DISCUSSION
On June 16, 1998, the Bulletproof Vest Partnership Grant Act of 1998 was signed as law. The purpose of the Act is to save the lives of law enforcement officers by helping States and units of local government equip their law enforcement officers with armor vests. The Bulletproof Vest Partnership (“BVP”) is a program of the U.S.

Department of Justice administered by the Bureau of Justice Assistance (“BJA”). The program is designed to pay up to 50 percent of the cost of bulletproof vests for law enforcement officers . The BJA announces BVP funding opportunities on an annual basis.

In April 2023, the BJA announced the BVP funding opportunity for its fiscal year 2023 allocation. The Police Department applied for funding and was recently notified by BJA that the application w as approved. The Department has been receiving BVP awards since 2000 and has been awarded $ 4,422.96 for the fiscal year 2022-23 funding period. Fiscal year 2022-23 BVP funds remain available until August 31, 2025. There is no formal award document to sign or accept the grant funds . BVP funds are managed through their online platform.

DECISION-MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is not site-specific and consequently, the 500-foot rule found in California Code of Regulations Title 2, section 18702.2(a)(11), is not applicable to this decision for purposes of determining a disqualifying real property-related financial conflict of interest under the Political Reform Act (Cal. Gov't Code § 87100, et seq.).

Staff is not independently aware, and has not been informed by any City Council member, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter.

CURRENT-YEAR FISCAL IMPACT
Approval of this resolution will result in a one-time appropriation of $4,422.96 to the supplies and services category of the Police Grants sections of the Federal Grants fund . The funding from the U.S. Department of Justice will completely offset these costs, resulting in no net fis cal impact. Funds for the 50 percent match requirement are already included in the Police Department’s adopted budget.

ONGOING FISCAL IMPACT
There is no ongoing fiscal impact as a result of accepting these grant funds.

ATTACHMENTS
