DISCUSSION
The Friends of the Animal Care Facility and former Mayor Cheryl Cox have graciously offered to donate $105,000 to City to acquire a Dodge High Roof ProMaster 2500 and outfit it to hold 13 fixed cages . The converted van will allow more animals to be transported to pet adoption fairs and other community events while also assisting in mobilization in case of an emergency.

Council Policy 270-01 requires City Manager evaluation and City Council approval of donations to the City valued at more than $25,000. The City Manager has evaluated the proposed $105,000 donation and determined that the donation is in the best interests of the City in that it will assist in providing animal care services throughout the City. Staff recommends that City Council approve and accept t he donation, and amend the Fiscal Year 2023 -2024 Budget to appropriate the $105,000 donation to revenues and expenditures in the Donated Fund. The funds will then be used to acquire and outfit an animal transport van for use by the Chula Vista Animal Care Facility.

DECISION-MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is not site-specific and consequently, the 500-foot rule found in California Code of Regulations Title 2, section 18702.2(a)(11), is not applicable to this decision for purposes of determining a disqualifying real property-related financial conflict of interest under the Political Reform Act (Cal. Gov't Code § 87100, et seq.).

Staff is not independently aware and has not been informed by any City Council member, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter.

CURRENT-YEAR FISCAL IMPACT
The purchase and outfitting of an animal transport van using donated funds has no current-year net fiscal impact.

Staff requests that $105,000 be appropriated in revenues and expenditures to the Donation Fund to acquire the vehicle for the Animal Care Facility.

There are sufficient funds in the adopted Fiscal Year 2024 budget to maintain and operate the vehicle.

ONGOING FISCAL IMPACT
This vehicle will incur normal ongoing operating costs. Fuel and maintenance costs will be included in future operating budgets, as appropriate.
