RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA WAIVING THE CONSULTANT SELECTION
PROCESS AND APPROVING AN AGREEMENT WITH SBCS
CORPORATION FOR YOUTH COUNSELING SERVICES
WHEREAS, City wishes to provide counseling and outreach services to youth and families who are referred through the juvenile diversion program; and
WHEREAS, SBCS Corporation and the City’s Police Department have worked together since 1985 providing a variety of services for juveniles and their fam ilies in the City of Chula Vista, and SBCS Corporation , with their unique and extensive experience, qualifications, and community presence, is able to tailor their programs to meet the needs of the City and its youth and families; and
WHEREAS, the City’s interests would be materially better served by waiver of the standard competitive bidding requirements under the authority of Chula Vista Municipal Code Section 2.56.070.B.3; and
WHEREAS, the contract with SBCS Corporation for counseling and outreach services is for an initial term of July 1, 2023 through June 30, 2024, with the option to extend the contract for four additional one year terms upon mutual agreement; and
WHEREAS, SBCS Corporation warrants and represents that it is experienced and staffed in a manner such that it can deliver the services required of SBCS Corporation to City in accordance with the time frames and the terms and conditions of this Agreement.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista, that it hereby (1) waives the standard competitive bidding requirements for the consultant selection process in accordance with Chula Vista Municipal Code 2.56.070.B.3; and (2) approves the City of Chula Vista Consultant Services Agreement with SBCS Corporation to Provide Youth Counseling Services, in the form presented, with such minor modifications as may be required or approved by the City Attorney, a copy of which shall be kept on file in the Office of the City Clerk, and authorizes and directs the Mayor to execute same.
