Good Morning,

THE RESULT OF CLOSING 550 BED SHELTER AND CAMPING BAN ONLY IN SELECT GOVERNMENT

LOCATIONS OF GOVERNMENT PARKS, GOVERNMENT MTS STATIONS AND GOVERNMENT PUBLIC SCHOOLS.
@San Diego Council - Why are only Government locations have the camping ban? There are FOUR interstate 5 freeway overpass with tents from Imperial Ave to downtown San Diego.

WHAT OF THE LOWER INCOME NEIGHBORHOODS AT IMPERIAL AVE AND ALL THE BUSINESSES; DO THEY NOT ALSO DESERVE PROTECTION OF REMOVING THE TENTS OF DRUG ABUSE RISKING LIVES OF COMMUNITIES?
The claim mental illness is derogatory to the people living in tents suffering from substance abuse. THE HOMELESS LIVING ON THE FREEWAY OVERPASS ARE BLOCKING ADA ACCESS.

In Chula Vista a six story structure is being built in a lower middle class single home neighborhood literally in their back yard. What of the families in the homes who have lived there for decades raising their children, their investment, their community? Here is a wrap around services FAIL. In Chula Visa the Health Human Services next to Harborside Park has resulted in congregation of homeless on substance abuse leaving needles in the children's play ground. The city had to close of the park fencing off from the community of track apartments that have no yards. The homeless are removed by HHSA security from Health Human Services parking lot so they live just across the street resulting in small business loss of customers closing. Subject: HOMELESS PROBLEM SPREADING ON OUT
Hello Supervisors, Mayors, Councilmembers,
Shoving the homeless problem on the entire County is exactly what I warned of on April 21 (see below.) We need a civic discussion on how to deal with San Diego, which appears not to care about how its actions impact the rest of the County.

In particular, we need groupthink as to the best way for smaller cities to deal with an influx of homeless persons, driven around in large part it seems due to a callous interpretation of the Martin vs. Boise Federal decision.

In particular, while some might simply say "Any time a jurisdiction adopts and entorces a new policy, there is inevitably going to be ripple effects in neighboring cities...," It would be more accurate to say that some city policies have major ripple effects, some have less, and many or most have none at all.

Item 5.12 - Curry - Received 8/8
I am glad that Chula Vista has provided things like bridge shelter and wants to make a new one, but San Diego needs to realize that it has resources that smaller cities do not have, that it has dithered and kicked the can down the road until a big problem has become huge. For instance, the decision to close its own Golden Hall and Old public library homeless shelters without adequate replacements at the time (or even now) is irresponsible in the extreme.

We need stop this.

Paul Henkin

'Huge' influx of homeless in Chula Vista after San Diego's camping ban begins: Nonprofit director
Story by Joe Little • [8/7/2023]
As the city of San Diego cracks down on homeless encampments, neighboring cities are seeing an influx of homeless.

"It's been very challenging," Sebastian Martinez said with a sigh.

Martinez is the executive director of Community Through Hope, a Chula Vista-based nonprofit that provides a number of services for the South Bay's homeless population.
"We've already seen, even in the weeks leading up to the actual announcement of San Diego's camping ban, a huge influx of folks, folks that aren't from Chula Vista, National City or IB," Martinez said.

Martinez couldn't offer exact numbers but, instead, used CTH's pantry as a measuring stick. Martinez said the food they distribute from places like Feeding San Diego usually lasts a week.
"We've been going through that food every two days," Martinez said. "We're trying our best, but we don't have the resources that San Diego does.

Just a few miles to the north in San Diego, Angel Fox stood outside her tent on Market Street, which was nestled against a fence that overlooked Interstate 5.
"My first concern is them [city of San Diego] taking my tent," said Fox. "When you take away these walls, you take away my security, you take away everything that makes me feel like I can safely sleep at night." Fox said she doesn't know where she will go if she's forced to leave. • Written Communications
Item 5.12 - Curry - Received 8/8
" understand that they're trying to find a solution, but how are you going to find a solution to a problem you know nothing about?" Fox asked. "Even if you had enough shelter beds to put all of us in, you don't have enough affordable housing to put all of us in."
Martinez argued its even worse in Chula Vista and the cities surrounding San Diego.
"We're having to break the news to them that they've actually come to an area that has less resources than the limited amount of resources they had before," bristled Martinez. "Right now, elected officials don't have to deal with the consequences of their behavior. Services providers do." A city of Chula Vista spokeswoman offered the following statement:
"Any time a jurisdiction adopts and enforces a new policy, there is inevitably going to be ripple effects in neighboring cities. City staff has been and will continue to communicate with agency partners to find ways to address the crisis together. City staff is also currently reviewing city policies and ordinances for possible recommended changes that would be brought to city council in the future."

