Recommended Action
Adopt a resolution approving the Zoll One Program Master Agreement between the City and Zoll Medical Corporation for the lease and service of cardiac monitors and associated medical equipment . (4/5 Vote Required)
SUMMARY
The Chula Vista Fire Department delivers quality Basic Life Support (BLS) and Advanced Life Support (ALS) services to residents, visitors, and employees every day. A vital component of this service relies heavily on the resuscitative equipment that is carried on all response companies and units. Such essential equipment includes cardiac monitors/defibrillators and automated chest compression devices. The i ndustry standard for the service life of this equipment is five to seven years, and eight (8) of the Fire Department’s cardiac monitors/defibrillators are approaching 10 years. The Fire Department’s current fleet of cardiac monitors consists of monitors th at require being fully replaced and others that just require upgrades based on their current service life . The Fire Department has evaluated purchasing options and believes that a lease acquisition versus outright purchase for the monitors requiring full replacement is in the best interest of the City in terms of maintenance, service, and upgrade costs. The proposed lease agreement also includes new equipment for the outfitting of additional Engines, Trucks, Ambulances, and Squads. There are a total of twenty-one (21) monitors requiring replacement and eighteen (18) monitors requiring an upgrade only.
P a g e | 2
The Fire Department is recommending appropriating funds in the amount of $301,047.63 for an annual lease payment in the Advanced Life Support (ALS) Fund, Meas ure A Fund and P ublic Facilities Development Impact Fee Fund for the replacemen t and new acquisition of the equipment. These appropriations will be used to lease twenty-one (21) new cardiac monitors/defibrillators, four automated chest compression devices, and support accessories for first responder companies and units from Zoll Medical Corporation. In addition, a one-time fee of $63,000 will be paid out of the ALS fund for the upgrade of the eighteen (18) cardiac monitors requiring upgrade only.
ENVIRONMENTAL REVIEW
The Director of Development Services has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as de fined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in the environment. Therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.
BOARD/COMMISSION/COMMITTEE RECOMMENDATION
Not applicable.
DISCUSSION
The industry standard for the service life of cardiac monitors/defibrillators is five to seven years. The average age of the Fire Department’s current cardiac monitors/defibrillators that the department is seeking to replace is approximately 10 years. The new monitors have significant improvements in technology that will allow the Fire Department to provide state -of-the-art care to its residents, visitors, and employees.
Examples of this technology include Wi -Fi based communication, improvements in 12 Lead Electrocardiogram acquisition and transmission, and improved measurement of oxygen, carbon dioxide, and carbon monoxide levels in the patients to whom we provide service. This ability to bring the latest technology to the patient's side to assist in the di agnosis and treatment of pre -hospital patients will have a positive impact on their outcomes.
With the City assuming 911 ambulance transport in 2021, it is important to continue the use of the same medical equipment used by all first responder companies and units. This proposed acquisition will help the City maintain such continuity and consistency by ensuring that all Fire EMS personnel use the same medical equipment regardless of who arrives on the scene of a medical call for service. Furthermore, it p rovides operational efficiency and continuity of patient care from 911 activation to transfer of care at the Hospital Emergency Department.
Pursuant to Chula Vista Municipal Code 2.56.070.B.4 and in consultation with the Fire Chief and Purchasing Agent of the City, staff believes this master agreement is not subject to the competitive bidding requirements due to the compatibility requirements as identified in this staff report. Thus, Zoll Medical Corporation may be awarded the agreement based on a single/ sole source, as City Council had previously authorized for purchase of similar equipment through Reso 2020-105.
The Fire Department is recommending appropriating funds in the amount of $ 301,047.63 for an annual lease payment in the ALS Fund, Measure A Fund and the Public Facilities Development Impact Fee (“PFDIF”) Fund for the units that this equipment will be operational on , for a total lease term value of $3,010,476.30 for 10 P a g e | 3
years. These appropriations will be used to lease twenty-one (21) new cardiac monitors/ defibrillators, four automated chest compression devices, support accessories, and procure comprehensive warranties for first responder companies and units from Zoll Medical Corporation. In addition, the Fire Department is recommending appropriating funds in the amount of $63,000 for a one -time fee for upgrading 18 cardiac monitors through Zoll Medical Corporation in the ALS Fund.

Staff has reviewed the decision contemplated by this action and has determined that it is not site-specific and consequently, the real property holdings of the City Council members do not create a disqualifying real property-related financial conflict of interest under the Political Reform Act (Cal. Gov't Code § 87100, et seq.).
Staff is not independently aware and has not been informed by any City Council member, of any othe r fact that may constitute a basis for a decision-maker conflict of interest in this matter.
