your partners they need to be treated fairly, and with dignity.

Pay parity is not that complicated. I encourage you as a council to re-evaluate your previous commitments to the public safety, and pay the Police and Firefighters wages that reflect the value they bring our community. Consider their value if it was you or your family in a life-threatening situation.

It’s time to deliver on your promises. It’s time to make sure that the first line defenders are compensated commensurate with a value they bring.