Good Evening, Mayor, Councilmembers,
The Homeless crisis - alot of it stems from our instant gratification 'I want it NOW' culture.

Selling Golden Hall will not solve the Homeless problem. I know you don't like walking past them, but selling off this property is not what is needed. We need all the beds we can get. You should be solving (as should alot of other City Halls) the whole City's problems, not just prettifying a certain district and, by the way, reducing the housing supply.

Business owners want homeless people gone from around their business - drives customers away; Homeowners want homeless away from their property - tired of filth, drugs, smelling pot smoke, mental issues, fights, violence. It's a terrible atmosphere for our children, especially the 6-year- olds, who are seeing things that are threatening but they can't comprehend.

Many politicians simply make homelessness a crime - file and forget. But criminalizing it creates a cycle that only perpetuates the problem and increases the cost to taxpayers. The homeless usually have trouble paying fines and appearing for court dates, which leads to more fines, new charges and bench warrants. These issues can result in even • Written Communications
• Item 5.12 - Curry - Received 8/8
more encounters with the criminal legal system, including arrests and jailtime.

And by the way, since the sale of a major homeless shelter and once again shuffling the homeless around threatens to destabilize the entire County, hot just San Diego.

Let's start with some causes:
• The high cost of housing, both new homes and renting, and a low supply of affordable housing (Blackstone buying it up) and shelter space; • Addiction, Mental Health Issues;
• Job loss, retirement, and selective salary and pay raises (like doctors, lawyers, professors, etc., which tend to discourage lower oaid workers; • Regulations (CEQA) and NIMBYs.
• Lack of address to put on application or inproper/no ID • Youths 'aging' out of foster care or being kicked out by family.

We should lower requirements for addiction or mental treatment, eliminate unnecessary rules such as restrictions on pets, build more shelters and housing, and streamline CEQA (zoning changes, permit applications, standards variances, site plan reviews, design reviews, and environmental impact reviews take at least a year
Yet we're all about cheap, simple solutions. Mostly, we have pushed them from one place to another place.

We want a bandaid solution but aren't prepared for people who tear off that bandaid.

Written Communications
Item 5.12 - Curry - Received 8/8
We need to fix this homeless problem. Please look at the BIG PICTURE - not little bits when someone complains too loudly, like San Diego City or County, both of which seem to talk big but basically move the problem from one place to another. It costs society as a whole - people fearful when they find a street so 'filthy' that they dare not go down it, crime, police costs paid for in rising taxes, extra ambulance trips and hospital time, which we all end up paying for, and on and on.

It is a multi-faceted problem including: 1. employment; 2. Reducing crime, no 'catch and release' arresting and then not prosecuting or taking their stuff; 3. Treating their drug, mental, or psychological issues; and 4.

Housing. I've even heard that a few of them are stuck because they don't have proper ID.

How about a hire the homeless and unemployed program? I bet that people who are being productive would turn less to drugs and crime. Solve the problem a lot quicker.

A few job ideas:
• Teachers of survivalism, co-operation, and cooking
• Advocates for the homeless, impoverished, or drug users • Agriculturalists, gardeners, planters, farm workers.

Don't get me started about our homeless veterans - they have so much experience doing different things, they could tell you what they've done and you could tell them where they would fit best.

Other ideas:
• Social workers to make sure they are eating enough and quality food. • A social worker embedded in City & County Libraries and parks. • Parks and Recreation monitoring recreational areas and connecting them to outreach teams.•
Written Communications
Item 5.12 - Curry - Received 8/8
Medications for mental health are great if they work. Most have bad side effects, and they can drive people crazy either when they take it or when they forget. Drugs - a huge problem, but what would you do if you had to sit around all day with nothing to do? Homeless addicts face high barriers to get treatment: long waiting lists for programs that accept Medi-Cal, lack of a phone, transportation, and documentation.

Homeless crime affects both them and us. Homeless with too much spare time turn to drugs or crime to fill the void. If you start taking their stuff - they'll want to replace it, by hook or crook.

Let's help and not just shuffle the homeless around.

The housing market is tough. Renters face high rents and are especially likely to become homeless. But the Residential Tenant Protection Ordinance to Prevent Displacement and Homelessness (0-2023-143) does not protect residents or prevent homelessness.

Regards,
Paul Henkin
