Adopt an ordinance amending various sections in Chula Vista Municipal Code Chapter 2.04 to revise and implement regulations on public participation in public meetings, including procedures and regulations for addressing disorderly conduct and rules and time limits for addressing the City Council. (Second Reading and Adoption)
