Regarding Homeless Encampment Picture
This image showcases the fulfillment of my
prediction of how the " Tenant Protection Act" has
negatively affected the homelessour community. This
picture was captured09:00AM TuesdayJuly 4th, 2023 on
the 300 Block of Third Avenue Downtown Chula Vista.

I realize there are many causesfor our homeless crisis.

However, even those with minimal knowledge of the
situation understands threatening unsuspectingLandlords and/ or Tenants with $ 5, 000. 00 daily fines for simple paperwork errors ( with no opportunity afforded to correct those errors) forces massive monthly rent increases. Those huge rent
increases creates a situation where many lower income
individuals are pushed to live on the streets. Since our restaurant, La Bella Pizza, first opened downtown in 1955, I have NEVER seen the homeless situation this prevalent.

Regarding this Picture: When I informed the CVPD that the homelesswerepanhandlingand harassingthe patronsof local businesses, I wasinformedthat thepersonbeingharassedwould have to file a complaint. REALLY? Does anyone expect that thepersonbeingharassedby a panhandlerwouldindefinitely
remain on the scene to file a complaint. OF COURSE NOT! They will simply will not returnto shopin Downtown.

Congratulations City Council. Your obsessionof levying
unsuspecting Landlords and/ or Tenants with $ 5, 000. 00 daily fines, has created another unforeseen negative side effect of the Tennant Protection Act".

My Naivety
I hope I am not being naive expecting our City
Council to correct the errors of a very poorly written
ordinance. What troubles me the most is The council
passesordinanceswhich not only does nothing to help
people but actually causes harm by creating situations
whichdevastatesthemostvulnerableof ourcommunity.

Regarding Fifteen Page Report:

I assume you have all received the 06/ 15/23 15 page
report containinga quite a bit of datacollectedby City
Staff. I have E- mailed, snail mailed, and hand carried each of you a copy. I will be back at our next council
meeting, the meeting after that, the next one after that and however many Council Meetings it takes to go thru this
report page by page. It is important you realize the
damageyou arecausingour communitywith the present
wording of the " Tenant Protection Act". Thank You
