DISCUSSION
As a result of existing staff vacancies and the ongoing recruiting needs of the Police Department, a large number of applicants are anticipated to go through a background investigation during the recruitment process. To efficiently manage the large volume of background investigations, the Police Department will continue to contract for background services for prospective law enforcement officers and civilian staff.

On March 10, 2023, the City of Chula Vista issued Request for Proposal (RFP) # P19-2023 for companies to provide background investigative services for the Police Department. The table below represents the four respondents to the RFP:

Table 1: RFP #P19-2023 RESPONDENTS
Oracle Investigations Group LLC
Professional Polygraphs and Backgrounds
PSC Investigations LLC
TruView BSI, LLC

An evaluation team, consisting of the Professional Standards Unit (PSU) Lieutenant, PSU Sergeant, and PSU Sworn Background Investigator, reviewed the written proposals to evaluate their qualifications to provide background investigative services. After a comprehensive assessment, staff recommends awarding the agreement to PSC Investigations LLC to provide background investigative services for the Police Department.

PSC Investigations LLC was chosen due to their ability to meet the Scope of Work requirements as detailed in the RFP; along with their methodology and approach to completing the required work, their business philosophy and ethical standards, their proven knowledge of current Peace Officers Standards and Training (POST) background investigation requirements, and their competitive pricing.

The cost of PSC Investigations LLC to provide background services is a flat rate of $1,250 for each investigative report. The initial term of the agreement with PSC Inv estigations LLC for Background Investigative Services will be for a period of two (2) years effective June 1, 2023, with renewal options for up to three (3) successive one -year periods upon mutual agreement of both parties (potentially through May 31, 2028).

DECISION-MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is not site-specific and consequently, the 500-foot rule found in California Code of Regulations Title 2, section 18702.2(a)(11), is not applicable to this decision for purposes of determining a disqualifying real property-related financial conflict of interest under the Political Reform Act (Cal. Gov't Code § 87100, et seq.).

Staff is not independently aware and has not been informed by an y City Council member, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter.
