I urge the council to vote no on this item as written.
The changes eliminate more than 8 acres of community park space. While the applicant proposes adding manufactured open space, this does not compensate for park space that families are more likely to use. The open space is located in a place that is convenient for the applicant and not in the best interest of future residents.
This amendment reduces the number of detached homes, which are already difficult to find in this part of Chula Vista.
Applicant proposes an elementary school site that would be utilized as a "high" residential land use if Chula Vista Elementary School District declines the space. CVESD has been delaying the addition of new schools citing a decreasing school-age population. This increases the likelihood that this site will be used for homes. The City should not allow more "high" residential land use and instead, designate it as a less dense residential area.
While a traffic study was conducted for this project, it is my opinion that it did not give proper consideration to the additional density that is now being proposed. The study claims that impacts on Olympic Parkway, particularly during peak times near I-805, are unavoidable. However, some mitigation can be provided by requiring the applicant to expedite the extension of E. Main St from Village 8 West to Village 4, which would give residents in Village 8 East an alternative to Olympic Pkwy.
Finally, the noise mitigation proposals are insufficient.
Notice of the hearing was given in accordance with legal requirements, and the hearing was held on the date and no earlier than the time specified in the notice.
Senior Planner Ortuno gave a presentation on the item.
Mayor McCann opened the public hearing.
Nicholle Wright, representing the applicant HomeFed, gave a presentation in support.
John Acosta, Chula Vista resident, spoke in opposition.
Chris Le submitted written comments in opposition.

You already have a way to address bad actors through your Permit to Operate for Motels and calls for service. Why are you not using Chapter 5.39 instead? I am opposed to the adoption of an ordinance that requires organizations trying to serve the homeless with outreach and services to pay to play in Chula Vista by requiring any organization helping homeless to register and pay a fee. I am opposed to an ordinance that equates those who are homeless to being criminals and not worthy of assistance. It's the responsibility of these motels who are profiting off of government money to be responsible not providers
It’s hard enough to do this work and serve those that others would rather throw away. Your efforts only add to cost, bureaucracy, and time to serving the homeless. You are receiving State, County and Federal dollars not just your own local tax dollars to address these issues so why doesn’t Chula Vista recognize that homelessness is a regional issue and sometimes when you take dollars from others you have to play with others.
Concerned Resident
I just read the e-comment that was posted by SBCS. SBCS receives millions of the dollars in public funding. How are they opposed to such an ordinance? They should be a good partner and support the City in its efforts to regulate agencies who are not sending their best to chula vista motels.
Kathryn Lembo
SBCS is adamantly opposed to the Proposed Municipal Code Amendment Regulating Hotel/Motel Voucher Placements. It is shocking to see the City of Chula Vista treat service providers in a manner with complete disregard to how we successfully care for our most vulnerable. The action of one or two entities in conducting hotel voucher work, should not result in those service providers providing quality work and oversight, being penalized with additional reporting proposed by these unfunded mandates. This is difficult work and the City is only going to make it much more so.
Quite frankly your Amendment and proposed permitting process disparages the reputation of organizations such as SBCS. Given the history of the City of Chula Vista and its partnership with SBCS I am surprised and saddened by the tactic the City is taking.
Councilmember Morineau stated she would abstain from participating in the item out of an abundance of caution and left the dais during the discussion.
The Director of Housing and Homeless Services Kurz, Homeless Services Manager Davis, and the Assistant City Attorney presented the item and recommended that no action be taken at that time, but that staff return at a later date after additional engagement with stakeholders.
