Chula Vista Clark kindly make this material part of Chula Vista Permanent records and make accessible to the public also
forward this email including attachments to Chula Vista Mayor, council members, Ethics Commission, District Attorney, Attorney General and YES Chula Vista City ATTING attorney However, I do not expect the acting attorney to act as Chula Vista Attorney and stop this unethical act, As she most likely ignores this problem / issue as she has ignored previous council members unethical activities, in my opinion she has ignored numerous and constantly conflict or inters and unethical issues.
However, this time she cannot say that she was not informed. The latest is Very concerning to me; it seems that Chula Vista Council member Preciado activities are unethical and conflict of interest. Preciado unapologetically and unashamed displays obvious efforts to get his friend.
Nicolas Segura appointed Chula Vista District 4 council representative, Preciado, in conjunction with other of his associates whose actions are very unscrupulous.
Mr. Nicolas Segura endorsed Preciado during Preciado’ s and gave money to Preciado’ s political campaign for Council member for District 2. ( picture is attached) Now to me, it seems that is time for Preciado to pay back. to me it is clear abuse of Political Position Thank You
in Advance

Council member Preciado
Whatever your decisions regarding your fiend Nicolas Segura appointment to represent District 4 there is a conflict of interest and it be classified as corruption.
He is your friend; He endorse you for council member and he contribute to your campaign 2 times (10-17-2020) (11-10-2021) is not clear about the 3rd time (05-09-22) It seems to me that with all th e political fund raisers that he mentioned during your democratic club zoom meeting.
He is buying political influence.
Mr. Preciado Did Mr. Segura Buy your Vote?
If you review the Zoom meeting he did mention that he has held multiple political fundraisers and someone in from your club did mention about when Mr. Segura becomes Southwestern College Board member
Council Member Preciado there is clear conflict of inters if your vote for Segura, and the other 2 council members are not qualified to appoint someone since Alonso is an appointee appointed by you Andrea Cardenas (by the way Segura contributes money to her campaign Alonzo should not vote
For the Benefit of District 4 is best not get someone appointed this time and most likely ignore those residents from District 4 like you all ignore district 3 when several District 3 residents inform you, and the council that they did not trust or wanted Alonso BUT ANDREA pick him, and you Mr. Preciado and Carolina Ramos voted to APPOINT Alonzo as I mention before
El Chapo does not have to be present to control his cronies.
I expect that many from your club will attend tonight meeting in support of Nicolas Segura As the were asked during the Zoom meeting
Kindly read other attachments
It will not look honest, appointing a person that supported your campaign and gave money to your campaign, and other politicians
or DID HE BUY Chula Vista Politicians.

School trustee asked to be paid for
missed board meeting. He was dining
with Gavin Newsom.
A Sweetwater Union High School District trustee who asked to be compensated for a board meeting he missed because of a “hardship” was actually in Sacramento lobbying on behalf of his labor union and having dinner with Democratic governor candidate Gavin Newsom.
Superintendent Karen Janney recommended the board pay
trustee Nicholas Segura the $413.50 he would have received for attending the missed meeting, but when two taxpayers objected the decision was delayed.
Among the reasons Sweetwater trustees can use for seeking payments for absences are illness, jury duty or a hardship “deemed acceptable by the board.”
Eastlake resident Maty Adato is one of the taxpayers who objected to paying Segura.
“Mr. Segura has stated in his own words that he has missed meetings because of work and vacation with his family.
Why do my tax dollars have to reimburse him for that?” Adato said in an email to the board. “Let him take off as much time as he wants but NOT on my dime, if he can’t be present to complete his obligations as a board member then resign or don’t expect payment.”
FAREWELL
MESSAGE FROM
BM NICK SEGURA
Brothers and Sisters,
It’s been an honor to serve as the local’s Business manager for the last three years. My union leadership journey began when a member asked me to run for the executive board back in 2003. Prior to this nomination, I had very little knowledge of the daily operations of our Union. I won a seat on the Executive Board which opened up tremendous opportunities for me: sitting on the Trust Funds; Inside Wireman negotiations; and the importance of getting labor friendly candidates elected in San Diego and Imperial Counties.
After completing my Executive board term, I ran and was elected as the Union President. As Union President, I sat on the Health & Welfare Trust, Pension Trust, JATC, and negotiations for all Units. This was my first platform to build relationships with the members, contractors, other labor activists, and elected officials.
I was honored to be appointed as Johnny Simpson’s Assistant Business Manager for six years. While serving in this role, I worked hard in building relationships and partnerships with elected officials in the San Diego County. In addition, we worked hard in electing board members who supported labor. With this change, I was able to establish the first Project Labor Agreement at Southwestern College, and then Chula Vista Elementary School District, which lead to additional PLA’s around the County. With these relationships I was able to win a seat on the Sweetwater Union School District Governing Board where I continue to serve and promote our electrical career pathways, solar car sprint, portable solar array, and continue to work on integrating renewable energy careers into their curriculum. While serving as Assistant Business Manager, I really enjoyed getting to know the members, learning how to effectively manage negotiations, and being on site at the numerous utility grade solar projects in the Imperial Valley.
All this experience helped me to be a more effective Business Manager these last three years. This work could not be successfully completed without the help of my incredible staff and Union members who volunteered their time. The team has had many great accomplishments under my leadership which will continue to serve the membership well in the years to come. It was an honor to be appointed by International President Lonnie Stephenson and 9th District Vice President John O’Rourke to several national and statewide IBEW leadership positions.
I want to wish all the newly elected officers the best and I wish them well as they continue to strengthen the IBEW. Please remember that it is your duty as a union member to participate in your union to make it stronger.
In solidarity,
Nick Segura

To whom it may concern,
I am writing in support of Sharmane Estolano in favor of sitting on the board of District 4.
I am new to the area and have seen many challenges District 4 faces. Truthfully, it wasn’t my choice to move down here, so with that said, it’s really important to me on which community leader( s) can make a difference and change my mind. I’ve studied a few of the candidates, but no one has stood out more to me as a community leader than Sharmane Estolano.
Sharmane Estolano is a true Chula Vista native. I already see she is deeply rooted in Chula Vista through her service and community, and when she’s not busy being an honest business woman, rockstar mom/ grandma, she is heavily involved in the community. I’m talking: involving her grandchildren to bake for her first responders to being behind every Bonita Vons receipt to advertise her knowledge of the community… SHEIS IT!
I’ll be at council tonight in support of the best seat in the house! Warmly,
Jennifer Cottingham
