DISCUSSION
The City of Chula Vista had previously provided animal care and control services for the City of Imperial Beach until 2016 when the City of Imperial Beach entered into a new agreement with San Diego Humane Society. In 2022 the City of Chula staff re -engaged with the staff of the City of Imperial Beach to explore options for a possible new services agreement to provide such services to the City of Imperial Beach once again.

As a result of the discussions, on February 24, 2023, the City of Imperial Beach provided a letter of intent that supported development of formal agreement with Chula Vista to provide animal shelter and control services to the City of Imperial Beach and its residents, effective July 1, 2023. The agreement will provide animal control services Friday through Sunday, from approximately 8:30am to 5:00pm, and up to an additional 16 hours on other days of the week. Additionally, animal care services will be provided at the shelter seven (7) days a week. The proposed action would provide for a two-year agreement between the City of Chula Vista and City of Imperial Beach, with up to three (3) additional one -year options. The City Manager would be authorized to execute any and all options to extend. Staffing, supplies, and services costs associated with the agreement will be paid for by the City of Imperial Beach per the terms of the agreement, with provision made for an annual increase of up to 5% to account for future supplies and services increases. The agreement pricing will be calculated using animal intake information from the most recent calendar year.

Staff recommends that the City Council adopt the proposed resolution approving an agreement between the City of Chula Vista and the City of Imperial Beach for animal shelter and control services.
