An easemenet for another park-like area, easpecially where there are limited recreation facilities, is a good idea.
But there is an area hazard that need to be taken care of first - a leaky sewage plant.
It is not a question of whether a nearby leaky sewage plant should be cleaned up in the future. The city is aware of the problem, but the cleanup needs to be accelerated. Sweetwater Bay has already had several pollution advisories. If it is to be a recreation area, or even next to it, it needs to be cleaned up first. We don't want kids going out to play and risk getting sick from it.
Between this and the homeless camps an Industrial Blvd.,, also on the agenda, let's clean up all of Chula Vista!

I oppose the tower being placed at 430 second Ave. I am trustee on the property next door to the placement. I was not able to attend the previous meeting. the original notification shows an arrow on the map that is not the actual location of the tower so the notice was misleading. i oppose the tower being placed in a residential neighborhood. The facts relied upon by big corporations are outdated 1992 and 1998 on safety of the cell towers. This will lower my property value by about 20% and deter renters being in close proximity to tower due to safety concerns. There are numerous cases across the country of health issues arising from close proximity to cell towers. Some people have electro hypersensitivity also called microwave or radiation sickness. The bedrooms in the near house are on a hill and on direct line with said cell tower placement. Cell towers do not turn off at night. Are we going to wait til health issues develope ? this is a residential neighborhood not industrial. There is no lapse in coverage for this area. the cell tower is not needed. There are concerns that the cell tower leads to other electronic radio cell devices being placed. one such concern is privacy. I ask you consider the obtrusiveness the future dangers and perhaps regulations regarding this cell tower and deny the approval of placement of the tower at 430 second Ave.
PAUL HENKIN
It is wrong to put this tower in a residential area when there are other options. AT&T claims a gap in service. None exists. Health effects can and have been devastating to some people and open up the City to liability. The American Academy of Pediatrics recommends that electromagnetic/RF transmissions be limited in the proximity of children, and there are not only children but also a preschool in our neighborhood, less than 350 feet from the proposed tower’s location.
A 45 foot freestanding wireless telecommunications facility at 430 Second Avenue is also inconsistent with the character of a quiet residential neighborhood. The tower can and should be placed elsewhere, in a business area.
Do not give in to corporate demands when alternatives exist to impacting the health and welfare of the people you serve. Please do what is right for the people of this City, their health and welfare.
Notice of the hearing was given in accordance with legal requirements, and the hearing was held on the date and no earlier than the time specified in the notice.
Acting City Attorney Maland provided information on the proceedings and recommended Councilmembers disclose all ex parte communications regarding the item. Councilmembers reported the following ex parte communications:

Senior Planner Mallec gave a presentation on the item. Staff responded to questions from the City Council.
Mayor McCann opened the public hearing.
Harold Thomas and Victor Avina, representing Falcon Strategies, gave a presentation on behalf of the applicant, AT&T.

I was born and raised in the city of Chula Vista. I am a taxpayer and a homeowner in District 1. I understand that the city has rented the fence that surrounds Harborside park and now a new fence next to the social services department. The rental money could have been used to buy a vacant property so these people could have a place to be. Give them dumpsters to dispose their trash, bbq pits to prepare a warm meal, outhouses so they can defecate like human beings! Even if just temporary!! They are pushed out of every area as if they are trash!! Most of the people in that area are under the age of 25, have suffered significant trauma, mental health issues and addiction. I speak to these people regularly! No one chooses to have to live like this. You need to meet them where they are!! Treat the humans with humanity! Great Job cleaning up!! That trash was the only thing these people have!! I will be bringing the residents of Industrial blvd to every meeting so they can be seen as humans and not just an item on the agenda.

Our City of Chula Vista is already an inclusive, welcoming city. The City of Chula Vista is already focusing on developing other inclusion efforts for those who felt we are not doing enough. i.e The Justice, Equity, Diversity and Inclusion (JEDI). Please note: Several community members shared with this council that the JEDI outreach team tried very hard to get the community to say there was racial discrimination. There was none reported.
We have non-citizens on our commissions, children attend schools regardless of citizenship status, our police departments respond to all citizen needs regardless of citizenship status, Health & Human Resources provides many benefits regardless of citizen status. It is difficult to understand why you are purposely inviting an out of state, George Soros’ Open Society Foundation organization to monitor us and scrutinize our city. I thought that is why you were elected. What is really behind this move? Whatever it is, it does not look good. I am folllowing up with an email to all with the full article printed.

This sounds like a World Economic Forum sounding agenda, and we should be scoring points with our people, not theirs.
So we aren't welcoming enough - we need to join cities like Philly and Detroit? I think we are welcoming already and should embrace what we have done, not diminish our self-image by having an outside organization rate us.
Then, there is the financial impact - membership, audits, other expenses. It sounds like it could add up over the years. Do we really need this sort of expense? Robert Johnson
