BACKGROUND
• In December 2022, the Hilltop Dog Friends
requested staff to explore the possibility of
an off-leash dog area at Hilltop Park
• Proposal was taken to the Parks & Rec
Commission on two seperate occassions
but was not approved
BACKGROUND
COMMISSION CONCERNS:
1. Loss of sports field at a westside park
• Baseball/Soccer
2. Safety & Liability exposure
STAFF RECCOMENDATION
Council provide direction to the
Community Services and Public
Works Departments with
regards to an off-leash, fenced
dog park within the boundaries
of Hilltop Park
